CNN —President Joe Biden on Tuesday decried sexual assaults committed by Hamas during its October 7 terror attack on Israel and called on “all of us” to condemn the acts. “Over the past few weeks, survivors and witnesses of the attacks have shared the horrific accounts of unimaginable cruelty. Biden on Tuesday also accused Hamas of refusing to release additional female hostages and ending the pause in fighting that the US helped broker last week. “Let me be crystal clear: Hamas’ refusal to release the remaining young women is what broke this deal and end the pause in the fighting. Everyone still being held hostage by Hamas need to be returned to their families immediately.

The White House has said there is one American woman and seven men unaccounted for following Hamas’ October 7 attack on Israel. The talks have stalled, and there does not appear to be any real prospects of those discussions starting back up any time soon, according to multiple senior administration officials. National security adviser Jake Sullivan said Monday the US is doing “everything in our power” to get hostages released from Hamas. The Israel Defense Forces said Friday that there are 136 hostages still being held in Gaza, including 17 women and children. It is unclear how many of those are being held by Hamas as opposed to other militant groups that operate in the territory.

Its militants killed 1,200 Israelis and foreign nationals, most of them civilians, and fired thousands of rockets into Israel. The ministry does not distinguish between civilians and combatants or those killed by IDF airstrikes or errant Palestinian rockets. At the completion of a humanitarian truce that began on Nov. 24, Israel’s goal is to gain military control over northern Gaza and gradually ferret out Hamas in southern Gaza. The operation in the south “will require a very different mode of operation,” Novik said, because 2 million Palestinian civilians – half of them displaced from northern Gaza – live there. As long as Hamas remains a threat, most of the 200,000 Israelis evacuated from southern Israel cannot go home.

CNN —Israeli President Isaac Herzog discussed the release of hostages, the likelihood of a longer truce and had some sharp words for the Irish PM in an interview with CNN’s Wolf Blitzer on Sunday. So far 41 hostages have been released in the first two days of the truce, with a third group expected on Sunday. Herzog was speaking ahead of a third release of hostages on Sunday, which saw 17 more people released. Speaking about his post-war vision for Gaza, Herzog described “some sort of a formation that is effective enough, but also represents the various interests.”“This is the vision. The deal, however, is hardly the stuff of unalloyed joy – for Palestinians or for Israel. And the deal arguably strengthens Hamas, allowing it to claim credit, catch its breath and regroup. But their voices were drowned by the strength of the hostages’ families. They simultaneously support the government’s aim of fighting Hamas so it can no longer threaten Israel. It’s a sign of a deep moral dilemma that will continue playing out in profound human suffering.

Biden vowed that he would not relent until all American hostages in Gaza were released. Biden had his own demand throughout the talks: Humanitarian assistance had to reach Gaza, regardless of a deal. Israel’s ground invasion plans were revised so fighting could be paused if a hostage deal came together. Talks resumed last Friday, and in another conversation with the Qatari emir, Biden told him it was the last shot at a hostage deal and he had to close it now. Officials also crafted a way to try to entice Hamas to release more hostages than the 50 already agreed to.

Hamas is “close to reaching a truce agreement” with Israel, Hamas leader Ismail Haniyeh said in a statement posted on Telegram. Haniyeh did not provide additional details about the potential agreement. The Hamas statement supports similar assertions from the White House. Washington CNN —Israeli Prime Minister Benjamin Netanyahu grabbed Brett McGurk’s arm as he walked out of a tense meeting of the Israeli Cabinet over securing the release of hostages Hamas was holding in Gaza. Hamas – after refusing for days – had relented in offering identifying information about several dozen hostages, such as their age, gender and nationalities. It laid out how women and children would leave in the first phase, as well as incentives for Hamas to release more hostages beyond that. On October 24, Hamas appeared to agree to the parameters of a deal to release women and children hostages. Hamas would only guarantee 50 and refused to produce identifying information about the hostages.

Israeli Prime Minister Benjamin Netanyahu said at the weekend that the PA in its current form should not take charge of Gaza. In the wake of Netanyahu's comments, Israeli officials have insisted that Israel does not intend to occupy the Gaza Strip. Dahlan has the backing of the influential United Arab Emirates to lead a post-war administration in Gaza, according to diplomats and Arab officials. So far, the U.S. and its allies have not seen any clear roadmap from Israel for its exit strategy from Gaza beyond the declared aim of eradicating Hamas, diplomats say. Not since the U.S. invasion of Iraq in 2003 has there been such widespread concern about military action raging across the Middle East, according to Arab officials and diplomats.

But since these provisions are considered a norm of customary international law, they are nonetheless binding on all states. Is there evidence of war crimes in the fighting between Hamas and Israel? The report said Israel may be committing the war crime of collective punishment, after officials ordered the “complete siege” of Gaza. However, ethnic cleansing still lacks a precise legal definition, and it is not recognized as an independent crime under international law. The ICC is an international court established to investigate individuals accused of committing the most serious crimes, such as war crimes.

CNN —Israeli Prime Minister Benjamin Netanyahu on Sunday refused to answer whether he would take responsibility for failing to prevent the October 7 attack on Israel, saying that there would be time for such “difficult” questions once the war is over. Asked if he would allow days-long pauses, Netanyahu told CNN, “that’s not a pause.”“If you’re talking about stopping the fighting, that’s exactly what Hamas wants,” Netanyahu said, arguing that Hamas would use those extended pauses to replenish its supplies. This week, the US suggested that the Palestinian Authority – which exercises limited self-rule in the occupied West Bank – could play a role. Remember the PA [Palestinian Authority] was already in Gaza,” Netanyahu continued. The PA used to run both Gaza and the West Bank but was ousted after a brief civil war with Hamas.

Still, they repeatedly cautioned that the talks could at any point stall or deteriorate: “It’s been close before. But even as a deal was being considered, Israel did not relent in its Gaza offensive. A senior advisor to Prime Minister Benjamin Netanyahu said that the Israeli government sees an aggressive offensive as the way to get Hamas to release hostages. The US, Israel and Hamas – with Qatar playing a significant mediating role – have been engaged in talks for weeks to free the hostages from Gaza. After their exit, President Joe Biden revealed that Israel had agreed to a brief pause to secure their release.

A risk premium should be present somewhere in oil prices, Papic wrote. "If the Hamas attack leads to a regional conflict in the world's most important oil producing geography, then oil prices should catch a bid… any bid. Beijing's crude oil imports rose in October, but the country's overall exports fell more than expected, indicating the global economy may be slowing. The biggest risk for oil prices is a decline in Iranian oil exports by 300,000 to 500,000 barrels per day, the bank cautioned. The U.S. House of Representatives last week passed a bill to harden sanctions on Tehran's crude exports in an overwhelming bipartisan vote following the Hamas' attacks.

The bands symbolize solidarity with the roughly 240 hostages held by Hamas in Gaza. It’s a feeling that cuts across the deep divisions within Israeli society: the world does not understand us. In the early days after the Hamas terror attack, many of the hostages’ families were reluctant to criticize the government of Netanyahu. Public displays of solidarity with Gaza or criticism of Israel’s military response are few and far between. “This conflict (between Israel and the Palestinians) isn’t black and white, but this war (with Hamas) is,” he added.

Ankara, Turkey CNN —Secretary of State Antony Blinken on Monday asserted he made progress on the goals he set for a whirlwind Middle East trip as he departed with few tangible results to show for a flurry of meetings with leaders about the Israel-Hamas war. Meanwhile, the civilian death toll in the war-torn Gaza Strip is mounting, and concerns about regional conflagration loom large. There have been no further releases of any hostages held by Hamas since Israel escalated its offensive in Gaza. But we also believe that a pause could help advance that proposition as well,” Blinken said Monday. Throughout the trip, Blinken repeatedly spoke of the need to discuss the “day of” but also the “day after” for the region and Gaza.

Israel Defense Forces | ReutersIsraeli Prime Minister Benjamin Netanyahu warned his country that a "long and difficult war" lay ahead. The Israeli Defense Forces, after launching the largest military mobilization of troops in its history, has now entered into the "second phase" of its war against Hamas in the Gaza Strip. Civilians try to reach survivors, dead bodies amid destruction caused by Israeli strikes on Bureij refugee camp located in central Gaza Strip on November 02, 2023. A ground offensive is necessary to achieve Israel's goal of eliminating Hamas, which controls the Gaza Strip, the IDF says. A prolonged invasion, however — should it become that — will be bloody and costly not only for those living in Gaza but for the Israeli military as well, military veterans and analysts say.

CNN revisited the footage broadcast live by Al Jazeera on the night of the explosion to better understand what has been considered a key piece of evidence. Still, no visual evidence has surfaced showing a rocket hitting the hospital, and CNN cannot exclude other possibilities. CNN could not independently assess whether what is visible in the video is in fact an Iron Dome interceptor missile. The video appears to show the volley emanating from a location southwest of Al-Ahli Hospital, outside of Gaza City. CNN cannot independently confirm whether a rocket fired from southwestern Gaza was responsible for the blast.

Senate Majority Leader Chuck Schumer has called the House GOP bill a “deeply flawed proposal” that the Senate will not take it up. Democrats have called for aid to Israel to be paired with additional security assistance for Ukraine in its war against Russia. In the Senate, there is bipartisan support for aid to Israel and further aid to Ukraine. But in the House, many Republicans are opposed to sending more aid to Ukraine, putting the two chambers at odds. In an attempt to offset the cost of the $14.3 billion in Israel aid, the House bill would rescind $14.3 billion in funding for the Internal Revenue Service.

But some have said that Qatar’s relationship with Hamas may become a liability. “(Qatar’s) relationship with Hamas has been a key component of the mediation strategy,” said Andreas Krieg, an associate professor at King’s College London who focuses on Gulf states. What is the nature of Qatar’s relationship with Hamas? That relationship has made Qatar an important mediator with Hamas during its conflicts with Israel. Despite its mediation efforts, Israeli Foreign Minister Eli Cohen last week accused Qatar of financing Hamas and harboring its leaders.

CNN —New House Speaker Mike Johnson is already tying Washington in new partisan knots. Johnson surprises by picking Israel funding as his first test of credibilityJohnson’s hard ball play on Israel funding came as a surprise given that some of the urgency for ending the speakership impasse last week was to swiftly clear a funding package following the Hamas attacks. The Biden administration on Tuesday formally threatened to veto the House GOP’s standalone Israel aid bill. The inclusion of the offsets could indicate that Johnson needs to placate his most hardline members even to pass a measure as popular as Israel funding. Some other Senate conservatives are also at odds with their leader, backing the decoupling of Israel and Ukraine aid.
