Extensive flooding inundated villages and swept away structures after a dam was destroyed in southern Ukraine on Tuesday, according to local officials and imagery of the aftermath. In the town of Antonivka, about 40 miles downriver from the Kakhovka dam, residents looked on in horror at the roiling coffee-colored floodwaters released by its destruction. About 4,000 residents remained there before the flooding on Tuesday, out of a prewar population of about 13,000. Ukraine and Russia blamed each other for the attack on the dam, which is in Russian-held territory. In Nova Kakhovka, the city immediately next to the destroyed dam, the City hall and the Palace of Culture were inundated.

The U.S. Food and Drug Administration's (FDA) briefing document highlighted increased risk of diabetes and liver injury from using the obeticholic acid (OCA) oral tablets for the treatment of nonalcoholic steatohepatitis (NASH). "During the course of our review, FDA identified modest benefits and serious risks of OCA for treatment of NASH," the staff said in the document and listed increased risk of sludge formation in the gall bladder and imbalance of certain lipids. The staff asked the regulator's panel of outside advisors, who are meeting on Friday, to consider whether the modest benefits from using the drugs for NASH treatment outweigh the serious risks associated with it. The panel's meeting on Friday is the first such meeting for a NASH treatment. However, due to risks of serious liver injury, FDA restricted its usage in 2021 to primary biliary cholangitis patients with advanced cirrhosis, or severe liver scarring.

Concerns have been growing in some corners of digital advertising about the industry’s carbon footprint. The business consumes a significant amount of energy, leading to carbon emissions, as many websites trigger automated auctions for various ad spaces every time a consumer arrives on one of their pages. Ebiquity and Scope3 say one way of cutting down on emissions would be to work to keep marketers’ ads from winding up on “made for advertising” sites. Russian forces have struggled to counter Ukraine's use of US-made HIMARS rockets. One Russian defense blog has an explanation: HIMARS has a secret feature that prevents Russian artillery from targeting it. "This greatly distinguishes American systems from conventional MLRS [multiple launch rocket systems], where the projectiles fly along a ballistic trajectory. "Unless the radar happens to be looking in the right place at the right time, it will not detect a HIMARS launch," Cranny-Evans said. Oregon Sen. Jeff Merkley is bullish on the prospects for a cannabis banking bill ahead of the midterms. Previous versions of the bill, the SAFE Banking Act, have failed to pass Congress seven times.
