Not only has that made mortgages much more expensive, it’s exacerbated the long-standing shortage in housing supply, particularly at the lower-priced part of the market. The market machinery that cranks out housing supply at the bottom of the market has effectively ground to a halt. But falling rates will not solve the underlying structural problems that caused the housing shortfall in the first place. Once rates normalize, housing affordability will simply return to where we were prior to the pandemic, going from dismal to just bad. Lawmakers should complement this support to increase the supply of housing with targeted help for those looking to buy their first home.

At 4:17 a.m. on Tuesday, thousands of people in cities across southern Turkey gathered to cry, light candles and chant against the government, marking the moment a year ago that a powerful earthquake devastated the region. The 7.8-magnitude quake, followed by a second violent tremor hours later, damaged or destroyed hundreds of thousands of buildings, killing more than 53,000 people in southern Turkey and another 6,000 people in northern Syria. It was the area’s broadest and deadliest earthquake in hundreds of years. Many accused building contractors of cutting corners to increase their profits and the government of failing to enforce safe building standards. That vow remains only partly fulfilled, and efforts to hold people accountable over faulty constructions are proceeding slowly.

But now is exactly the wrong time to halt funding for UNRWA. Norway is standing fast to our commitment to continue funding this crucial agency and to the Palestinian people. As the Norwegian foreign minister, I urge fellow donor countries to reflect on the wider consequences of cutting UNRWA off. And since UNRWA also supports millions of Palestinian refugees in the West Bank, Jordan, Lebanon and Syria, a stop to payments could further destabilize an already extremely volatile region.

Of the many strengths of “Southern/Modern,” a daring and revisionist show about the American South at the Georgia Museum of Art in Athens, the one that follows you out to your car is the alternate history of modern art it proposes. Southern art — or food or literature, for that matter — has long suffered a reputation of isolation. You would have to be born there,” says the tortured Quentin in William Faulkner’s “Absalom, Absalom!” Ninety years later, Southern exceptionalism is over (mostly), and the area’s artists and curators and chefs now go to great, overcorrective lengths to be global, to be modern. But the artists of Faulkner’s day — they were still responding to an ancient, haunted South. These 100 or so paintings and prints suggest an invigorating direction that was there all along: a pungent pairing of social history with artistic experiment during the first half of the 20th century.

The pungent foam contains high levels of ammonia and phosphates, which can cause respiratory and skin problems, according to experts. On Nov. 8, 1971, Led Zeppelin released its iconic fourth studio album, which was untitled but is widely known as “Led Zeppelin IV.” It features the band’s major hit “Stairway to Heaven,” and the wordless cover shows the image of a bearded, older man with a large bundle of sticks on his back against the backdrop of a decaying wall. Now, 52 years later to the day, a minor mystery about that cover has been solved. Sometimes thought to be a painting, the image, it turns out, was a Victorian-era photograph of a man who made thatched roofs for cottages in Wiltshire, a rural county in southwestern England. His name was Lot Long and he was 69 at the time, according to Brian Edwards, a researcher who found the photo. As he was looking through a Victorian photo album full of landscapes and houses, Mr. Edwards noticed a photo he had seemingly seen before.
