WASHINGTON (AP) — President Joe Biden and China’s Xi Jinping have no shortage of difficult issues to discuss when they sit down for their first talks in a year, even if expectations are low that their meeting will lead to major breakthroughs. Beijing’s demands were made clear last November when Xi and Biden met in Bali, Indonesia, during the Group of 20 summit. That was a rejoinder to the Biden administration mantra that the two nations should compete vigorously while not looking for conflict. Beijing has bristled at export controls and other measures imposed by the Biden administration, perceiving them as designed to stifle China's economic growth. But Xi, this time, is likely to seek assurance from Biden that the U.S. will not pile new ones onto China.

China's coast guard said two small Philippine transport ships and three coast guard ships entered the waters without the permission of the Chinese government and urged the Philippines to stop infringing on Beijing's sovereignty. Japanese Prime Minister Fumio Kishida said during his visit to Manila on Saturday that his country, the Philippines and the United States were cooperating to protect the freedom of the South China Sea. China's use of water cannons followed a series of incidents in the South China Sea, including the collisions between China's vessels and two Manila ships on Oct. 22. The Philippines accused China coastguard of "intentionally" colliding with its vessels.

Hong Kong CNN —A US unit of the Industrial and Commercial Bank of China (ICBC) was hit by a ransomware attack this week that disrupted some of its systems, reportedly hitting liquidity in US Treasuries which may have contributed to a brief market sell-off on Thursday. ICBC Financial Services, which is headquartered in New York, said in a statement that the attack, which happened on Wednesday, had been reported to law enforcement. “We successfully cleared US Treasury trades executed Wednesday … and [repurchase agreements] financing trades done on Thursday,” it said in the statement. The Financial Times and Reuters quoted some market participants as saying trades going through ICBC were disrupted, which affected market liquidity. It’s unclear whether the incident contributed to the weak 30-year bond auction conducted by the US Treasury Thursday.

COLOMBO, Sri Lanka (AP) — The U.S. announced a $553- million project Wednesday to build a new, deep-water shipping container terminal in the Port of Colombo as it competes with China in international development financing. The U.S.-backed financing comes at a time when Sri Lanka is struggling to recover from a dire financial and economic crisis. Sri Lanka borrowed heavily from China to build the port and other infrastructure including an airport and a city being built on reclaimed land. Both neighboring India and China are jostling for influence in Sri Lanka and both have already invested in expanding facilities at the Colombo port. Colombo port also has a terminal run by China Merchants Port Holdings.

BEIJING, Nov 6 (Reuters) - Myanmar should cooperate with China to maintain stability on their common border, a Chinese official said on Monday, after a surge of fighting in Myanmar between junta forces and insurgents rocked the region. "Myanmar is called on to cooperate with China to maintain stability along the China-Myanmar border, earnestly ensure the safety of the lives and property of Chinese border residents, and take effective measures to strengthen the security of Chinese personnel," Nong said. Nong, who visited Myanmar on Nov. 3-5, said China hoped Myanmar would restore stability, and it supported all parties to properly handle differences and achieve reconciliation through dialogue as soon as possible. While Western governments have condemned the Myanmar military and imposed sanctions on it, China, along with Russia, have been supportive of the generals. China says it supports Myanmar in finding its own path and has urged the international community to respect its sovereignty.

Hong Kong CNN —Beijing has clarified that Israel remains marked on official maps issued by Chinese authorities after questions emerged over why the country’s name was not visible on online maps provided by two major Chinese companies. The maps also don’t include a country name marker for “Palestine,” which China recognized as a state in 1988 and is listed on its official maps alongside Israel. It’s not clear whether the missing country names are a new development. In a response to CNN, a Baidu Maps spokesperson said: “Where space is limited, our maps may not display the names or flags of some territories. Users can find corresponding countries or areas on Baidu Maps by simply using the map’s search function.”CNN has also reached out to Alibaba for comment.

CNN —Australian TV anchor Cheng Lei has been released by China and returned home to her family, Australia’s Prime Minister Anthony Albanese announced Wednesday, more than three years after she was detained on opaque espionage charges. “We are pleased to confirm that Australian citizen Ms Cheng Lei has arrived safely home in Australia and has been reunited with her family,” Albanese said in a statement. Cheng had been on her way to work on the morning of August 13, 2020, when she was taken by China’s Ministry of State Security, according to her partner Nick Coyle. CNN —A floating barrier installed by China to prevent Filipino boats from fishing in a disputed area of the South China Sea has been removed, Philippine authorities said Monday, in the latest flashpoint between Manila and Beijing over their competing maritime claims. The video is a vivid illustration of a fraught power struggle that has been playing out for years in the South China Sea as Manila tries to push back against increasingly assertive claims to the disputed strategic waterway by Beijing. “The barrier posed a hazard to navigation, a clear violation of international law,” the Philippine Coast Guard said in a statement Monday, adding that it also infringed on Philippine sovereignty. Beijing claims “indisputable sovereignty” over almost all of the 1.3 million square miles of the South China Sea, as well as most of the islands and sandbars within it, including many features that are hundreds of miles away from China’s mainland. BEIJING, Sept 25 (Reuters) - China's coast guard took necessary measures in accordance with law to block and drive away a Philippine vessel in a disputed area of the South China Sea, the Chinese foreign ministry said on Monday. Spokesperson Wang Wenbin made the comments after the Philippines on Sunday accused China of installing a "floating barrier" in part of the Scarborough Shoal, saying it prevented Filipinos from entering and fishing in the area. China claims 90% of the South China Sea, overlapping with the exclusive economic zones of Vietnam, Malaysia, Brunei, Indonesia and the Philippines. Hours after the national security adviser had vowed to take action, the Philippine coastguard said it had removed the floating cordon, at the behest of President Ferdinand Marcos Jr and his special task force on the South China Sea. Japan's government urged calm and said the South China Sea was central to regional stability. "Our country strongly opposes any conduct that heightens tension in the South China Sea," Japanese Chief Cabinet Secretary Hirokazu Matsuno said at a regular press conference. China on Monday said the shoal, which it calls Huangyan Island, was "China's inherent territory", over which it had indisputable sovereignty.

CNN —The Philippines has become the latest of China’s neighbors to object to its new national map, joining Malaysia and India in releasing strongly worded statements accusing Beijing of claiming their territory. The map is the “latest attempt to legitimize China’s purported sovereignty and jurisdiction over Philippine features and maritime zones (and) has no basis under international law,” the Philippines Foreign Affairs department said in a statement. India was the first to complain on Tuesday when it lodged a “strong protest” about the inclusion of the Indian state of Arunachal Pradesh and the disputed Aksai-Chin plateau in Chinese territory. “In this climate, while both sides may publicly express their interest in easing tensions, I do not see this happening. This map issue is very serious … the prime minister should speak about it,” he added.
