CNN —Two men in Uganda are facing separate charges of “aggravated homosexuality,” an offense punishable by death under the country’s controversial new anti-gay laws. “Aggravated homosexuality,” according to the much-criticized act, involves incest, sex with children, as well as people with disabilities or the elderly. The act, signed into law in May, also outlaws gay marriage in Uganda and it punishes same-sex acts with life imprisonment. The man arrested in Soroti is the second person to be charged with the capital offense in Uganda since the law passed in May. Earlier this month, the World Bank said it would not consider fresh loan requests from Uganda following the anti-gay legislation.

France has used an anti-terrorism unit to question some climate activists, the police confirmed to Reuters. Britain’s National Police Chiefs’ Council did not immediately respond to a request for comment and its interior ministry did not comment. Germany does not have a national policy targeting climate activists, who the government considers mainly non-extremist, a spokesperson for the country’s interior ministry said. Talking about queer persecution in the past gave activists a language with which to combat queer persecution in the present. But the relentless focus on queer persecution — while politically necessary — often has the unfortunate effect of shunting to the side an equally important history of queer joy. In my own research on sexuality in modern Germany, queer joy also appears in the unlikeliest of places. Reports from the Gestapo, the Nazis’ feared secret police, chronicled monthly fetes attended by hundreds of Berliners: queer women and trans men sporting elegant evening coats, queer men and trans women dressed to the nines in flowing gowns. The Anti Homosexuality Bill 2023, which was passed by Ugandan lawmakers in March, is set to be either signed into law or vetoed by the president on Thursday. Before the bill was passed almost unanimously last month, President Museveni called on scientists to establish whether homosexuality was natural or learned. The letter has been signed by 15 leading scientists around the world, from countries including South Africa, the United States, Canada, the UK, Kenya, and Australia. Under the Anti Homosexuality Bill 2023, it would be a crime to even identify as lesbian, gay, bisexual, transgender, or queer.

The new data overestimates the total reduction in abortions, because it does not include people who obtained abortions outside the U.S. health system, such as by ordering pills online from other countries. That is more than the total decline in legal abortions, though it is uncertain how many of those requests result in abortions. For the places that did not provide data, the group estimated the changes based on historical data and the trends for nearby clinics. Abortions also fell substantially in states with restrictions that fell shy of complete bans. For example, in Georgia, which outlaws abortions after six weeks of pregnancy, the number of abortions decreased 40 percent.

Russia is still using western shipping and insurance services for around half of its oil trade, Bloomberg reported. That's despite recent sanctions, which prevent Russia from using western services unless crude is sold below $60 a barrel. Tankers that are not insured with western services could be insured by Russia itself, or unknown insurance firms, Bloomberg added. Russian energy execs have also warned of a more difficult year as sanctions continue to bite, particularly as the European Union mulls lowering the Russian oil price cap threshold. Russia will need to focus on developing its own shipping insurance providers or finding an alternative to western insurance, Russia's deputy prime minister Alexander Novak said on Tuesday.
