China sent several warships and 15 aircraft to waters off Russia’s Far East coast for Ocean-2024, according to the Russian military. The latest Russia-China military drills fit a pattern of more than a decade of enhanced military coordination between the two countries, experts say. The joint drills also raise questions about whether the two nuclear-armed powers, which are not treaty allies, could act together in any potential future conflict. Russian military sailors attend the opening ceremony for a joint naval exercise in the South China Sea in July. But observers say that despite the growing coordination within joint drills, it’s unlikely there is a clear end goal past sending a strong signal – at least for now.

CNN —A phased reopening of Apalachee High School, the scene of this year’s deadliest school shooting, is scheduled to begin September 24. The area where the Apalachee High shooting unfolded, J Hall, will be closed for the rest of the school year after two students and two teachers were killed in the September 4 attack. “Everyone is processing or will process a tragedy differently,” said Michelle Kefford, principal at Marjory Stoneman Douglas High School in Parkland, Florida. Read previewRussia's threat to the subsea cables the West relies on for the internet is growing more acute amid surveillance from a specialist undersea sabotage unit, a NATO official said. "Allies have long warned of the risk that Russian spy ships and sabotage vessels patrolling subsea cable routes could pose to critical underwater infrastructure." Known by its Russian acronym, GUGI, the unit's goal is to surveil and possibly destroy the undersea cables the West relies on for the internet. But as the world has become more dependent on internet data, the potential for disruption caused by sabotage has become greater. Sybille Reuter via Getty imagesThere is already evidence that Russian units may have tampered with undersea cables, with experts saying that Russian units likely played a role in the disappearance of miles of the cables near Lofoten off the coast of Norway in 2021.

The Titan submersible plunged thousands of feet down the forbidding depths of the North Atlantic Ocean in search of the Titanic wreck site when it imploded, killing all five on board. OceanGate came under heavy scrutiny as a result of the disaster — an almost unheard-of occurrence in the submersible industry. But after the Titan didn’t return at its scheduled time, the Polar Prince contacted the Coast Guard. The suit remains ongoing, and a former OceanGate engineering director, Tony Nissen, named as a defendant, is expected to appear Monday at the Coast Guard hearing. “The Titan submersible did not just go down with its inventor — it went down with paying passengers.”

China Coast Guard ships (background L and R) are seen past the Philippine Coast Guard ship BRP Cape Engano (C), as photographed from the BRP Cabra during a supply mission to Sabina Shoal in disputed waters of the South China Sea on Aug. 26, 2024. The Philippines will continuously deploy vessels in the contested Sabina Shoal in the South China Sea, its coast guard said on Monday after a Philippine ship returned to port after a five-month deployment there. "We will sustain presence over these waters," Philippine Coast Guard Spokesperson Jay Tarriela told a press conference. The PCG's vessel, Teresa Magbanua, was deployed to Sabina Shoal in April to monitor what Manila suspects to be China's small-scale land reclamation activities in the area. Sabina Shoal, which China refers to as Xianbin Reef and the Philippines as the Escoda Shoal, lies west of the Philippine province of Palawan, within the country's exclusive economic zone.

CNN —The National Oceanic and Atmospheric Administration confirmed on Monday it is investigating Robert F. Kennedy Jr. for allegedly decapitating a dead whale carcass and transporting it home two decades ago. A spokesperson for NOAA confirmed to CNN on Monday that Kennedy is under investigation for the incident. “It is long standing NOAA practice not to comment on open investigations,” the spokesperson said. In the interview, Kennedy’s daughter recalls her father using a chainsaw to cut off the head of a dead whale carcass on the beach near their Cape Cod family home and driving the whale’s head back to New York. Following the story gaining attention on social media, the Center for Biological Diversity Action Fund called for NOAA to investigate Kennedy over the incident, arguing his actions could have jeopardized scientific research.

CNN —The US Coast Guard on Monday will begin a multi-day hearing to examine the loss of the Titan – the ill-fated submersible authorities said imploded in the North Atlantic Ocean in June 2023, killing all five people aboard during a dive to the wreckage of the Titanic. The public hearing will be conducted by the Marine Board of Investigation that was convened within days of the submersible’s disappearance. The MBI – the highest level of inquiry by the Coast Guard – was tasked with reviewing the cause of the tragedy and offering recommendations, including about potential civil penalties and criminal prosecution. The MBI is made up of numerous Coast Guard officials and at least two from the National Transportation Safety Board, according to a list provided by the Coast Guard. When the investigation is complete, the US Coast Guard and the National Transportation Safety Board will each conduct an independent analysis and complete reports, Neubauer said Sunday.

CNN —The first image of the Titan submersible sitting at the bottom of the ocean following its catastrophic implosion last year was shared by the US Coast Guard on Monday as investigators opened a hearing into the tragedy. In the photo released Monday, the submersible’s broken tail cone is seen on the hazy blue floor of the North Atlantic Ocean. The tail cone was severed from the rest of the vessel, its edges ragged, while a ripped fragment of the vessel is seen nearby. The board on Monday called its first witnesses, including former employees of OceanGate, the firm that developed and operated the submersible. Seconds later, the Titan was “pinged” for the last time, and the mother ship lost track of the vessel.
