Restrictions should not be so broad "that you deny American companies revenue and China can get the product elsewhere, or China can get the product from other countries," Raimondo said at a forum. Rules "will deny some revenue to American companies, but we think it's worth it." Raimondo said the administration is meeting with companies "to get to the right place so we don't damage American business but quite frankly protect American national security." The Biden administration is considering updating a sweeping set of rules imposed in October to hobble China's chip industry and a new executive order restricting some outbound investment.

July 25 (Reuters) - The U.S. semiconductor industry faces a shortfall of roughly 67,000 workers by 2030, according to an industry association study published on Tuesday. The chip industry's workforce is projected to grow to 460,000 by the end of the decade, up from roughly 345,000 this year. The law also created a 25% investment tax credit for building new chip factories, or fabs, that is worth $24 billion. Roughly half of the future chip industry jobs will be engineers. The shortage of skilled chip workers is part of a larger shortfall of science, technology, engineering and math graduates in the U.S., according to the report.

After struggling to woo cutting-edge chipmakers like Taiwan Semiconductor Manufacturing (2330.TW) to set up operations in the country, the government may now have to settle for producing less-advanced chips instead. Prime Minister Narendra Modi wants to “usher in a new era of electronics manufacturing” by turning India into a chipmaking powerhouse. Mining conglomerate Vedanta’s $19.5 billion joint venture with iPhone supplier Foxconn (2317.TW) has stalled; plans for a separate $3 billion manufacturing facility appear to be in limbo, Reuters reported in May. Aiming lower could be just what India’s chip ambitions need.

OAKLAND, Calif., Oct 27 (Reuters) - Funds from the recently passed $52 billion Chips and Science Act should be used to upgrade existing U.S. research and development infrastructure as well as building new facilities, a chips industry body said on Thursday. The Semiconductor Industry Association (SIA) on Thursday called for a careful examination of existing R&D infrastructure, including facilities such as the Albany NanoTech Complex in New York and other government and research spaces. In addition to tens of billions of dollars for building back U.S. chip manufacturing capacity, the Chips and Science act carved out $2 billion for the Defense Department and $11 billion for the Commerce Department to allocate for chip R&D. "In the semiconductor industry, that kind of money, especially when we're talking about efforts towards scale up, will be spent very, very quickly. But the ban may prompt Chinese chipmakers to hasten their progress in the commoditised parts of the market, embedding firms like Semiconductor Manufacturing International (0981.HK) in global supply chains. The measures mark a huge escalation in President Joe Biden's efforts to hobble Beijing's chip advances. Essentially, any company that uses American equipment will be restricted from selling relatively high-tech semiconductors or tools to Chinese firms. And because nearly every factory relies on crucial hardware and software from U.S. suppliers like Lam Research (LRCX.O) and Applied Materials (AMAT.O), the latest move potentially sets back Chinese chipmakers by years, if not decades.
