HONG KONG (Reuters) - Chinese authorities have suspended a hospital and a judicial institute in the city of Wuhan from conducting some services after they were accused of surrogacy and issuing fake paternity results. The suspension comes amid several investigations related to the issuance of fake birth certificates as China, where surrogacy is illegal, tries to boost its birth rate. Wuhan Puren Hospital has been suspended from releasing birth certificates and Wuhan Ruiboxiang Judicial Appraisal Institute has been suspended from providing judicial appraisal services, the Wuhan Municipal Health Commission said on Tuesday. Birth certificates are required in China for obtaining household registration and are necessary for vaccinations, medical insurance enrolment and application for a social security card. Birth rates have fallen in China to their lowest since records began in 1949, at just 9.56 million in 2022.

The Supreme Court on Tuesday morning declined to reinstate a congressional map in Alabama drawn by Republican lawmakers that had only one majority-Black district, paving the way for a new map to be put in place before the 2024 election. The order came in response to a request from Alabama that the justices freeze a lower-court ruling striking down its proposed map. A three-judge panel found that the state had brazenly flouted its directive to create a second majority-Black district or something “close to it.”Alabama’s request for relief was the second time in under a year that it had asked the Supreme Court to affirm a limited role of race in establishing voting districts for federal elections in what amounted to a defiant repudiation of lower-court rulings. The court’s order gave no reasons, which is often the case when the justices decide on emergency applications. The ruling clears the way for a special master and court-appointed cartographer to create a new map.

The Pennsylvania jail from which convicted murderer Danilo Cavalcante brazenly escaped, eluding searchers for two weeks, plans to enclose its exercise yards with walls and a roof and make inmates wear brighter uniforms, along with other security improvements. The Chester County jail board unanimously approved plans Wednesday to fully enclose the exercise yards at the facility in Pocopson, southwest of Philadelphia. The redesign plan calls for fully enclosed exercise yards, with 18-foot-high masonry walls to replace fencing, and the removal of shed roofs that could inmates could scale. The design notably blocks overhead sunlight into the yard, save for a small ribbon of windows at the top with secure screening. Cavalcante was charged with escape after his capture, and his next hearing in that case is scheduled for Wednesday.

The Biden administration announced Wednesday it would cancel nearly $37 million in student debt for more than 1,200 students who attended the University of Phoenix. The borrower defense program allows borrowers who can prove they've been misled or defrauded by their schools to get their federal student loans voided. "The University of Phoenix brazenly deceived prospective students with false ads to get them to enroll," said Richard Cordray, the federal student aid chief operating officer. The FTC had obtained internal emails, as well as advertisement materials and recorded phone calls with prospective Phoenix students. "Phoenix management was aware that the corporate relationships the school claimed to have did not exist," the Education Department said.
