Their highly competitive races, along with a few other California congressional races, have pushed Latino voters to the front lines of the bitter fight for control of the House. “We have centered on Latino voters in our campaign,” said Whitesides, whose wife is of Cuban and Salvadoran heritage. In the same poll, 52% of Latino voters in District 27 said they support Whitesides, compared to 24% for Garcia and 24% completely undecided. CHIVA, Spain — Three days after historic flash floods swept through towns in Spain and killed at least 205 people, the initial shock was giving way to anger, frustration and a wave of solidarity on Friday. Spanish emergency authorities raised the death toll to at least 205 victims, 202 of them in Valencia alone. Many streets are still blocked by piled-up vehicles and debris, in some cases trapping residents in their homes. Some places still don’t have electricity, running water, or stable telephone connections. Two people are dead and at least six others are injured after a shooting in downtown Orlando, Florida, in the early hours of Friday morning as thousands enjoyed the city's Halloween celebrations, police said. Orlando Police Chief Eric Smith told a news conference early Friday that shots were fired just after 1 a.m. at Central Boulevard and Orange Avenue with more shots fired nearby minutes later. The six people who were wounded were taken taken to Orlando Medical Center for Treatment. Smith told the news conference that Orlando is popular on Halloween, one of the city's busiest nights of the year, with anything between 50,000 to 100,000 people expected to join the crowds. Botswana’s President Mokgweetsi Masisi conceded defeat in the general election Friday, in a seismic moment of change for the country that ended the ruling party’s 58 years in power since independence from Britain in the 1960s. Masisi’s concession came before final results were announced, with his Botswana Democratic Party trailing in fourth place in the parliamentary elections in what appeared to be a humbling rejection by voters and a landslide victory for the main opposition party. The opposition Umbrella for Democratic Change held an overwhelming lead in the partial results, making its candidate, Duma Boko, the favorite to become president of a southern African country that is one of the world’s biggest producers of mined diamonds. “I concede the election,” Masisi said in an early-morning press conference two days after the vote. CNN —Spurred by increasing global demand for air travel, aviation emissions have been rising faster than those from rail, road, or shipping in recent decades. The Natilus Horizon passenger plane aims to reduce emissions by 50%, and increase payload by 40%, due to its blended-wing body shape. Matyushev says the blended wing body design originated in the 1990s from McDonnell Douglas, a major American aerospace manufacturer that merged with Boeing in 1997. Boeing never commercialized a blended wing plane, but studied the concept and produced an unmanned prototype, the X-48. “One of the challenges with the blended wing body design is stability and control,” he explains.

Israel’s air force pounded Beirut’s southern suburb of Dahiyeh overnight, destroying dozens of buildings in several neighborhoods, Lebanon’s state-run National News Agency said Friday. Recently, Israel has intensified its airstrikes on the northeastern city of Baalbek and nearby villages, as well as different parts of southern Lebanon. Lebanon’s Health Ministry said an Israeli airstrike on a mountain town overlooking Beirut also killed three people and wounded five. On Oct. 6, an Israeli strike in Qamatiyeh killed six people, including three children, Lebanon’s Health Ministry said. The war began after Hamas-led militants stormed into Israel on Oct. 7, 2023, killing some 1,200 people — mostly civilians — and abducting 250 others.

That changed Friday, when tens of thousands of DACA recipients became able to sign up for health insurance coverage under the Affordable Care Act for the first time. Bortolleto said she plans to sign up government-funded health insurance as early as Friday. That has not happened in the modern era, but there are a few conceivable (if unlikely) paths across the Electoral College map that could lead to former President Donald Trump and Vice President Kamala Harris ending the race tied at 269 electoral votes. In the event of a tie, Congress would decide the next president. “Each state, regardless of population, casts a single vote for President in a contingent election,” according to the Congressional Research Service. Although Washington, D.C., has three electoral votes in the presidential election, it would not have a vote in the House in a contingent election because it is not a state.

Expect a “noisy” jobs report Friday that will be heavily affected by storms and a labor strike, economists say. The Bureau of Labor Statistics is forecast to report that the U.S. economy gained 110,000 jobs in October, with the unemployment rate unchanged at 4.1%. “Unfortunately, it won’t be easy to interpret the October jobs report,” Chris Waller, a member of the Fed’s Board of Governors, said earlier this month. At 4.1%, the unemployment rate is still historically low, while the rate of inflation has effectively returned to the Fed’s 2% annual target. “Without an increase in hiring, even moderate levels of job losses will likely cause the unemployment rate to pick up.”

“There’s no white knight coming,” a federal law enforcement official told NBC News, speaking on the condition of anonymity to describe the posture of federal authorities in the coming weeks, after Election Day. Law enforcement officials across the country said they believe the 2024 election will have a more sustained drumbeat of partisan rhetoric and disinformation than the 2020 election. The FBI has also set up a National Election Command Post at headquarters specifically to focus on election threats, as is standard practice in an election year. Two law enforcement officials expressed some concern that a federal response to any serious election issues could be chaotic and involve a “hodgepodge” of different state, local and federal law enforcement agencies and local election entities. Four other current and former law enforcement sources said they worried that disinformation and conspiracy theories could affect some segments of the law enforcement community, especially in parts of the country where Trump has significant support.

Hate crime and terrorism charges were announced Thursday after a Jewish man was shot while walking to synagogue in Chicago over the weekend in what police now say was a “targeted” attack. On Thursday, Abdallahi was charged with an additional felony count of terrorism and one felony count of a hate crime, Chicago’s top cop, Supt. “We want everybody to know that we will never tolerate violence that’s rooted in hate and bigotry,” Snelling said during a press conference announcing the charges. “We are all working together to put an end to the hatred of our Jewish siblings.”Foxx noted that terrorism charges in such cases are rare. “Members of the Jewish Orthodox community are the most vulnerable to violent attacks,” Rabbi Sholomo Soroka said.

FARUKH NAGAR, India — The words “Indian Fireworks” are spelled out faintly in Hindi on the disused storefront. The small factory and dozens of others in this town a couple of miles from India’s capital, New Delhi, once produced a dizzying array of fireworks. Now there are neither fireworks nor any shoppers at the abandoned workshops of Farukh Nagar, which had produced the pyrotechnics since before the country’s independence from British colonial rule in 1947.
