Serious financial need is a top reason for denial of clearances for federal government positions requiring access to classified national security information, due to vulnerability to bribery or coercion. Given the risks posed by Trump’s access to national security intelligence, we must ask whether Biden’s asymmetrical belief in sticking to political norms is an Achilles heel. In opting to provide intelligence briefings to candidate Trump, they are likely to impose conditions on the briefings for security reasons. In granting intelligence briefings to his rival, he clearly reasoned that preserving a nonpartisan tradition was the wisest decision at this difficult moment in the nation’s history.

CNN —A bipartisan panel of judges in North Carolina has ruled that the Republican-controlled state legislature improperly tried to seize control of state and local election boards from Democratic Gov. The state Board of Elections, for instance, currently has three Democrats and two Republicans. Previous efforts by Republicans in the General Assembly to change the makeup of election boards have been rejected by the courts, and by voters in a 2018 referendum. Republican state lawmakers who pushed the change had argued that it would bring bipartisan balance to decision-making around elections. Several lawmakers had accused state election officials of reaching a “collusive settlement” with Democratic litigants to extend the deadline to count absentee ballots during the 2020 election.

North Carolina voters Tuesday set up a historic – and likely combative and extremely expensive – race for governor, nominating Democrat Josh Stein and Republican Mark Robinson for what is shaping up as the most closely watched gubernatorial race of the year. With 8% of ballots counted, Stein had won 72% of the Democratic primary vote, while Robinson captured 63% of the Republican primary vote. North Carolina is a nominally red state that is nonetheless politically competitive. After disappearing nearly a year ago as part of an investigation by Chinese authorities, prominent investment banker Bao Fan has resigned as chairman and chief executive of China Renaissance Holdings, the company said on Friday. Mr. Bao, a deal-making banker for Chinese internet giants Alibaba and Tencent, went missing last February. China Renaissance initially said it had lost contact with Mr. Bao before later stating that he was cooperating with an investigation being carried out by the authorities in China. It fueled concerns about the lengths that Chinese authorities would go to bring power players in the domestic economy to heel, while extending its control over its financial regulatory system. In a filing on the Hong Kong Stock Exchange, China Renaissance said Mr. Bao was stepping down because of “health reasons and to spend more time on his family affairs.” The company did not explain the nature of the investigation Mr. Bao was under.

London CNN —Germany’s finance minister has shrugged off suggestions his country has once again become the “sick man” of Europe. Long the engine of growth in Europe, Germany’s economy shrank last year by 0.3%, likely the weakest performance among the region’s big countries. “I know what some of you are thinking: Germany probably is a sick man. Germany is not a sick man… Germany is a tired man after a short night,” Christian Lindner said at the annual World Economic Forum in Davos, Switzerland. The country became known as the “sick man of Europe” in the late 1990s as its economy faltered and unemployment soared.
