CANDIDATE COUNTRY STATUSTURKEY (candidate since 1999). While still officially a candidate country, Turkey's accession talks with the EU have long been frozen, largely over human rights and governance concerns. It was given the green light for accession talks in 2020 after changing its name from Macedonia to North Macedonia to satisfy Greek sensitivities. The small Balkan country applied for EU membership in 2008. Since 2016, the EU has had a Stabilisation and Association Agreement with Kosovo that serves as a basis for its accession path.

Decision-making is key because the EU now requires unanimity on foreign and security policy, taxes, EU finances, some areas of justice and home affairs and social security and protection. EU agriculture policy would need to be revamped because the admission of agriculture powerhouse Ukraine would dramatically change current EU direct payments to farmers. A similarly major change would happen to the EU's regional policy, under which poorer EU members receive money to raise their standard of living. The agriculture and regional funds make up two thirds of the EU budget, which totals roughly 1% of the bloc's gross national income a year. The paper, which polarised EU governments when first discussed on Sept. 19, said some countries in the EU should be allowed to form closer cooperation than others, forming four tiers of European integration.

Of hundreds of Ukrainian prisoners of war held by Russia and released in exchanges, Ukrainian officials have said 90 percent suffered torture, including sexual violence, she said. Yet she expressed frustration that during her visit she was not able to advance far with cases of sexual violence against women in the Ukrainian conflict. Relatively few Ukrainian women have come forward to prosecutors with complaints of sexual torture or crimes, she said. Men, who also suffered sexual torture in detention, have come forward in larger numbers, she said. Ms. Edwards said that the coercive environment of the conflict zone was enough to establish lack of consent in cases of sexual violence.

Scott McTominay moved ahead of Cristiano Ronaldo and Harry Kane as the joint leading scorer in European Championship qualifying with Scotland on the brink of securing a place at next year's tournament. A key Russian demand has been the reconnection of the Russian Agricultural Bank, Rosselkhozbank, to the SWIFT international payments system. "SWIFT has already confirmed that an expedited application process could be possible, bringing the time for effective access within 30 days," Guterres wrote. Russian fertilizer companies would also have to apply to national authorities within the EU for exemptions and the U.N. would engage with the EU on those requests. "The United Nations can help clarify the authorization process for different EU ports and work with Russian counterparts on obtaining the authorizations/permits pre-departure, if required."

The Sarajevo Film Festival, which was founded towards the end of the Bosnian war by a group of film enthusiasts, has become southeastern Europe's largest such event, showcasing 235 films this year. SARAJEVO, July 31 (Reuters) - The United States on Monday imposed sanctions against four top Bosnian Serb officials, including the Serb member of the country's presidency, for undermining a U.S.-sponsored peace deal that ended the Balkan country's war in the 1990s. The constitution is part of the Dayton peace accords that ended the 1992-1995 Bosnian war in which 100,000 were killed, dividing the country into two autonomous regions, the Serb Republic and the Bosniak-Croat Federation, linked via a weak central government. Late in June, lawmakers in the Serb Republic voted to suspend rulings by Bosnia's constitutional court, a vote initiated by the region's separatist pro-Russian President Milorad Dodik who is already under U.S. and UK sanctions. "This action threatens the stability, sovereignty, and territorial integrity of Bosnia and Herzegovina and the hard-won peace underpinned by the Dayton Peace Agreement," said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. They stepped up activities undermining state institutions in recent months, including suspension of decisions by an international peace envoy.

SARAJEVO, July 1 (Reuters) - Bosnia's international peace overseer, Christian Schmidt, on Saturday annulled two laws that Bosnian Serb parliament had adopted defying the constitution and the terms of a peace deal that ended the Balkan country's war in the 1990s. Schmidt, who as international High Representative in Bosnia has powers to impose laws and sack obstructive officials, also amended a law so that those seen as attacking the state institutions can be criminally prosecuted. "Recent decisions by the National Assembly of Republika Srpska directly violate the constitutional order of Bosnia-Herzegovina and the Dayton peace agreement," Schmidt told a news conference in Sarajevo. The Serbs say they do not recognise Schmidt, who was appointed in 2021, as the high representative because the U.N. Security Council did not endorse his appointment. The U.S. embassy welcomed Schmidt's decisions, agreeing that he was defending the Dayton peace deal and the constitution upholding the rule of law in Bosnia.

BERLIN, March 29 (Reuters) - Germany on Wednesday unveiled draft reforms on immigration, skills training and promoting immigration from Western Balkan countries, a bid by Chancellor Olaf Scholz's government to plug labour shortages in Europe's largest economy. "Securing our skilled labour base is one of Germany's biggest economic tasks for the coming decades," Labour Minister Hubertus Heil said. One of the reforms is a new immigration law that aims to address key hurdles for migrants to Germany, particularly for those coming from outside the European Union. The draft law, seen by Reuters, says the reform could increase the number of workers from countries outside the EU by 60,000 people a year.
