CNN —Hundreds of Israeli settlers surrounded Palestinian villages and attacked residents across the occupied West Bank, eyewitnesses told CNN, after an Israeli boy who had gone missing from a settlement was found dead. A screen grab from video obtained by CNN shows cars in the village of Duma in the West Bank on April 13. The Palestinian Red Crescent said in a statement Saturday that over a dozen Palestinians arrived at hospitals across the West Bank, most wounded by gunfire. Violence has been rising in the occupied West Bank and East Jerusalem since the October 7 attacks. The Palestinian Ministry of Health in Ramallah says at least 462 Palestinians have been killed by Israeli forces or in settler attacks.

CNN —Hundreds of armed Israeli settlers stormed a village in the occupied West Bank on Friday, setting fire to several homes and cars in one of the largest attacks by settlers this year, according to Palestinian officials. According to Abu-Alia, Israeli security forces had informed Palestinian officials that the settlers were looking for an Israeli teenager who had gone missing earlier in the day. Videos obtained by CNN show parts of the village burning, with smoke billowing over several buildings and settlers lobbing rocks. Israeli settlers wearing headscarves are seen near billowing smoke. Abu-Alia told CNN settlers stole approximately 70 sheep from the Palestinian village.

It is so dangerous and troubling that Israel’s best option, when all is said and done, might be to leave a rump Hamas leadership in power in Gaza. I argued in October that Israel was making a terrible mistake by rushing headlong into invading Gaza, the way America did in Afghanistan after 9/11. I thought Israel should have focused first on getting back its hostages, delegitimizing Hamas for its murderous and rapacious Oct. 7 rampage, and going after Hamas’s leadership in a targeted way — more Munich, less Dresden. That is, a military response akin to how Israel tracked down the killers of its athletes at the 1972 Munich Olympics, and not how the U.S. turned Dresden into a pile of rubble in World War II. That approach would have won the support, funding and, I think, even peacekeeping troops of moderate Arab states like the U.A.E.

CNN —Walid Daqqa, one of the longest-serving Palestinian prisoners in Israel, died of cancer on Sunday at the age of 63 after almost four decades of incarceration. At the time of his death, he was the longest imprisoned Palestinian in Israel, with the second longest sentence served overall, according to the Palestinian Prisoners Society. Born in the Israeli town of Baqa al-Gharbiyye in the northern “triangle” region, Daqqa was a Palestinian citizen of Israel. Daqqa was not convicted of carrying out the murder but of commanding the group, which he denied, Amnesty said. After his death, a tent set up for mourners to gather on Monday in Baqa al-Gharbiyye was stormed by Israeli police, according to a statement from the Palestinian Prisoners Society and CNN video.

Iran is operating a clandestine smuggling route across the Middle East, employing intelligence operatives, militants and criminal gangs, to deliver weapons to Palestinians in the Israeli-occupied West Bank, according to officials from the United States, Israel and Iran. The goal, as described by three Iranian officials, is to foment unrest against Israel by flooding the enclave with as many weapons as it can. The covert operation is now heightening concerns that Tehran is seeking to turn the West Bank into the next flashpoint in the long-simmering shadow war between Israel and Iran. Many weapons smuggled to the West Bank largely travel along two paths from Iran through Iraq, Syria, Lebanon, Jordan and Israel, the officials said. A key group in the operation, the Iranian officials and analysts said, are Bedouin smugglers who carry the weapons across the border from Jordan into Israel.

CNN —Israel’s military said its troops made a series of “grave” mistakes and violated protocol in their strikes that killed seven aid workers in Gaza this week. The IDF is considering distributing thermal stickers for aid vehicles to prevent this happening again in the future, he added. After the first vehicle was struck, some of the surviving aid workers fled to the other vehicles in the convoy – which were also struck, the spokesperson said. People gather around one of the WCK vehicles struck by the IDF, April 2, 2024. The killing of the seven aid workers sparked condemnation from some of Israel’s most prominent supporters and may mark a turning point in how Israel perpetrates its war in Gaza.

CNN —The war in Gaza has been raging for six months and the patience of Israel’s allies is running out. CNN —The Biden administration recently authorized the transfer of over 1,000 500-pound bombs and over 1,000 small-diameter bombs to Israel, according to three people familiar with the matter, adding to its arsenal despite US concerns over the country’s conduct in the war in Gaza. The transfer authorization of the MK82 bombs and small-diameter bombs, more than 2,000 munitions in total, occurred on Monday, according to two of the people familiar. CNN has previously linked the MK84 bombs to mass casualty events in Gaza, including Israeli strikes on refugee camps there last year. More than 32,000 people have been killed in Gaza since October, according to the enclave’s ministry of health. Israel declared war on Hamas in response to the militant group’s terror attack on October 7 that killed over 1,200 Israelis.

WCK and Anera, another aid group, have said they will pause operations in Gaza following the incident. Israel maintains there is no limit on the amount of food or humanitarian aid that can enter Gaza, but aid agencies accuse it of deliberately restricting deliveries. Shortly afterwards, American Near East Refugee Aid (Anera), an NGO that delivers aid to the West Bank, the Gaza Strip, Lebanon and Jordan, also suspended its Gaza operations. Along with Turkey, the UAE is the biggest donor of aid to Gaza, according to COGAT, providing 25% of all aid from foreign nations. The fate of the extra aid WCK had planned for Gaza is also uncertain.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. But Israel has rejected the prospect of the Palestinian Authority returning to Gaza after the ongoing war, and has dismissed the idea of establishing a Palestinian state in the territories.

More than 32,000 Palestinians have been killed, and the international community has reverted to a deeply familiar call for a two-state solution, where Palestinians and Israelis can coexist in peace and security. President Biden even declared “the only real solution is a two-state solution” in his State of the Union address last month. The language that surrounds a two-state solution has lost all meaning. And fundamentally, the concept of the two-state solution has evolved to become a central pillar of sustaining Palestinian subjugation and Israeli impunity. Palestine was largely absent from the international agenda until Israeli Jews were killed on Oct. 7.

What We Know About Palestinians Detained in Israel

The number of Palestinians in Israeli prisons has swelled since the Hamas-led Oct. 7 attack and Israel’s subsequent invasion of Gaza. In Gaza, Israeli troops have arrested hundreds of people in the search for fighters, the Israeli military says, while security forces in the occupied West Bank have conducted an enormous crackdown that they say is intended to root out militants. But rights groups say that the arrests are often arbitrary, that the conditions in which Palestinians are held can be inhumane and that the spike in the number of reported deaths is concerning. Israel says the imprisoned Palestinians, who include avowed senior militants convicted of brutal attacks, are treated in accordance with international standards. The detainees are a focus of one of the war’s most watched issues: negotiations for a cease-fire in Gaza.

Unable to serve an administration that enables such atrocities, I have decided to resign from my position at the Department of State. Whatever credibility the United States had as an advocate for human rights has almost entirely vanished since the war began. By resigning publicly, I am saddened by the knowledge that I likely foreclose a future at the State Department. Yet just recently, the State Department ascertained that Israel is in compliance with international law in the conduct of the war and in providing humanitarian assistance. After four years of then-President Donald Trump’s efforts to cripple the department, State employees embraced Biden’s pledge to rebuild American diplomacy.

Relations between President Biden and Prime Minister Benjamin Netanyahu of Israel appear to have sunk to a new low, with both men pressed hard by domestic politics and looming elections. Mr. Netanyahu, however, allowed his defense minister, Yoav Gallant, to remain in Washington for talks. In a recent interview, Mr. Ben-Gvir, the national security minister, accused Mr. Biden of tacitly supporting Israel’s enemies. Mr. Biden called it “a good speech” without endorsing the call for new elections. But Mr. Biden is far more popular in Israel than Mr. Obama was and a serious break with Washington would deeply undermine Israel’s security and its future.

Even as Palestinian-rights organizers focus their ire on President Biden, the advisers who shaped Donald J. Trump’s Middle East policies when he was president have amplified calls for the expulsion of Palestinians from Gaza and the annexation of the West Bank by Israel. Those policy prescriptions, voiced by Mr. Trump’s son-in-law Jared Kushner and his former ambassador to Israel, David M. Friedman, suggest a right-wing approach to the Israeli-Palestinian conflict exceeding even the Trump administration’s lopsidedly pro-Israeli proposals for a two-state solution. Mr. Trump was contradictory on the policies he would pursue in an interview with a conservative Israeli publication. But he did say he would be meeting with Mr. Friedman to discuss the former ambassador’s plan for Israeli annexation of the West Bank. “The fear of a second Trump term no longer resonates,” said Abed Ayoub, the national executive director of the American-Arab Anti-Discrimination Committee, who has been organizing Arab American and progressive voters in Michigan.

Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel. During his visit to the West Bank, Wang met with the Palestinian Authority’s foreign minister Riyad al-Maliki, where the Chinese envoy said Beijing is “deeply concerned” about the conflict in Gaza.
