Andy Beshear, defying the deep conservativism of his state of Kentucky and equally deep unpopularity of President Joe Biden, won reelection to a second term Tuesday, beating Republican Daniel Cameron. "This is to you, Daniel Cameron: To tell a 12-year-old girl she should have the baby of her stepfather who raped her is unthinkable. Daniel Cameron would give us none," the young woman says in the ad. Cameron amended his anti-abortion position to include exceptions for rape and incest, but that argument appeared not to sway Kentucky voters. A year ago, Kentucky voters defeated a referendum that would have explicitly denied the state constitutional right to an abortion.

LOUISVILLE, Ky.—Democratic Gov. Andy Beshear leads a state growing more Republican with each passing election. He became popular here despite this by cultivating a brand as a unifying moderate. That image is getting its biggest test yet, as he fights for re-election against Republican Daniel Cameron , who has sought to cast Beshear as a liberal extremist and carbon copy of President Biden.

Andy Beshear downplayed party labels while campaigning Monday for a second term in Republican-leaning Kentucky, touting his role in creating jobs, improving roads and leading recovery from a series of disasters as rising above partisan politics. In urging Kentuckians to stick with him, Beshear said there's a "better chance to build that better Kentucky for our kids and our grandkids. And a chance to leave a collective legacy of more opportunity for the next generation than we ever thought was possible.”Former two-term Kentucky Gov. Steve Beshear, the current governor’s father, joined the incumbent Monday, quipping: “I used to be somebody. We could not have had a better governor.”The pandemic gave Beshear an unprecedented platform as governor.

The project, estimated at nearly $93 million, has already received preliminary approval for incentives up to $23.2 million from the Kentucky Tourism Development Finance Authority, a Wednesday news release from the historic track stated. It will be Keeneland’s largest capital project since its 1936 opening and the first since the library was built in 2002. Republican Attorney General Daniel Cameron tried pushing national politics to the forefront of the governor's race in GOP-trending Kentucky, while Democratic Gov. Andy Beshear played up the state's record-setting economic growth under his leadership as the rivals squared off at a forum Thursday. But the challenger spent much of his time blasting away at Biden in hopes of eroding support for Beshear. The Republican-led legislature revamped the state’s tax code last year to gradually phase out individual income taxes while extending the state sales tax to more services. But the sharpest exchanges came as Cameron tried to nationalize the race.

Hadley Duvall, the Kentuckian shown in the ad, sounded unmoved by Cameron’s expression of empathy, responding: “It wasn’t really to share my story just with him. It should be their choice.”The ad went viral after its release last month, putting the debate about abortion exceptions at the forefront of the Kentucky governor's race. In the ad, Duvall talks about having been raped by her stepfather when she was 12 years old. Beshear has denounced the near-total abortion ban as extremist, pointing to the lack of rape and incest exceptions. Duvall said Tuesday that she sees Cameron's support of the current ban as untenable.

All three states lean heavily Republican in federal elections, yet Democrats currently control the governorship in two out of the three. As usual, we are rating these races on the following scale: Safe Republican, Likely Republican, Lean Republican, Toss-Up, Lean Democratic, Likely Democratic and Safe Democratic. The race moving in the Republican direction is Louisiana, which we’re shifting from Likely Republican to Safe Republican. But for now, we’ll keep it at Likely Republican. That may be in tune with Kentucky voters, who, despite the state’s Republican lean, rejected a 2022 ballot measure that would have enhanced the state’s ability to outlaw abortion.

Beshear's ad features an incest survivor who said Cameron's anti-abortion views would have left her without options. Cameron previously appeared to flip-flop over his opposition to rape and incest exceptions to bans. Cameron previously said that he supported Kentucky laws, neither of which has exceptions in the cases of rape or incest. In June, abortion rights advocates vowed to continue fighting the bans that continue to be in effect. In a major vote, Kentuckians in November 2022 rejected an anti-abortion effort that would have denied any state constitutional protections for abortion rights — one of a string of abortion rights victories since Roe was reversed.

Brereton C. Jones, a Republican turned Democrat who led efforts to improve health care and strengthen ethics laws during his one term three decades ago, has died, Gov. He moved to Kentucky and switched parties, first winning election as lieutenant governor before running for and winning the state's highest elected office. Once in office, Jones got the legislature to create an ethics commission for executive branch officials and employees. But despite his frequent speeches about ethics, Jones seemed to many to have a blind spot when it came to his own finances and business dealings. The major initiative of Jones’ administration was access to health care and controlling the cost of health coverage.

A 2021 law would require Beshear to appoint a Republican to the Senate should McConnell step down. Beshear attempted to veto that law at the time and could defy it if McConnell ever vacated his seat. Some Kentucky Republicans, however, have said McConnell should have stepped down last year. James Carville recently gushed to The Hill about the potential 2028 Democratic presidential bench. "These are some staggeringly talented politicians," Carville said of figures like Josh Shapiro and Wes Moore. And Carville already has his eye on some of the highest-profile Democratic politicians out there. Carville told The Hill that the perception of a large GOP farm team and a small Democratic bench was not the reality that he sees as he envisions a 2028 Democratic primary. Andy Beshear , in what is expected to be one of the most high-profile gubernatorial contests this year. The political parties will be scrutinizing the Kentucky governor’s race, along with the ones in Louisiana and Mississippi, for clues about voter sentiment ahead of the 2024 presidential election.
Craft, who belongs to one of the biggest Republican megadonor families in the country, was well behind Mr. Cameron. Republicans have long viewed Mr. Cameron as a potential political star who could join the next generation of the party’s leaders. Mr. Cameron turned to the general election in his victory speech. The party holds supermajorities in the Legislature, making it difficult for the governor to wield much power without a veto. Yet that dynamic has allowed Mr. Beshear to avoid contentious showdowns with Republicans on hot-button issues and has let him focus on using state resources to help repair infrastructure and improve the economy.

Ron DeSantis of Florida went out on a limb. To make matters worse for Mr. DeSantis, a Republican he had endorsed conceded to a Democratic opponent in the mayor’s race in Jacksonville, the largest city in his state. Mr. DeSantis’s preparations to enter the 2024 primary are intensifying. He has held a series of private dinners in Tallahassee with top donors, and on Tuesday he took a direct shot at Mr. Trump over his dodging whether he would sign a six-week abortion ban. But on Monday, Mr. DeSantis made a last-minute endorsement and robocall for Kelly Craft, a former United Nations ambassador under Mr. Trump and a member of a Republican megadonor family.
