On Thursday, the yield on the US 30-year Treasury bond hit its highest since 2011 and the 10-year note notched its best return since October 2022. Bond yields go up as bond prices fall. What it means: Higher bond yields could mean bad news for stocks: Bonds compete with stocks for investors’ dollars, and when yields go up, equities often go down. If international bond yields rise, the demand for US bonds may decrease, meaning the US may have to offer even higher yields to attract investors. Still, whatever happens abroad, Turnquist said the key to bringing Treasury yields down will be a slower US economy.

The head of Maui’s emergency management agency resigned Thursday, county officials said, after facing mounting questions about his agency’s decision not to sound the sirens on the island as last week’s deadly wildfires bore down on the historic town of Lahaina. The chief, Herman Andaya, submitted his resignation citing health reasons, county officials said, “effective immediately.” A day earlier at a news conference, Mr. Andaya defended the decision not to activate the sirens, saying the outdoor alarms are used primarily for tsunamis and would not have helped because people are trained to seek higher ground when they hear the siren. Asked whether he regretted the decision a week after the disaster, Mr. Andaya responded: “I do not.”None of the 80 warning sirens placed around Maui were activated in last week’s fires, leading residents to question why they weren’t sounded as a fast-moving blaze overtook West Maui and killed more than 100 people. Many survivors said they received little or no warning, with downed power lines and cell towers preventing some electronic alerts from reaching residents.

CNN —A state agency delayed a water management company’s request to make more water available to fight the devastating wildfires in Maui earlier this month, according to letters obtained by CNN. The agency told Tremble that his company first had to ask about impacts on downstream users, according to the letter. Tremble told CNN by that time, his company’s water system manager left the area to evacuate his family and other staff couldn’t be reached. In a follow-up letter, Tremble thanked the chairperson for the prompt response. “This deployment does not suggest that First Deputy Manuel did anything wrong.”The agency declined to comment on whether quicker approval of West Maui Land Company’s request would have helped firefighters.

Construction permitting generally takes longer in Hawaii than most mainland locations, said Jessica Leorna, CEO of the state’s Building Industry Association. That’s especially true for construction workers, who were in short supply even before the fires, according to the state’s Building Industry Association. And workers from elsewhere in the state or the Southeast could drive home on weekends,” he said.

New York CNN —Shares of Hawaiian Electric Industries tumbled more than 20% on Thursday following a report that the largest power provider in Hawaii could be considering restructuring as it faces an onslaught of costly lawsuits for the role it may have played in Maui’s devastating wildfires. The company’s stock is down more than 73% so far this year. Shares plummeted to 13-year lows on Monday after a class action suit was filed alleging that the wildfires ravaging Maui were caused by energized power lines that were knocked down by strong winds. The suit alleges that Hawaiian Electric Industries “chose not to deenergize their power lines during the High Wind Watch and Red Flag Warning conditions for Maui before the Lahaina Fire started,” despite knowing the risks of sparking a fire in those conditions. The report comes two days after S&P Global downgraded Hawaiian Electric and all of its subsidiaries to BB-.

As Vene Chun guided his Hawaiian canoe to shore past tourists learning to surf at one of Maui’s public beaches, his thoughts were a jumble. He had just come from spreading ashes at sea with a family devastated by the fire that scorched the town of Lahaina farther west. For days, he and his outrigger canoe were right there, too, bringing food, water, whatever survivors needed. Maui’s wildfires have killed at least 96 people as of August 14, destroyed much of historic downtown Lahaina and made thousands of people homeless (here). However, the image was shared in May 2018 by SpaceX on its X and Flickr accounts (here) and (here) as showing the Falcon 9 launch from California (here). Those winds also battered power lines on the island, and dramatic videos show lines swaying and being toppled in the gusts. Now, some locals are casting blame on Hawaiian Electric, the state’s biggest utility, for not shutting off power to high-risk areas – and claiming that its power lines could have sparked the deadly fire. State officials were well aware of the danger posed by downed power lines during hurricanes. A 2021 state report noted that “downed power lines” and “residential and wildland fires” were hazards related to hurricanes. Maui Mayor Richard Bissen said Thursday that power lines that were “still energized” had fallen on the roads.

As of Saturday, officials had confirmed the identities of only two victims and had barely started searching the disaster zone with canine teams. “It’s going to make identification and notification really difficult,” she said, adding that “it’s painful just to think about that.”For days now, families have struggled to learn the status of loved ones in West Maui. Spotty-to-nonexistent phone reception, especially in the immediate aftermath, made it hard for survivors to contact loved ones. The suit alleges that Hawaiian Electric Industries “chose not to deenergize their power lines during the High Wind Watch and Red Flag Warning conditions for Maui before the Lahaina Fire started,” despite knowing the risks of sparking a fire in those conditions. The company and subsidiaries “also chose not to deenergize their power lines after they knew some poles and lines had fallen and were in contact with the vegetation or the ground,” the suit alleges. He added that Hawaiian Electric does not have a formal shut-off program in place, and precautionary shut-offs have to be arranged with first responders. Despite this, Hawaiian Electric (HE) did not enforce a public safety power shutoff, a temporary pause of service to certain areas due to increased fire risk. These included an $11 billion insurance settlement, as well as $1 billion paid to affected local governments.

Fueled by a combination of strong winds and dry conditions – and complicated by the island’s geography – the fires have killed at least 36 people. Severe level drought conditions in Maui County ticked up to 16% from 5% last week, while statewide moderate drought levels jumped to 14% from 6%. Dried-out land and vegetation can fuel wildfires, which can swiftly turn deadly if strong winds help fan the flames toward communities. These winds coupled with low humidity levels produced "dangerous fire weather conditions” through Wednesday afternoon, the weather service said.

The wildfires that leveled the town of Lahaina on Maui wiped out shops, restaurants and a hotel built more than century ago, burning across some of the most spectacular and wealthiest enclaves of the state. High-profile billionaires including Oprah Winfrey, Peter Thiel and Jeff Bezos all have homes on Maui. But the deadly blaze also destroyed something less visible yet vital to this island’s economic survival: modest houses and apartments where many workers running Maui’s booming tourism industry lived. The destruction in Lahaina has highlighted Maui’s longstanding challenge with housing for the people who work in its hotels and on its golf courses, without whom the island could not function as a beloved destination for visitors from around the world. “We already had a housing crisis,’’ said Leslie Wilkins, president of the Maui Economic Development Board.

Lahaina, Hawaii CNN —As the boat approaches Lahaina, the sun is strong, the waves crest into whitecaps and on the shore, so much is black. The ruins stretch as far as the eye can see, 100-foot coconut trees charred all the way up their trunks. Survivors have told CNN how traffic stood at a standstill as the fire approached, forcing some people to run into the ocean to try to save themselves. He told CNN he would open his farmland to house those without homes and urged others to stay away but send any help they could. “Every single home in Lahaina is gone,” he said.
