Wisconsin’s top prison official wrote to the governor in 2015 with a dire warning: The state prisons were dangerously understaffed, imperiling both guards and inmates. Five years later, two men escaped from a maximum-security Wisconsin prison that once held Jeffrey Dahmer, fleeing early one morning when four of the facility’s five watchtowers were unmanned. Today, two of the state’s prisons have been in lockdown for months. Prison officials who initially blamed the restrictions on violent outbursts have since conceded that a shortage of guards has kept the lockdowns in place. By the time the crisis began, the state had known for years that it was losing guards faster than it could replace them, an examination by The New York Times and Wisconsin Watch has found.

Customers and state governments have accused Dollar General of overcharging for various products. Additionally, two Dollar General customers and two employees told Business Insider they'd been overcharged or had seen customers overcharged in Florida, Pennsylvania, West Virginia, and Alabama. High turnover and reduced hours for Dollar General employees have led to merchandise crowding aisles, creating safety hazards. The state's Department of Agriculture, Trade, and Consumer Protection said inspectors had found that Dollar General stores overcharged customers for 9% of products the inspectors evaluated. In North Carolina, Dollar General paid nearly $71,000 in fines related to its pricing practices from August 2022 to April 2023.

Two jets collided at an airport in Houston on Tuesday when one took off without permission as another was landing, the National Transportation Safety Board said. The safety board said in a statement on Wednesday that a twin-engine Hawker 850XP took off from William P. Hobby Airport, about 10 miles southeast of downtown Houston, as a twin-engine Cessna C510 was landing there. An air traffic controller told the Hawker to line up and wait on the airport’s Runway 22 around 3:20 p.m., the safety board said in a statement on Wednesday. The Hawker then started to take off from Runway 22, and the jet’s wing struck the tail of the Cessna as it was landing on a nearby runway, the agency said. The pilot of the Hawker continued take off from Runway 22 after the collision before returning to the airport.

Prime Minister Katrin Jakobsdóttir said that she would stay home as part of the women's strike — “kvennaverkfal” in Icelandic — and expected other women in her Cabinet would do the same. PORT-AU-RPINCE, Oct 19 (Reuters) - Haitian gangs run schools, clinics and foundations in place of an increasingly absent government, even as their criminal rackets help gang leaders amass funds and afford luxury homes with swimming pools in the hemisphere's poorest country. That was one of the findings of a comprehensive United Nations report published on Wednesday. "Gangs are getting stronger, richer, better armed and more autonomous," according to a 156-page report from a U.N. experts panel. The report concluded that gangs frequently use rape to terrorize and extort victims, demand money and control food supplies. The Caribbean nation's gangs have significantly expanded their influence in recent years, driving mass-migration and internal displacements while plunging millions into severe hunger.
