Wyoming’s bill, known as Senate File 99, was approved by lawmakers in both chambers earlier this month. But here’s something that hasn’t changed much: the pace at which car insurance rates are rising. Car insurance rates are up almost 21% for the 12 months ended in February, according to new Consumer Price Index data released Tuesday. The last time car insurance rates rose that much on an annual basis was 1976, not counting January, which saw the same annual rate increases. The rise in car insurance rates alone contributed half a percentage point to the overall 3.2% inflation rate last month. Meanwhile, drivers in North Carolina saw the smallest bump in car insurance rates, up just 5.5% over that same timeframe.

It was not such an implausible idea, back in 2020, when a philanthropist emailed Julie Burkhart to ask if she would consider opening an abortion clinic in Wyoming, one of the nation’s most conservative states and the one that had twice given Donald Trump his biggest margin of victory. Dr. Tiller’s work had drawn the wrath of the nation’s anti-abortion groups — his clinic had been blockaded, bombed and flooded with a hose before he was shot to death while ushering his regular Sunday church service. When she reopened it instead of moving, the death threats and stalkers shifted to Ms. Burkhart, or, as they called her, Julie Darkheart. Running a clinic in a red state had worn her down, and she was looking to put Wichita and all it represented behind her. But if Wyoming was even more conservative than Kansas, she understood that it was more Cowboy State conservatism, shaped by self-reliance and small government, less interested in regulating what people do behind their drapes.

The project, known as Direct File and launched by the IRS on a limited basis in 12 states this tax season, is in its pilot phase. Derek Wheeler, director of the Low-Income Taxpayer Clinic at the University of Florida’s Law School, said his clinic has referred less than a dozen clients to the Direct File system. His legal clinic has partnered with the IRS and selectively identifies clients who may be eligible to submit their taxes through the program. WASHINGTON (AP) — Twenty-four Republican-led states filed a lawsuit Wednesday challenging a new Biden administration rule that sets tougher standards for deadly soot pollution. The EPA rule “will drive jobs and investment out of Kentucky and overseas, leaving employers and hardworking families to pay the price,” Coleman said. The soot rule is one of several EPA dictates under attack from industry groups and Republican-led states. Soot pollution has declined by 42% since 2000, even as the U.S. gross domestic product has increased by 52%, Regan said. The EPA said it will work with states, counties and tribes to account for and respond to wildfires, an increasing source of soot pollution, especially in the West.

The IRS' much-anticipated free tax filing software is now online. Direct File is in a pilot phase and available for "simple" tax returns for 2023. For now, the tool is limited to taxpayers who lived in one of 12 states last year. The much-anticipated Internal Revenue Service software — aptly named Direct File — opened as of Wednesday in a pilot phase ahead of its wider public launch in mid-March. While it's free to sign up, there is a catch: to file using the tool, taxpayers must have been a resident of one of 12 states for all of 2023 and not have income from any other state.
