The Ukrainian Parliament passed the measure in May 2023 but Zelensky had not signed it into law until Tuesday. Firstly, men are drafted into military service. The law signed by Zelensky on Tuesday lowers the age they can be drafted to 25, but leaves the mobilization age at 27, However, the Ukrainian Parliament is also considering a bill that would reduce the mobilization age to 25. Disagreement regarding the draft age is believed to be one of the reasons why Zelensky fired Zaluzhnyi in February of 2024. But Zelensky previously said he would agree to a law to mobilize younger Ukrainian men, if it was “really” needed.

China will make it easier to move capital in and out of the country and promote financial market deregulation, a senior forex regulator said on Friday, as Beijing seeks to woo foreign investors amid heightened geopolitical tensions. "We will steadily push forward two-way capital market opening, and strengthen the connectivity between domestic and overseas financial markets," Xu Zhibin, deputy head of the State Administration of Foreign Exchange (SAFE), said at the annual Boao forum for Asia. "We will expand the variety and scope of investments to attract more investors to invest in China's financial markets." CNN —Cocoa prices are surging so high, the Easter Bunny might want to hoard its chocolate. Poor climate and crop diseases in West Africa – home to 70% of global cocoa production – have tightened supply and caused prices to skyrocket. As prices rise, some chocolatiers are exploring cost-cutting alternatives, like diversifying their products to depend less on cocoa. Yet mining often destroys farms and the possibility of a livelihood in cocoa production, Issaka said. “Given the persistently high cocoa prices, it may be necessary for us to make responsible adjustments to pricing in the future,” the spokesperson wrote in an email.

By James Pomfret, Kevin Yao and Ellen ZhangHONG KONG/BEIJING (Reuters) - Facing its deepest economic challenges in years, China's leadership has tasked ministries and local governments with implementing a new mantra from President Xi Jinping: unleash "new productive forces". Beijing hopes the “new productive forces” campaign will strengthen China at a time when geopolitical pressures including steps by the United States to “decouple” or “de-risk” have curtailed access to foreign technology. "To support innovation, we should give people more freedom to think and talk, because many innovations result from the collision of ideas. The new mantra was also taken up by China's state planning agency, the National Development and Reform Commission. Its annual report on Tuesday pledged support for industries including satellite internet applications, China's BeiDou Navigation Satellite System, and research into nuclear fusion.

Paris CNN —France became the world’s first country to enshrine abortion rights in its constitution on Monday, the culmination of an effort that began in direct response to the US Supreme Court’s decision to overturn Roe v. Wade. The amendment states that there is a “guaranteed freedom” to abortion in France. While abortion is a highly divisive issue in US politics that often falls along party lines, in France it is widely supported. The measure’s passage is a clear victory for the French left, which has been pushing for years to guarantee abortion rights in the constitution. The vote marks the 25th time the French government has amended its constitution since the founding of the Fifth Republic in 1958.

Mortgage rates rise for the third week in a row to 6.9%

Washington, DC CNN —Mortgage rates climbed for the third week in a row, inching closer to 7%. Mortgage rates have been making smaller moves over the past two months, after coming down from last year’s high, 7.79%, reached in October. Historically, Khater said, the mix of a strong economy and higher rates didn’t meaningfully impact the housing market. “In essence, Federal Reserve officials are seeking more concrete evidence of sustained improvement in inflation before making any changes,” she said. “The recent increase in mortgage rates has the potential to slow the market by disrupting the plans of many buyers, especially in a market where a significant number of consumers are anticipating lower mortgage rates, not higher,” said Xu.

BEIJING (Reuters) - There are no off limits or restricted areas for fishing around a group of Taiwanese islands close to China's coast and Beijing reserves the right to take further measures after two Chinese nationals died near the islands, the government said. Taiwan, which China claims as its own territory, has complained in recent years about Chinese fishing boats and other vessels operating in Taiwan-controlled waters, especially around the Kinmen and Matsu islands which sit a short distance from China's coast. Late on Saturday, China's Taiwan Affairs Office, which has already condemned Taipei for the incident near Kinmen's Beiding islet, said the deaths had caused "strong indignation" in China. China's Taiwan Affairs Office said the government had goodwill towards Taiwan's people, but will never tolerate Taiwan's disregard for the safety of Chinese fishermen. "The mainland reserves the right to take further measures, and Taiwan shall bear all the consequences," it added, without elaborating.

In this zodiac cycle, those born between Feb.10, 2024 and Jan. 28, 2025 will be classified as "Dragon babies." While people in China also hold these beliefs, birth rates in the country have actually fallen during the "Dragon Years." For instance, Singapore's birth rates rose by 21% in 1988, and 8% in 2000 and 2012. Asian folklore, however, may not be able to do much for China's falling birth rates, which could continue to drop "quite precipitously," Tay warned. China's birth rates have seen a secular decline, falling to 6.39% in 2023 from 22.37% in 1988.

Hong Kong CNN —Heavy snow and rain is forecast to hit central and eastern China in the coming days, threatening travel plans for hundreds of millions of Chinese workers heading home for the Lunar New Year. However, Xu Jun, chief forecaster from the Central Meteorological Observatory, told CCTV the forecast snowfall won’t be as heavy or widespread as that experienced around the holiday season 16 years ago. “The rain and snow overlap with the peak period of Spring Festival travel. This has posed risks to safe (travel) and brought inconvenience to the transportation,” weather expert Wang Lijuan, from China Meteorological Administration, told CCTV.
