Approximately 80 House Democrats and at least six Democratic senators are expected to skip Netanyahu’s speech on Wednesday, according to sources and public statements reviewed by CNN. House Democratic leadership has given their members room to make their own decisions about whether to attend the speech. Senate President Pro Tempore Patty Murray, a Washington state Democrat, also declined to preside over the speech, leaving Senate Foreign Relations Chair Ben Cardin, a Democrat from Maryland, to preside, a source familiar told CNN. “I’m not attending the Netanyahu address because I don’t want to condone his behavior over the last 10 months,” Jacobs told CNN. “This is a war criminal that nobody, not a single one of our elected officials should be meeting with Netanyahu,” JVP communications director Sonya Meyerson-Knox told CNN.

CNN —Vice President Kamala Harris declined to preside over Israeli Prime Minister Benjamin Netanyahu’s address to Congress on Wednesday, a source familiar with the matter told CNN. Harris’ aide cited a previously scheduled event as the reason for missing the speech Wednesday. A date for the Netanyahu-Harris meeting has not been announced, but it will be separate from President Joe Biden’s planned meeting with the Israeli prime minister. The closely watched bilateral will mark Harris’ first meeting with a world leader since Biden stepped aside from his reelection campaign and endorsed Harris’ candidacy. Soon after the Israeli attack, the Houthis said they launched a fresh barrage of missiles towards Israel, promising a response that will be “huge and great.”Here’s what we know. The US and UK have responded to those attacks by carrying out strikes on Houthi targets in Yemen. CNN —The United Nations’ top court said Friday that Israel’s presence in the West Bank and East Jerusalem is illegal, in an unprecedented opinion that called on Israel to end its decades-long occupation of territories claimed by Palestinians for a future state. The Palestinians want the West Bank and Gaza for a future state, with East Jerusalem at its capital. ‘False decision’Israeli Prime Minister Benjamin Netanyahu and other politicians rejected the ICJ opinion. “The answer to The Hague – sovereignty now,” Smotrich said on X, a call for Israel to annex the West Bank. The ICJ in 2004 delivered an advisory opinion on the Israeli separation barrier around the majority of the West Bank, urging Israel to remove it from occupied land.

CNN —Yemen’s Houthi rebels on Friday claimed responsibility for a deadly drone blast in Tel Aviv, the Iranian proxy group’s latest attack in what it says is a response to Israel’s war against Hamas in Gaza. The drone that caused the explosion was detected by an Israeli aerial defense system, but not intercepted due to “human error,” an Israeli military official said. The Israeli military is investigating the attack and does not believe further threats are imminent, the official said. An investigator inspects a damaged window of a building at the site of an explosion in Tel Aviv on July 19, 2024. The drone attack in Tel Aviv Friday comes after the Houthis claimed earlier this month that they had targeted ships in the Israeli port of Haifa with a number of drones in joint military operations with Iran-backed militias based in Iraq.

Jerusalem CNN —The Biden administration received another rebuff from Israel Wednesday night – this time from the country’s parliament – over the United States’ long-standing support for the eventual establishment of a Palestinian state. A two-state solution to the Israeli-Palestinian conflict has been US policy for decades, but absent negotiations between the two sides, and a lack of sustained effort by the US to make it happen, means faith in such an outcome has dwindled. On Wednesday evening, the Israeli parliament made clear its position, voting by 68 to 9 to reject any creation of a Palestinian state. “The Knesset of Israel firmly opposes the establishment of a Palestinian state west of the Jordan (river). What we have is multilateral recognition of Palestinian statehood and unilateral Israeli rejection,” Scheindlin says.

I will do all that I can to see that President Biden is re-elected. I strongly disagree with Mr. Biden on the question of U.S. support for Israel’s horrific war against the Palestinian people. I strongly disagree with the president’s belief that the Affordable Care Act, as useful as it has been, will ever address America’s health care crisis. Our health care system is broken, dysfunctional and wildly expensive and needs to be replaced with a “Medicare for all” single-payer system. Health care is a human right.

For nearly two decades, Hamas has been in charge of governing Gaza, overseeing its border crossings, schools and hospitals. But after nine months of a ruinous war with Israel, the militant group is now expressing readiness to give up civilian governance in Gaza, albeit without dismantling its military wing. The overture by Hamas, while most likely a nonstarter for Israel, is meant to signal to the international community Hamas’s apparent readiness to make some concessions to enable the rebuilding of Gaza. It also arrives against the backdrop of ongoing cease-fire negotiations, in which Hamas has shown some flexibility on the language in a proposed deal. “First and foremost, we want the Palestinian people in Gaza to recover from this war,” Husam Badran, a senior Hamas official, said in an interview at an unmarked building in the Qatari capital, Doha.

Jerusalem CNN —Israeli officials believe Hamas’ latest response will enable the two parties to enter detailed negotiations to reach an agreement, the source said. Israel and Hamas appear to be on the brink of a framework agreement for a ceasefire and hostage release deal, an Israeli source familiar with the negotiations said. Hamas has confirmed that they passed their response on an Israeli proposal to mediators Qatar and Egypt, repeating their demand for a complete ceasefire. “We have put forward some demands that achieve securing access to a complete ceasefire and the withdrawal of Israeli forces,” Basem Naim, a member of Hamas’ political bureau, told CNN on Wednesday. “Israel is evaluating the remarks and will convey its reply to the mediators,” the Mossad statement said without providing any additional details.

Illegal Israeli settlements in the Gush Etzion settlement block in the Israeli-occupied West Bank in 2020. But after the first Arab-Israeli war, Jordan took control of the West Bank, and Jerusalem became divided between Israel and Jordan. In the 1967 war, Israel annexed East Jerusalem and occupied the West Bank, which it says is disputed territory whose fate should be determined in negotiations. That appears to be the goal for Mr. Smotrich, who adamantly opposes Palestinian statehood. In a social media post on Thursday, Mr. Smotrich indicated that the latest settlement legalization was a response to those decisions.

Those locations include a number of sensitive areas, including at least two military installations: a base in northern Haifa and the port of Haifa. "Economic growth and social justice must go hand in hand," Labour leader Keir Starmer said at a launch event in Manchester, England, calling it a "manifesto for wealth creation, a plan to change Britain." Labour policies are "fully costed," Starmer said, adding, "You can't play fast and loose with the public finances." CNN —A Monday night demonstration outside an exhibition that pays tribute to those killed at an Israeli music festival last year is “really heartbreaking for everyone involved,” an exhibition spokesperson says. “It was pretty surreal that this protest took place outside of exhibition commemorating hundreds of lives of people that were lost,” the spokesperson, Michelle Rojas, told CNN Monday. The exhibition commemorates those killed at the Nova Music Festival in Israel during the October 7 attacks by Hamas. The protest was part of a “Citywide Day of Rage for Gaza,” in which pro-Palestinian protesters demonstrated outside museums across New York City on Monday. CNN —Talks to bring about a ceasefire and hostage deal that could stop the war in Gaza were thrown into doubt Tuesday evening when Israel characterized a Hamas response to the latest proposal as a rejection. Hamas had submitted its response to Qatari mediators, proposing amendments to the Israeli proposal, including a timeline for a permanent ceasefire and complete Israeli withdrawal from Gaza, a source with knowledge of the talks told CNN earlier on Tuesday. But in a potential sign of how Israel views the proposed amendments, one Israeli official speaking to CNN analyst Barak Ravid described Hamas’ response to the original deal as a rejection. “Israel received Hamas’ response. Hamas rejected the proposal for a hostage deal, which was laid out by President Biden in his speech,” the source said according to Ravid’s post on X.

CNN —National security adviser Jake Sullivan on Sunday declined to say whether the US was comfortable with an Israeli hostage rescue mission that Gazan officials say killed more than two hundred. The Israeli military rescued four hostages in a special operation in the Nuseirat refugee camp, central Gaza, that Gazan authorities said killed 236 people and injured more than 400 others. An Israeli military spokesperson put the number of casualties from the operation at “under 100,” and had no information on how many of those were civilians. CNN previously reported that an American cell in Israel supported the efforts to rescue the four Israeli hostages, but Sullivan would not elaborate further. “The best way to get all of the hostages home and to protect Palestinian civilians is to end this war.
