Some cities are already starting to alter their residential zoning laws. Kate Brown (D) signed a law requiring Oregon cities with more than 1,000 residents to allow duplexes in areas that were previously zoned exclusively for single-family homes. Dedman said the way to protect residents from gentrification is to first decrease the number of properties that sit empty.
