The bill funds a swath of domestic programs as well, averting a shutdown and keeping the government funded through next fall. “We have a big bill here, because we have big needs for our country,” outgoing House Speaker Nancy Pelosi said on the floor. The measure was negotiated by Democratic leaders and top Senate Republicans, including Minority Leader Mitch McConnell, R-Ky.
