The opinion from the department's solicitor comes amid an acrimonious debate about whether more U.S. mines should be built to produce lithium and other green energy transition metals. Of the dozens of mining claims at the Thacker Pass site held by the company, the government found fewer than 10 did not contain lithium mineralization, an Interior Department official told Reuters. "They're going to be able to start construction and production without these claims being in the plan of operation," the official said of Lithium Americas. It chief executive, Jonathan Price, repeated on Wednesday his objection to Glencore's bid, saying he would "not engage in something that is a distraction". Glencore's plan would combine and spin off its thermal coal unit and Teck's steelmaking coal business, while rebranding the rest of the operations as GlenTeck. Glencore also said it "remains committed to ensuring that its proposal delivers real benefits to Canada." On Monday, Chrystia Freeland, Canada's deputy prime minister, said Teck should remain headquartered there, providing the clearest indication to date that Ottawa was closely watching the takeover battle.

April 21 (Reuters) - Glencore (GLEN.L) on Friday reported lower copper, zinc and nickel production in the first quarter but said it expects its trading division to exceed the top end of annual guidance. It now expects full-year marketing earnings before interest and tax (EBIT) to exceed the top end of its annual range between $2.2 billion and $3.2 billion in 2023. Glencore last month made a $22.5 billion takeover offer for Teck, which was rejected by the Vancouver-based miner's board as exposing its shareholders to thermal coal and energy trading. The bid included a proposed spinning out of thermal and steelmaking coal operations, rebranding the remaining company as GlenTeck. The all-share offer came as Teck's own plan to spin off its metallurgical coal business and focus on copper and zinc nears an April 26 vote.

A long-running contract dispute between the Canadian miner and Panama officials centers on disagreements over tax rates and royalties at the Cobre Panama mine. In the latest twist, Panama's maritime authority last month ordered First Quantum to suspend copper concentrate loading operations at a major port, essentially blocking the company from shipping and selling its copper.
