"North Korea is aiming to increase its deterrence capabilities," he said. If North Korea prefers to conduct a nuclear test in a crisis, it is well on its way to manufacturing one." North Korea has completed all the technical preparations for a nuclear test - its first since 2017 - according to South Korean and U.S. officials.

In the context of that agreement, Albanese told reporters: "This landmark declaration sends a strong signal to the region of our strategic alignment." The declaration also refers to cooperation in "resisting economic coercion and disinformation" — threats that China is widely accused of. Japan and Australia agreed to cooperate on energy security, which is threatened globally by Russia's invasion of Ukraine.
Western officials are making plans to prevent chaos if Russia uses nukes in Ukraine, The Guardian reported. According to US intelligence, per BBC News, Russia has about 2,000 tactical nuclear weapons — small nuclear warheads that can be deployed on the battlefield. In recent speeches, Russian President Vladimir Putin has indicated he is willing to use nuclear weapons against Ukraine. In an interview with CNN on Tuesday, President Joe Biden said he doesn't think Putin will use nuclear weapons. French President Macron said France would "evidently" not use nuclear weapons in retaliation.

Yoon will then travel to New York to attend the U.N. General Assembly, where he is expected to give a keynote speech on Sept. 20, Kim said. Yoon's U.N. speech would be aimed at presenting South Korea's role as "a global leader country that contributes to resolving international issues and establishing a global order based on universal values," he said.
