In Weirton, W.Va., in the heart of coal country, a company started by MIT scientists plans to build a plant that will produce a metal and alloy critical for clean energy, fuel cells and cleaner steel. In Vernon, Texas, also a former coal town, a third-generation wind entrepreneur plans to manufacture turbines suitable for remote, rural locations. And in Vandergrift, Pa., and Louisville, Colo., a window maker plans to retrofit aging factories to produce thin, insulated units that help make buildings more energy efficient. They’re all projects getting federal funding designed to help small- and medium-sized manufacturers bring clean-energy jobs to former coal communities, part of a $1 trillion infrastructure package signed by President Biden in 2021. The Energy Department announced the projects on Monday.

An incumbent hasn't lost his party's presidential nomination since Democrats passed over Franklin Pierce in 1856. Abraham Lincoln's election in 1860 marked the last time someone from a new party — in his case, the Republican Party — won the White House. But with the United States deeply divided and somewhat anxious about the prospect of another Biden-Trump campaign, third party candidates insist voters are restless enough to defy history. West announced last month that he no longer was running under the Green Party banner, but as an independent. Democrats assume that many of voters supporting a progressive environmental activist would likely have chosen Clinton if forced to choose between the major parties.

People with the group No Labels hold signs during a rally on Capitol Hill in Washington, July 18, 2011. More than 15,000 people in Arizona have registered to join a new political party floating a possible bipartisan "unity ticket" against Joe Biden and Donald Trump. No Labels, the nonprofit group actively working to field a third party ticket for president in 2024, doubled its annual revenue last year over 2021, collecting $21 million, nearly all of it from wealthy donors who gave $100,000 or more. Outgoing Sen. Joe Manchin, D-W.Va., has long been rumored to be among the possible candidates to top a No Labels unity ticket. That group has raised $1.4 million so far this election cycle, according to Federal Election Commission records.

The moderate West Virginia Democrat said Wednesday that he would never want to be a “spoiler” who contributed to getting any other candidate elected. Manchin said it would be “dangerous” to give Trump another term. “Because I Endorsed Big Jim Justice of West Virginia for the U.S. Senate, and he has taken a commanding lead, Democrat Joe Manchin has decided not to seek re-election. Manchin would have had a difficult path to reelection as the only remaining Democratic statewide officeholder in West Virginia, likely running against either GOP U.S. Rep. Alex Mooney or Gov. Manchin never defended the remark but was criticized by West Virginia Republicans for what his party’s nominee said. By 2022, coal mining employees in West Virginia made up nearly 30% of all coal employees in the country. John Deskins, director of the West Virginia University Bureau of Business and Economic Research, said 75% of West Virginia’s coal jobs were disappearing before coal production dropped because of mechanization. West Virginia Democratic Party Chair Mike Pushkin said Trump never fulfilled his promise. He said the state Democratic Party was branded “anti-jobs and anti-coal” because of environmental policies coming from the national party.

It's a disruption that Johnson — just two weeks into his job running the House — has said he wants to avoid. “We're running up against the clock on Nov. 17, and we're obviously aware of that,” Johnson said this week, referring to the date that government funding expires. Democrats have made it clear they will not support any funding packages that include policy wins for conservatives. Rep. Hakeem Jeffries of New York, who the Democratic leader in the House, said they would not “pay a single, right-wing ransom demand” as part of a funding resolution. Democratic lawmakers are also eager to play up the House Republican divisions and to pin any blame for a shutdown squarely on the new speaker and his GOP colleagues.

Sen. Joe Manchin said his decision was one of the toughest he has had to make in his lifetime. Photo: Anna Moneymaker/Getty ImagesWASHINGTON—Sen. Joe Manchin (D., W.Va.) said Thursday that he won’t run for another term in the U.S. Senate, as he faced a tough re-election bid in a state that has turned more conservative during his tenure. The decision is expected to hurt Democrats’ effort to hold on to the Senate, which they currently control 51-49. West Virginia is seen as one of Republicans’ top pickup opportunities, along with Montana and Ohio, and Manchin was seen as the only Democrat who had a shot at holding on to the seat.

CHARLESTON, W.Va. (AP) — Sen. Joe Manchin of West Virginia has benefited from waiting to reveal where he stands as the swing vote in a chamber closely divided between Democrats and Republicans. During a multi-day trip to West Virginia's capital this week, the 76-year-old expressed growing frustration with the polarized U.S. two-party system. He managed to win reelection in 2018 in one of former President Donald Trump's most loyal states as the last of his party to hold statewide office in now-deep red West Virginia. Still, Justice has a high approval rating in West Virginia, making him a formidable opponent for any candidate. Robert Rupp, a retired political history professor at West Virginia Wesleyan, called Manchin one of the most successful campaigners in recent state history because of his personal relationships with constituents.

After two years of receiving federal subsidies, 220,000 child care programs across the country were cut off from funding Saturday. The largest investment in child care in U.S. history, the monthly payments ranged from hundreds to tens of thousands of dollars, and stabilized the industry during the COVID-19 pandemic. She said taxpayers will end up paying more in the long run to welfare programs if the government doesn't make investments now in child care. There are just two child care centers in the entire county, and the community can't afford to lose either one, she said. If West Virginia wants to grow its economy, child care is part the infrastructure necessary for that to happen, Tiffany Gale said.

Leaders dropped $6 billion in Ukraine aid from the temporary funding measure passed Saturday as they focused on passing it quickly, just hours before the government would have shut down. Supporters of Ukraine aid — including Ukrainian President Volodymyr Zelenskyy, who visited the Capitol to plead for the money in person just two weeks ago — say it’s essential that additional funding is included. He said he would address Ukraine aid soon. But any dealmaking is on hold as House Republicans try to find a new leader. Circuit Court of Appeals heard oral arguments in cases Thursday involving the coverage of gender-affirming care by North Carolina’s state employee health plan and the coverage of gender-affirming surgery by West Virginia Medicaid. During the proceedings, at least two judges said it’s likely the case will eventually reach the U.S. Supreme Court. Both states appealed separate lower court rulings that found the denial of gender-affirming care to be discriminatory and unconstitutional. “West Virginia is entitled to deference where they're going to take their limited resources," he said. Chambers certified the lawsuit as a class action, covering all transgender West Virginians who participate in Medicaid.

A wildfire burns on the island of Maui near an intersection in Lahaina, Hawaii, August 9, 2023. A bill to improve how the federal government tracks wildfire prevention work passed the House in a near-unanimous 406-4 vote on Wednesday, a month after the nation's deadliest wildfire in over 100 years killed at least 115 people in Hawaii. A 2022 NBC News investigation found that the United States Forest Service had overstated how much land it treats to reduce wildfire risk by an estimated 21% over a 15-year period. Tiffany, chairman of the House Natural Resources committee's federal lands subcommittee, cited NBC News' reporting when he introduced the bill. The bill applies to hazardous fuel reduction done by federal land management agencies, which mostly work on federally owned land.
