“No Significant Action Taken on TN Gun Laws” read the headline of The Tennessean on Wednesday, the day after the Tennessee General Assembly ended a special legislative session on gun safety. To call that headline an understatement is itself an understatement. Since then, every single day she worries if it will be her last because it almost was. As a mother, I’m going to have to look at my 9-year-old in the eye and tell her nothing. During the special session, which cost Tennessee taxpayers $58,000 a day, Republicans passed no legislation that would have any significant effect on gun violence in the state.

Tennessee’s House Republicans on Monday again silenced Representative Justin Jones, a Black Democrat who was expelled earlier this year in a gun control protest, after he was deemed to have violated new stringent rules of decorum. Democrats left the House chamber in protest after Mr. Jones was barred from speaking on the floor for the remainder of the day, while chants of “fascists” and “racists” broke out in the gallery overhead. Republicans ordered state troopers to clear the galleries. The uproar came when Speaker Cameron Sexton and chamber leaders decided that Mr. Jones, for the second time in the day, had breached the rules of the House by speaking out of turn. This time, Mr. Jones had suggested, during a debate about increasing the number of police officers in schools, that the state’s resources should be focused instead on mental health professionals and teacher pay — comments Mr. Sexton said were off-topic.

Tennessee has sharply restricted the conditions under which it will restore voting rights to people who have completed prison sentences for felonies, joining a growing list of Republican-controlled states that have rolled back access to the ballot by former felons. The state has for years permitted most people with completed felony sentences to restore their voting rights through an administrative process established in 2006 that is ostensibly automatic, but in practice almost unnavigable. Only 3,400 people, or less than 1 percent of all disenfranchised Tennesseans, have had their voting rights restored under the program, said Blair Bowie, the director of the Restore Your Vote initiative at the Campaign Legal Center, a voting-rights advocacy group in Washington. But in a letter sent to local election officials on Friday, the elections coordinator for Tennessee’s secretary of state said the state would now require that formerly incarcerated people also be granted clemency by the governor’s office or have their citizenship rights restored by a circuit court judge.

CNN —Tennessee’s ban on gender-affirming care for minors will now take effect after a federal appeals court lifted an injunction against the law. The appeals court granted a stay of a lower court injunction, which had been blocking enforcement of a part of the state’s ban. The ban prohibits health care providers from performing gender-affirming surgeries and administering hormones or puberty blockers to transgender minors, pending the duration of the appeal. In five states, providing gender-affirming care to minors is now a felony. The association says gender-affirming care creates “effective pathways to achieving lasting personal comfort with their gendered selves, in order to maximize their overall health, psychological well-being and self-fulfillment.”CLARIFICATION: This story has been updated to note that a part of the Tennessee ban on gender-affirming care for transgender minors took effect on July 1.

Under the measure, doctors are prohibited from providing certain treatments to anyone under 18 even with parental consent if the procedure is used as part of transgender healthcare. The restrictions include a block on prescribing medications that can delay the onset of puberty or hormones that can cause physical changes such as the development of facial hair or breasts. The law also requires physicians to discontinue current gender-transition care of minor patients by March 2024.
