WASHINGTON (AP) — Twenty-four Republican-led states filed a lawsuit Wednesday challenging a new Biden administration rule that sets tougher standards for deadly soot pollution. The EPA rule “will drive jobs and investment out of Kentucky and overseas, leaving employers and hardworking families to pay the price,” Coleman said. The soot rule is one of several EPA dictates under attack from industry groups and Republican-led states. Soot pollution has declined by 42% since 2000, even as the U.S. gross domestic product has increased by 52%, Regan said. The EPA said it will work with states, counties and tribes to account for and respond to wildfires, an increasing source of soot pollution, especially in the West.

Nikki Haley will announce Wednesday that she is exiting the Republican presidential race, according to sources familiar with her plans, clearing the path for former President Donald Trump. Still, in her campaign, Haley became the first Republican woman to win two primary contests: Vermont and the District of Columbia. Former 2024 candidates, including biotech entrepreneur Vivek Ramaswamy, South Carolina Sen. Tim Scott and North Dakota Gov. At the time, Haley was seen as a rising GOP star and potential vice presidential pick in 2012 and 2016. Haley spent six years as governor of South Carolina before becoming Trump’s ambassador to the United Nations in 2017.

The Republican caucuses will be held in-person from 6 to 9 p.m. Eastern time, and first results are expected within an hour. Participants must be registered with the party or sign a statement declaring their affiliation. The state’s 29 delegates are awarded entirely to the statewide winner if he or she receives at least 60 percent of the vote. If no candidate meets that threshold, those receiving at least 20 percent of the vote will be awarded delegates proportional to the results. North Dakota Democrats are holding a primary via mail ballots, which are due by noon on March 30.

New York CNN —Norfolk Southern CEO Alan Shaw received a 37% increase in compensation last year, even after the company’s railroad was involved in a financially and ecologically disastrous derailment in East Palestine, Ohio. Shaw received $13.4 million in total compensation in 2023, up from $9.8 million in 2022. His base salary rose $200,000 to $1.1 million, and his stock and option awards rose $2.2 million to $10 million. Shares of Norfolk Southern (NSC) fell 22% in the two months following the accident, but the stock has since recovered most of its value, and its current share price is slightly above its pre-derailment level. Currently, the most widely available electric vehicles options are luxury brands, while mainstream consumers have more limited options. “We’re also seeing that things are really changing over time… That speaks to the fact that the economic and pollution benefits of electric vehicles don’t obey political boundaries.”Still, public opinion research suggests interest in electric vehicles has some partisan roots, even if the landscape may be changing. A 2023 Gallup poll found that 71% of Republicans would not consider buying an electric vehicle, compared with 17% of Democrats. More than one-third of electric and plug-in hybrid electric vehicles were registered in California, according to data from the US Department of Energy in 2022.

It was the winter of 2021 when Philbert Shorty’s family found his abandoned car stuck in the mud outside the small community of Tsaile near the Arizona-New Mexico state line. Generations of unaddressed trauma combine with substance abuse to create a dangerous recipe that often ends in violence, and law enforcement resources and social support programs are too sparse to offer much help. Like others, Shorty's family now knows the suffering will linger despite the increased emphasis on solving such crimes. Her group has conducted dozens of individual searches, and she has helped to build bridges between families and law enforcement to help families avoid feeling like their cases are falling through cracks. “Even if (law enforcement) would just talk to the families, say, `We don’t have anything yet but we’re still working on it,' it would help," she said.

BISMARCK, N.D. (AP) — North Dakota is set to take the federal government to trial Thursday for the costs of responding to the Dakota Access Pipeline protests, the culmination of an unusual and drawn-out court fight. The state filed the lawsuit in 2019, seeking $38 million from the federal government for policing the protests. In an interview, North Dakota Attorney General Drew Wrigley said the trial will show examples of numerous requests to the federal government for help and the “complete refusal” to offer resources and financial support in response. North Dakota relied on compacts to bring in law enforcement officers from around the region and the country for help, he said. The document laid out options of denying the easement and removing or abandoning the line's river segment, granting the easement with no changes or with additional safety measures, or rerouting the pipeline north of Bismarck.

Diamondback Energy took one of the last major, privately held operators in the Permian off the table this week when it agreed to buy Endeavor Energy Resources for $26 billion. The deal is poised to catapult Diamondback into the top tier in the Permian, the most prolific oil patch in the U.S. that stretches from western Texas into southeastern New Mexico. The top six companies in the Permian are set to own 62% of the basin's remaining oil reserves, according to Rystad Energy. The stubborn holdouts After the Diamondback-Endeavor and Occidental-CrownRock deals, the only other major privately held producers left in the Permian are Continental Resources and Mewbourne Oil. Conoco could potentially seek to acquire Permian Resources , Civitas , Coterra, Vital Energy or Ovintiv , Bernstein said.

Scores of people turned out Tuesday to testify well into the night on bills being considered by Nebraska lawmakers that target diversity initiatives and higher education programs, mirroring proposals by Republicans across the country. The bills before the state Legislature’s Education Committee included one that would ban diversity, equity and inclusion — known as DEI — programs and offices at state colleges and universities. Similar bills have been introduced in Republican-led legislatures across the country as the 2024 election year heats up. Already this year, Republican lawmakers have proposed about 50 bills in 20 states that would restrict DEI initiatives or require their public disclosure. Among them were several young people of color who grew up in the state or Nebraska college students who told lawmakers of the discrimination they've faced.
