Because in a quirk of geography and history, Hawaii is not technically covered by the NATO pact. Mengshin Lin/AP“People tend to assume Hawaii is part of the US and therefore it’s covered by NATO,” he says. The exception is spelled out in the Washington Treaty, the document that established NATO in 1949, a decade before Hawaii became a state. It also says any island territories must be in the North Atlantic, north of the Tropic of Cancer. Hawaii, Guam, Taiwan and North KoreaSome experts say times have changed in the decades since the Washington Treaty was signed – and argue today’s political situation in the Indo-Pacific might require a rethink.

California, the flagship of the Navy’s Pacific Fleet, was moored on “battleship row” at Pearl Harbor when it was struck by Japanese torpedoes and bombs. The ship caught fire, flooded and sank over the course of three days, and 103 crew members were killed. Ukraine has found success at sea by using naval drones packed with explosive to batter Russia. AdvertisementIn two conflicts separated by more than 1,000 miles, US friends and foes alike have turned to a deadly weapon to defeat their enemy's warships: small naval drones packed with explosives. The USS Dwight D. Eisenhower conducts flight operations in response to Houthi activity in the Red Sea on Feb. 23. In other words, there are ways that warships can protect against, evade, and ultimately defeat naval drones. Naval drones can potentially carry a large payload, and if they manage to get through undetected and hit a ship, "there could be significant damage."

This was nothing short of a communist invasion, in his eyes, and the patriots of Green Charter needed to rise up and confront the Red Peril. But the backlash in Green Charter represents something seldom seen since the Red Scare: a quasi-militant, homegrown resistance to the perceived threat of communism at home. But as the war over Gotion began to consume Green Charter, Riebow began to feel that the township board was behaving "too secretly." It's easy to dismiss what's happened in Green Charter as yet another sign of America's descent into dangerous incivility. Asked about Gotion's plans in Green Charter, Panetta replied, "I don't think there's any question that they are going to take advantage of that situation."

He seems to have been a very good father, but his political worldview was predicated on a deep pessimism. The Republican Party in the 1920s, ’30s and early ’40s was steeped in pessimism, and that pessimism showed up as it often does: as nativism, isolationism and protectionism. As World War II loomed, Senator Gerald Nye urged the passage of several neutrality acts to keep us from exporting arms to warring nations and opposed Lend-Lease to Britain. That version of the Republican Party ended in 1952, when Dwight Eisenhower defeated Taft for the Republican presidential nomination. CNBC's Jim Cramer on Wednesday said investors shouldn't be worried in this market, listing five bearish "scares" that he said are part of the normal market rhythm and shouldn't worry Wall Street so much. Cramer said investors are worried that a commercial real estate collapse is on the horizon and will take down regional banks with it. But that hasn't been the case so far, Cramer said, and even companies with disappointing reports saw their stocks rally. Cramer said investors have trepidations about buying when the market is narrow — dominated by Big Tech — but recommended taking advantage of this scenario, buying low to be ready when the market broadens. Cramer said Nvidia"So, it's easy to scare people, and if you're a short-seller, it's also profitable," Cramer said.

CNN —GOP Sen. Lindsey Graham on Sunday called Secretary of Defense Lloyd Austin “naive” for believing further civilian casualties in Gaza could produce even more insurgents and said he has “lost all confidence” in him. “He’s so naive, I mean I just lost all confidence in this guy,” Graham told CNN’s Dana Bash, adding later, “This is a radicalized population. And if you drive them into the arms of the enemy, you replace a tactical victory with a strategic defeat,” Austin said. Too much American power and too much support for anti-communist strongmen brought its own form of apocalypse. The intense protests in the United States against Kissinger’s policies — and the anger expressed toward him, even in death — show how his unwavering commitment to American power often harmed the people that power was meant to serve. For all his intelligence, he never understood how deeply American power could threaten and harm people who stood in its way. For better and worse, Kissinger’s life was the story of American power in the last century. His death offers an opportunity for reflection on what American power has done and what it might become.

Will Shortz celebrated his 30th anniversary as The Times’s Crossword editor this week. He is one of only four Crossword editors since 1942, when the paper began publishing puzzles as a way to offer relief to readers overwhelmed by war news. To mark Will’s anniversary, I interviewed him by email for today’s newsletter. I’m grateful to crossword devotees who suggested some of today’s questions. But what have been the biggest changes to the puzzle during the past 30 years?

Nuclear-armed North Korea launched the satellite on Tuesday, but South Korean defence officials and analysts said its capabilities have not been independently verified. Kim examined photos of Seoul and other cities of Mokpo, Kunsan, Pyeongtaek and Osan, where U.S. and South Korean military bases are located. The photos were taken as the satellite passed over the peninsula on Friday morning, state news agency KCNA said. On Saturday, Kim visited the control centre once again to examine more photos taken in the morning of different target regions in South Korea: Jinhae, Busan, Ulsan, Pohang, Daegu and Gangneung. On Thursday, South Korean Defence Minister Shin Won-sik said North Korea had "exaggerated" by saying Kim had already viewed images of Guam.

But pretrial proceedings for four men accused of conspiring in the plot are now in their second decade. For most hearings, the prosecutors bring about 10 people who were injured or lost family members in the attacks to watch the proceedings. Over the years, more than 150 of the people who were killed on Sept. 11 have been represented in the hearings by relatives. Some family members have come looking for answers about why the United States was so vulnerable then. Some come simply to represent a loved one who was killed in an attack that, for some Americans, has become as distant as the one at Pearl Harbor.

Of all of the efforts by the Biden administration to protect environmentally fragile lands, few have generated as much vitriol as a proposal that would block oil and gas drilling on 1.6 million acres of high desert sagebrush steppe in Wyoming. A federal lands manager said she had received violent threats, prompting an investigation by the Federal Bureau of Investigation. The 1,350-page proposal for managing 3.6 million of acres of federal land in Southwest Wyoming was years in the making but still took many Wyoming residents by surprise when the Bureau of Land Management made it public in August. In addition to blocking energy development on nearly half that land, or 1.6 million acres, the plan would also restrict mining and some grazing. Those areas include petroglyphs dating back some 200 years, North America’s largest sand dunes and migration corridors in the Red Desert for bighorn sheep, mule deer and elk.

Some are likening Saturday's attack on Israel by Hamas to the September 11, 2001, attacks on the US. The timing of the attack on Saturday morning "was a shock," Aisenberg told Insider on Sunday night from her home. Hamas’s attacks are also being ascribed to an intelligence failure, just as 9/11 was. But this is a fundamental misunderstanding of the 9/11 attacks, which were not so much an intelligence failure as a policy failure. Intelligence distributed to officials in the George W. Bush administration included warnings entitled, “Bin Ladin Planning High Profile Attacks,” “Bin Ladin Attacks May Be Imminent,” and “Planning for Bin Ladin Attacks Continues, Despite Delay.” (“Bin Ladin” was the spelling used by the US government at the time.) Certainly, the Hamas attacks in Israel were a surprise, just as 9/11 was, but it is premature to label it an intelligence failure. Right now, we have no idea if there were signals amid the “noise” coming into Israeli intelligence about a likely Hamas attack.

A day that began with air raid sirens blaring out in the early morning had by lunchtime turned into one of the most terrifying attacks Israel has known in the 75 years of its existence. Though Israel is no stranger to terrorist attacks, Saturday’s assault was unprecedented – not least because of the lack of warning. Since Israel withdrew from Gaza in 2005, it has spent billions of dollars securing the border from attacks. To stop rocket attacks, Israel has used the Iron Dome, an effective rocket defense system developed with help from the United States. The Israel Defense Forces have already begun airstrikes in Gaza targeting Hamas infrastructure, resulting in hundreds of dead and injured.
