MADISON, Wis. (AP) — Republicans who control the Wisconsin state Assembly were poised Thursday to pass a bill that would call for a binding statewide referendum to ban abortion after 14 weeks of pregnancy. Current Wisconsin law prohibits abortion after 20 weeks of pregnancy. Planned Parenthood, which had ceased providing abortion services following the U.S. Supreme Court decision, resumed operations in September following the Dane County ruling. The case is on appeal and likely will end up before the state Supreme Court. Republicans will have tough time persuading Protasiewicz and the rest of the liberal majority to reinstate the abortion ban in full.

California, despite its progressive reputation, has never had a woman or an openly LGBTQ governor. Atkins has only ever been elected by voters in San Diego. She later worked at a women's health clinic that performed abortions before getting elected to the San Diego City Council. She had a brief stint as mayor before getting elected to the state Assembly in 2010 and the state Senate in 2016. Newsom has steadfastly refused sweeping tax increases to balance the budget — something Atkins, too, said she would try to stay away from if she were elected governor.

Gavin Newsom said he will not sign a proposed ban on tackle football for children under 12, ending advocates' short-lived hopes of having the bill become law this year. “I will not sign legislation that bans youth tackle football,” Newsom said in a statement late Tuesday. Political Cartoons View All 253 ImagesThe proposal to ban youth tackle football gained momentum this year amid increasing concern about concussions along with the rise in popularity of flag football. The goal was to have kids play flag football until age 12, which would give athletes about three years of playing tackle football before entering high school. “We collectively look forward to working with you and the California legislative body to drive the California Youth Football Act as the most comprehensive youth tackle football safety measure in the country,” White said.

Usually, when a child sells an animal at the county fair, some local macher buys it for more than its market value. All they were waiting for, apparently, was approval from the Shasta County district attorney. "More important for livestock producers is how the Shasta County Fair and the Shasta County sheriff — both unencumbered by intelligence — created a bonanza for animal rights zealots." Cedar was livestock, and many people can't even conceive that livestock like Cedar can be something more than food. (The California Department of Food and Agriculture, the Shasta fair, and the county sheriff all declined my requests for comment.)

Kathy Hochul is set to propose an appropriation on Tuesday that would provide one of the largest sums ever invested by a state into research of amyotrophic lateral sclerosis, the neurodegenerative disease known as A.L.S. The appropriation, part of Ms. Hochul’s overall budget proposal, would commit $25 million to A.L.S. The governor said she hoped the program could serve as an outline for tackling other rare diseases as well. Ms. Hochul’s mother, Patricia Courtney, died from A.L.S., also known as Lou Gehrig’s disease, in 2014. She never saw her daughter become lieutenant governor or governor.

Rumors are spreading that New York state is forcing Chick-fil-A to remain open on seven days a week. Despite what Sen. Lindsey Graham and other Republican lawmakers have suggested, New York is not forcing Chick-fil-A to open on Sundays. If the bill is passed, it could mean Chick-fil-A restaurants that wanted to open new locations at highway rest areas would have to agree to open on Sundays. AdvertisementA state highway official told PIX11 News affiliate WTEN that Chick-fil-A already has a 33-year contract with the state highway system. But proponents of the bill note that no one is forcing Chick-fil-A to open restaurants at state-run highway rest stops.

CNN —The Wisconsin Supreme Court on Friday ruled that the state’s legislative maps, which give Republicans the advantage, are unconstitutional and ordered new lines drawn for the 2024 election. “We are hopeful that the legislative process will produce new legislative district maps,” the ruling stated. During the campaign, now-Justice Janet Protasiewicz, the liberal-favored candidate, called the legislative maps “rigged” and “unfair” and suggested courts should evaluate their constitutionality. After she was seated in August, Democratic-backed groups filed two lawsuits asking the Wisconsin Supreme Court to throw out the Republican-drawn maps. “Fortunately, the U.S. Supreme Court will have the last word.”This story has been updated with additional details.

ALBANY, N.Y. (AP) — New York is requiring state health officials to develop an outreach program to educate parents and doctors about the harmful impacts of medically unnecessary treatments performed on young children born intersex. Advocates for the statewide legislation say the medically unnecessary operations on infants and young children born intersex come with a slew of potential negative impacts that parents and doctors must be aware of. Various health and human rights organizations, including the Physicians for Human Rights, a U.S.-based nonprofit that advocates against human rights violations around the world, in the past have called for an end to the medical treatments. A majority of advocacy groups estimate that there are about 5.6 million people in the United States who were born intersex, according to The Associated Press. In California, a majority of state lawmakers rejected a bill in 2020 that would have banned some medically unnecessary surgeries on intersex children until they are old enough to participate in the decision.

CNN —A wave of departures by election officials in key states risks adding new stress to the nation’s election system ahead of next year’s presidential contest, voting rights groups and several state election chiefs warn. The growing alarm over the resignations and retirements comes as officials say election workers continue to face a barrage of threats and harassment and partisan interference in their duties, first ignited by false claims of a stolen White House election in 2020. In King County, Washington – which includes Seattle – Julie Wise, the county election director, recalled receiving a letter over the summer with a rant about elections. Election watchdogs say more action is needed – including boosting federal funding and extending a federal law that criminalizes the release of restricted personal information about federal workers to cover election officials. Brinson Bell began tracking the departures when she became the state’s election chief that year.
