CNN —Vice President Kamala Harris and former President Donald Trump are tied among likely voters in North Carolina, while Harris holds a comfortable lead in Nebraska’s 2nd Congressional District, according to two new CNN polls conducted by SSRS. In North Carolina, Harris and Trump stand at 48% each among likely voters. In Nebraska’s 2nd District, the so-called blue dot encompassing Omaha, Harris has 53% to Trump’s 42%, the poll finds. An 86% majority of Democratic likely voters and 69% of independent likely voters favor keeping the current system, while 69% of GOP likely voters say they’d rather move to a winner-take-all system in the state. But just 41% in North Carolina say they’re very confident, rising to a 59% majority in Nebraska’s 2nd District.

Gavin Newsom vetoed a bill Wednesday that would have helped Black families reclaim or be compensated for property that was unjustly taken by the government. The proposal by itself would not have been able to take full effect because lawmakers blocked another bill to create a reparations agency that would have reviewed claims. The California Legislative Black Caucus has backed a series of reparations packages in the state. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. The administration’s Department of Finance said earlier this year it opposed the eminent domain bill because it was not specifically included in the budget.

The Biden administration is offering a reward of up to $20 million for information on a member of Iran’s Islamic Revolutionary Guard Corps who is charged with plotting to kill Donald Trump’s former national security adviser John Bolton. U.S. authorities in January charged an Iranian national and two Canadians, including a member of the Hells Angels motorcycle gang, for allegedly plotting to assassinate an Iranian defector living in Maryland. Poursafi was charged in August 2022 for his role in the alleged plot against Bolton. HONG KONG — Pandas An An and Ke Ke, a gift from Beijing to Hong Kong, arrived in the Chinese territory on Thursday to much fanfare, two days after Finland said it would return its own pair over mounting debts. Hong Kong officials welcomed the giant pandas at the city’s international airport with a red carpet on the tarmac and panda toys. The Sichuan-born male and female will increase the total number of pandas to six, the highest ever in the financial hub. Hong Kong leader John Lee said the pandas would soon receive new names through a public contest organized by the government. An An and Ke Ke’s arrival comes just after resident giant panda Ying Ying gave birth to twin cubs ahead of her 19th birthday.

Reuters —South Korean lawmakers on Thursday passed a bill that criminalizes possessing or watching sexually explicit deepfake images and videos, with penalties set to include prison terms and fines. There has been an outcry in South Korea over Telegram group chats where sexually explicit and illegal deepfakes were created and widely shared, prompting calls for tougher punishment. Currently, making sexually explicit deepfakes with the intention of distributing them is punishable by five years in prison or a fine of 50 million won ($37,900) under the Sexual Violence Prevention and Victims Protection Act. Earlier this month, police launched an investigation into Telegram that will look at whether the encrypted messaging app has been complicit in the distribution of sexually explicit deepfake content. Earlier this year, social media platform X blocked users from searching for Taylor Swift after fake sexually explicit images of the pop singer proliferated on social media.

Klarna will be included as an option across more than 450,000 Adyen payment terminals in brick-and-mortar locations as a result of the deal, according to the companies. Klarna's buy now, pay later, or BNPL, service allows users to spread the cost of their purchases over a period of interest-free installments. Earlier this year, Klarna sold Klarna Checkout, the company's online checkout solution for merchants. The recently elected U.K. Labour government is expected to set out plans for buy now, pay later regulation soon.

Wendy’s is selling small-sized, $1 Frosty frozen dairy desserts until September 30 — and it’s collaborating with McBroken, which reports which McDonald’s locations have broken ice cream machines. Nearly 15% of McDonald’s ice cream machines are broken as of Thursday, according to McBroken’s data. McBroken was created a few years ago by Rashiq Zahid, who was also frustrated by the lack of working ice cream machines at McDonald’s. The scientists had previously documented orcas (Orcinus orca) in the region chasing both dusky dolphins and long-beaked common dolphins (Delphinus capensis). Dusky dolphins measure about 7 feet (2 meters) long and weigh up to 187 pounds (85 kilograms). The Humboldt Current orcas weren’t eating dolphins exclusively; they hunted leatherback sea turtles, South American fur seals and Humboldt penguins, according to the study. But Humboldt Current orcas have a smaller white eye patch than known Type A orcas. A similar interaction was previously documented in Australia between an orca and a diver, but had never been observed in the Humboldt Current.
