Gavin Newsom said Sunday that he plans to sign into law a pair of climate-focused bills intended to force major corporations to be more transparent about greenhouse gas emissions and the financial risks stemming from global warming. (AP) — California may soon lift a ban on state-funded travel to states with anti-LGBTQ+ laws and instead focus on an advertising campaign to bring anti-discrimination messages to red states. California started banning official travel to states with laws it deemed discriminatory against LGBTQ+ people in 2017, starting with Kansas, Mississippi, North Carolina and Tennessee. Since then, the list has grown to include a total of 26 states, most of them Republican-led, following a surge of anti-LGBTQ+ legislation these past few years. California lawmakers in the state Assembly on Monday passed legislation to end the travel ban. Atkins, who is a lesbian, said the travel ban has helped raise awareness about many anti-LGBTQ+ issues, but it has also led to unintended consequences.

New York CNN —Elon Musk’s X Corp., the parent company of the platform formerly known as Twitter, on Friday sued California’s attorney general over the state’s new content moderation law. The law requires social media companies to post their terms of service online and submit a semiannual report to the state attorney general outlining their content moderation policies and practices. It added that the law could place an “undue burden” on social media companies such as Musk’s X, which is headquartered in California. “California will not stand by as social media is weaponized to spread hate and disinformation that threaten our communities and foundational values as a country,” Newsom said in the statement. The law “‘compel[s]’ X Corp. to ‘speak a particular message,’ which necessarily ‘alters the content of’ its speech,’” in violation of its First Amendment rights, the company alleges in the complaint.

CNN —Hurricane Hilary is expected to slam into Southern California on Sunday as a rare tropical storm, unleashing floods, fierce winds and heavy downpours as residents evacuate, parks and beaches close and first responders brace for water rescues. CNN —Residents in the Southwest are bracing for heavy rains and potentially catastrophic flooding as Hurricane Hilary is expected to pummel the region as a rare tropical storm beginning Sunday and lasting into next week. Its core is expected to pass close to the peninsula Saturday night and then weaken into a tropical storm as it crosses into the US and Southern California. CNN —Leslie Van Houten, a former Charles Manson follower and convicted murderer, was released from a California prison on Tuesday, a prison spokesperson told CNN. Van Houten was released to parole supervision, California Department of Corrections and Rehabilitation spokesperson Mary Xjimenez said. Van Houten will have a three-year maximum parole term with a parole discharge review occurring after one year, Xjimenez said. In 1994, Van Houten described her part in the killings in a prison interview with CNN’s Larry King. “I went in and Mrs. LaBianca was laying on the floor and I stabbed her,” said Van Houten, who was 19 at the time of the murders.

The new, refundable tax credits come as competition for film and TV production from other states and countries is on the rise. In a 2020 SEC filing, Netflix said it had $250 million in California R&D tax credits — far more than it could use. In addition to refundable tax credits and stricter safety standards, the bill establishes specific diversity requirements. The bill also adds a new member to the state’s film commission with diversity, equity, and inclusion expertise.

California’s government has run some remarkable budget surpluses over the last few years, but this year it’s projecting a jarring deficit: The state is about $32 billion in the red. Because California must pass a balanced budget every year, the governor and Legislature must cut spending, raise revenues or in some other way make the numbers work. As a Californian, I understand that some difficult choices will have to be made. Newsom’s proposal could lead to service cuts that will be punishing for millions of commuters who depend on transit. The cuts would also make it far more difficult for California to meet its ambitious goals to address climate change and the state’s housing woes — issues on which Newsom has tried to project national leadership.

Two years ago, Gov. Gavin Newsom of California vowed on national television that if Senator Dianne Feinstein stepped down early, he would appoint a Black woman to replace her. It was a promise that was only theoretical at the time even though questions were already emerging about the fitness of Ms. Feinstein, who turns 90 next month, to serve out her term. But after Ms. Feinstein contracted shingles earlier this year, was homebound and then returned to Washington frailer than ever, the contingency plan has become far more pressing — and more politically complicated. Now, if a vacancy comes, Mr. Newsom would have to decide whether to elevate Ms. Lee over her white rivals or find a caretaker who would agree not to seek a full term in 2024, presuming he keeps his pledge.

The potential presidential hopeful earlier this month kicked off a “Campaign for Democracy” to spread a woke message to the oppressed and benighted Americans living in red states such as Alabama, Arkansas and Mississippi. The irony is that California law bans state-funded travel to 23 states because they’ve adopted policies that lawmakers in Sacramento claim are discriminatory.

But a new Quinnipiac University poll of California finds a different issue at the top of voters’ minds in the Golden State: homelessness. According to the survey, 22% of all California voters named homelessness as the state’s most urgent issue — followed by affordable housing at 17%, inflation at 10%, taxes at 9% and crime and climate change tied at 8% each. By party, Democrats said that homelessness (26%) and affordable housing (24%) were their top issues; independents said it was homelessness (23%) and affordable housing (15%); and Republicans said it was immigration (17%), homelessness (14%) and taxes (14%). A separate question in the Quinnipiac poll found 84% of all California voters saying that homelessness is a very serious problem in the state, and 69% said the state was doing too little to help homeless people. The Quinnipiac University poll was conducted Feb. 23-27 of 1,091 registered voters in California, and it has a margin of error of plus-minus 3.0 percentage points.

California can barely keep the lights on as its climate policies bite the electric grid, but Gov. On Friday he signed no fewer than 40—count ’em 40—new climate bills to amp up California’s green-energy shock experiment. Even as gasoline prices nationwide have fallen to an average $3.68 a gallon, Californians are still paying $5.45 a gallon. California’s electric rates are already more than double those in neighboring states.
