As Hurricane Francine pushed northeast through the Gulf of Mexico, preparations were underway in Mississippi, a state with only a short coastline — but one that has been repeatedly battered by hurricanes in the past. Tate Reeves declared a state of emergency. They poured the sand into white bags, tied them up and loaded them onto pickup trucks for residents to take home. They rode out Hurricane Katrina there in 2005, but said they wouldn’t stay if another storm of that strength threatened the area. Katrina came ashore in Louisiana and Mississippi as a Category 3 hurricane, with wind gusts of more than 120 miles per hour.

Flooding rainfall, powerful winds and potentially life-threatening storm surge could pummel parts of the upper Texas and Louisiana coastlines as Francine passes through. In addition to a hurricane warning in Louisiana, tropical storm warnings and watches have been issued along a stretch of the Louisiana and Texas coast. A storm surge warning has also been issued from High Island, Texas, to the mouth of the Mississippi River. Storm surge and rough surf could also cause minor flooding on the Mexico coast early this week. Storm surge will begin to ramp up as Francine nears landfall, causing normally dry areas to be inundated with several feet of water.

MEMPHIS, Tenn. — Jury selection was scheduled to begin Monday in the federal trial of three former Memphis officers charged with violating the civil rights of Tyre Nichols, the 29-year-old man whose fatal beating was caught on police cameras while also triggering protests and calls for police reform. Officers caught up with Nichols and pummeled him in a Memphis neighborhood, police video showed. An autopsy report showed Nichols died from blows to the head and that the manner of death was homicide. The three officers now facing trial, along with Emmitt Martin III and Desmond Mills Jr., were fired after Nichols’ death for violating Memphis Police Department policies. Mills and Martin both have pleaded guilty in federal court and they could testify in the trial.

An Arkansas police officer who was caught on video beating a handcuffed inmate in the back of a patrol car has been fired and his case has been referred to prosecutors, the police chief said. Jonesboro Police Chief Rick Elliott fired Joseph Harris on Friday, a day after he was caught on his patrol car video elbowing and punching the handcuffed man and then slamming the car door on his head after the man choked himself with a seatbelt. He was apprehended by Harris and was being returned to the county jail when the assault occurred, Elliott said. A former long-haul trucker awaiting trial in the 1992 murder of a North Carolina woman was charged in the suspected serial killings of three more women in California more than four decades ago, authorities said Thursday. The women, all sex workers, were found dead in Port Hueneme, Oxnard and an unincorporated part of Ventura County, respectively, in May, September and December of that year, officials said. Cobb, 29, was found dead on an interstate northwest of Winston-Salem on July 7, 1992, according to the North Carolina State Bureau of Investigation. Court records for Alexander’s case in North Carolina were unavailable Friday night and it isn’t clear if he has entered a plea or who is defending him.
