From the beginning of the conflict, Japan has sought a "balanced" response, in part due to its diverse diplomatic interests in the region and its dependency on the Middle East for oil. A spokesperson for Japan's foreign ministry said it was expected that countries have different positions, but denied that G7 members were struggling to find common ground. A statement issued by G7 trade ministers from a meeting in Osaka late last month did not mention the war. Other group members have issued joint statements.

Israel war tests US appeal to global swing states
  + stars: | 2023-10-30 | by ( Hugo Dixon | ) www.reuters.com   time to read: +7 min
FOURNI, Greece, Oct 30 (Reuters Breakingviews) - Joe Biden has sought to portray the United States as a superpower that cares about the rule of law. What’s more, swing states – which back neither the United States nor China – have more power than they did during the old Cold War between the West and the Soviet Union. Such pressure may convince some countries that the United States is pursuing a principles-based foreign policy in the Gaza conflict. The Israeli war may last a long time and its aftermath may be tortuous. But it could also have an important impact on the United States’ influence with swing states and its struggle with China.

REUTERS/Dado Ruvic/Illustration Acquire Licensing RightsLONDON, Oct 26 (Reuters Breakingviews) - Back in June the boss of $220 billion UK oil major Shell (SHEL.L), Wael Sawan, told investors mergers and acquisitions were not his priority. The decision of $430 billion Exxon Mobil (XOM.N) and $295 billion Chevron (CVX.N) to acquire $60 billion Pioneer Natural Resources (PXD.N) and $53 billion Hess (HES.N) respectively ought to change the game. But it would remain a stretch for either to ape their U.S. peers and buy a big oil group. Hess investors will receive 1.025 shares of Chevron for each share held, worth $171 per share based on the closing price on Oct. 20.

EMPEROR OF ROME: Ruling the Ancient Roman World, by Mary BeardIf social media is to be believed, men can’t stop thinking about the Roman Empire, particularly its “alpha male” elements. Anyone similarly obsessed would do well to pick up a copy of “Emperor of Rome,” an erudite and entertaining new book by the redoubtable classics scholar and feminist Mary Beard. The “good” emperors are invariably wise, kind, prudent and generous, while the “bad” ones are dim, disgusting, decadent and miserly. Did Elagabalus really arrange to smother his dinner guests to death by dropping rose petals from the ceiling? Beard encourages us to be skeptical of all the “preposterous anecdotes,” even as she maintains that such demonizing can tell us something about how power works.

Defense lawyers will have a chance to put forward a competing narrative when they present their case, beginning as soon as Thursday. A STRATEGIC CHOICEAllowing specific unfavorable accounts by prosecution witnesses to go unchallenged on cross-examination could be a strategic choice by the defense, according to experts. Tiny but bountiful, Antarctic krill make up one of the planet’s largest biomasses, nourishing everything from fish to marine mammals and seabirds. At Steinberg’s lab, researchers are examining how warming oceans — Antarctic krill need water colder than 4 degrees Celsius (39 Fahrenheit) to survive — are altering krill’s life cycle. However, a leading marine biologist the industry once relied on to burnish its environmental credentials has since denounced krill fishing. She accepted with the hope that she could help mitigate the effects of krill fishing on the Antarctic ecosystem. Today, she believes that krill fishing should be banned.

MOSCOW (AP) — Russia’s Vostochny space launch facility where President Vladimir Putin hosted North Korean leader Kim Jong Un on Wednesday reflects an ambitious attempt by Moscow to burnish its scientific glory that faded after the collapse of the Soviet Union. The new spaceport has a troubled history tarnished by construction delays and widespread corruption. DIFFICULT CONSTRUCTIONVostochny’s location in an unexplored and sparsely populated area in Russia’s far east has added to the cost and length of construction works. The first launch from Vostochny initially had been planned for 2015 but was pushed back until the following year. In 2018, an inspection revealed cavities in the ground under the launch pad that were blamed on shoddy construction works and required additional funds to fix.

At a time when shifting geopolitical alliances are elevating India's strategic importance, such curbs add to the contradictions global investors have to negotiate as they hunt for viable alternatives to a slowing China.
