Washington CNN —US home-price growth accelerated in February at the fastest annual pace since November 2022, a sign that America’s housing market remains tough amid elevated mortgage rates. Of the 20 cities, San Diego saw the biggest increase in home prices in February, a steep 11.4% rise, followed by Chicago and Detroit. America’s housing market began to recover in the beginning the year as home sales surged from decades-lows in the fall and homebuilders began to feel to more upbeat about the economy. Mortgage rates have followed suit, since they track the 10-year yield. Economists don’t expect mortgage rates to drop meaningfully this year, and they could continue to climb if inflation remains stuck.

CNN —The Biden administration is preparing a new aid package for Ukraine that is expected to be worth around $1 billion, multiple sources familiar with the matter told CNN, and is set to be approved by President Joe Biden after the Senate passes a new foreign aid funding bill as soon as Tuesday afternoon. In briefings to Congress in recent weeks, administration officials have indicated that the US will likely send Ukraine long-range ATACMS, or Army Tactical Missile Systems, for the first time as part of the new aid package, three of the sources said. Ukrainian officials have been asking the US both in private and in public for the long-range missile to target deeper behind Russian lines. Broadly, Russia has maintained a “significant quantitative advantage” over Ukraine in terms of munitions, manpower and equipment, a NATO official said earlier this month. US government agencies are already banned from using Kaspersky Lab software but action to prevent private companies from using the software would be unprecedented. It’s the latest US government effort to use its vast regulatory powers to prevent Americans from using popular technology that US officials consider a national security risk. A Kaspersky Lab spokesperson did not respond to questions about a potential prohibition or about how big the company’s market share is in the US. Commerce Department officials have to carefully consider how practical any such regulation would be for the department to enforce and for users to comply with. But the expected move from the Biden administration would go a step further by using Commerce Department authorities to prevent private companies from using Kaspersky Lab software.

CNN —Potentially toxic chemicals called PFAS (perfluoroalkyl and polyfluoroalkyl substances) are found in surface and groundwaters around the world at levels much higher than many international regulators allow, a new study found. Groundwater can be contaminated by PFAS from food and consumer products added to landfills as well as from manufacturing facilities. Public concern led to a commitment by manufacturers in 2008 to phase out use of PFOA and PFOS, two of the most widely used chemicals. Generally PFAS concentrations are higher in urban areas or areas that used PFAS products extensively, O’Connell said, but it is also leached into the environment in ways that may not be obvious. “Another example is that PFAS used to be used in ski wax, so pristine environments, where people ski, have PFAS in their waters and soils,” he said.
