Port-au-Prince, Haiti CNN —Security forces protecting Haiti’s leader provided covering fire as he left a hospital in Port-au-Prince after an interview with CNN, in a stark illustration of the violence that continues to plague the gang-ravaged nation. Conille initially proceeded with the interview and did not remark on the gunfire — which is not an unusual thing to hear in Port-au-Prince. No one was injured and the prime minister was safely returned to his office. In May, Conille was appointed prime minister during the government’s transition period, with the aim to eventually lead Haiti to new elections. The vessel left Haiti on Wednesday carrying over 80 migrants, and was headed to Turks and Caicos, the IOM said. Forty-one survivors were rescued by Haiti’s Coast Guard, it also said. The number of migration attempts by boat from Haiti have risen since then, according to IOM data. But chaos in the country has not stopped neighboring governments from repatriating Haitian migrants by the tens of thousands. The country’s Disaster and Emergency Management Authority is active but relatively new in its current form, having been consolidated as a single agency only in 2009. The practice of emergency management has generally originated from the first responder community and the civil defense era, primarily with a focus on consequence management. But as emergency management agencies have been designed, emergency management systems have been shaped by laws and agreements across government bureaucracies and partners in the private and nonprofit sectors with a narrower focus on managing consequences, focused more on logistics than sociology. But disaster management in practice is still fundamentally a numbers game. Strong emergency management agencies are also important.

A boy clears rock from the street as it gets flooded after the hurricane Beryl passes in the parish of Saint James, Barbados, near to Bridgetown, Barbados on July 1, 2024. Hurricane Beryl was roaring toward Jamaica on Wednesday, with islanders scrambling to make preparations after the powerful Category 4 storm earlier killed at least six people and caused significant damage in the southeast Caribbean. A hurricane warning was in effect for Jamaica, Grand Cayman, Little Cayman and Cayman Brac. Late Monday, Beryl became the earliest storm to develop into a Category 5 hurricane in the Atlantic and peaked at winds of 165 mph (270 kph) Tuesday before weakening to a still-destructive Category 4. It had maximum sustained winds of 145 mph (230 kph) and was moving west-northwest at 20 mph (31 kph), the center said.

CNN —Hurricane Beryl, a powerful Category 3 storm, is expected to slam into the Caribbean on Monday, endangering several island communities with life-threatening storm surge, violent winds and flash flooding. Beryl’s arrival marks an exceptionally early – and likely devastating – start to the Atlantic hurricane season. • Widespread tropical storm advisories: Tropical storm warnings are in effect for Martinique and Trinidad, the National Hurricane Center said. Less severe tropical storm watches are also in place in parts of the Dominican Republic and the southern coast of Haiti. The storm’s rapid intensification is very atypical this early into hurricane season, according to National Hurricane Center Director Mike Brennan.

The Biden administration plans to protect from deportation around 300,000 Haitians and allow them to work in the country, according to three people with knowledge of the matter, the latest move to shield immigrants from returning to countries in dire conditions. The administration’s plan would make Haitians who arrived after November 2022 and before early June eligible for temporary protected status, the three people said on the condition of anonymity because they were not authorized to discuss it publicly. It comes amid a flurry of recent immigration actions by President Biden. Mr. Biden has shifted toward a more restrictive stance at the southern border, which some see as an attempt to bolster his re-election chances. The Biden administration has used temporary protected status over the past few years to protect hundreds of thousands of migrants, including from countries like Venezuela, Ukraine, Afghanistan and Haiti.

The street turmoil that swept Kenya’s capital on Tuesday represented a blow to the Biden administration’s tight embrace of President William Ruto, a strong U.S. ally on a continent where American influence is rapidly waning. Just a day earlier, President Biden had formally named Kenya a major non-NATO ally, and Mr. Ruto had seen off a first group of 400 Kenyan police officers headed to Haiti on a contentious security mission that is largely financed by the United States. At the White House, the Kenyan leader was feted with a state dinner that included celebrity guests and former President Barack Obama, whose father was Kenyan. For Mr. Ruto, the state visit was the high point of a globe-trotting presidency. He has visited dozens of countries since being declared the winner of a fiercely contested presidential election in August 2022.

Foreign law enforcement officers began arriving in Haiti on Tuesday, more than year and a half after the prime minister there issued a plea to other countries for help to stop the rampant gang violence that has upended the Caribbean nation. Footage shared on social media showed dozens of armed men in military fatigues filing out of a Kenya Airways plane at Haiti’s Toussaint Louverture International Airport in the capital, Port-au-Prince. The officers are part of a deployment of police officers from eight nations who will fan out across the capital in an effort to wrest control of the city from dozens of armed groups that have attacked police stations, freed prisoners and killed with impunity. Since the appeal for international help went out in October 2022, more than 7,500 people have been killed by violence — more than 2,500 people so far this year alone, the United Nations said.

We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. When Biden and Trump meet in a debate on CNN Thursday, expect part of the audience to be wondering exactly who and what will come next. Biden, who’s battling low approval ratings, is sticking with Vice President Kamala Harris, whose polls are also bleak. There were 28, and we’ve had 11 so far this year, Bridget Johnson noted in the first of a CNN Opinion series about America’s preparedness. “It’s a measure of his hold on American society that he’s still revered a half-century later,” wrote Frederic J. Biden unveiled the sweeping executive action Tuesday afternoon at the White House, attempting to use executive action to affect the situation on the border after a bipartisan measure failed earlier this year. The new executive action bars migrants who cross the border illegally from seeking asylum – a departure from decades-long protocol – once a daily threshold is met. Senior administration officials told reporters Tuesday it would be lifted when there’s a daily average of less than 1,500 encounters in between ports of entry. Senior administration officials acknowledged that federal resources are strained, which could pose a challenge, but they maintain that the measure will help them remove people more quickly. Senior administration officials Tuesday cited the measure as a tool to help head off that potential increase.

Even though it was operational for only about a week, the pier helped deliver some 1,000 metric tons of aid into Gaza before breaking apart. That’s well short of the military’s goal of moving 500 tons of aid per day over the pier. The risks however were deemed too great at the time, with unpredictable winter weather and heavy fighting in Gaza. “We assumed a lot of risk in using a military operation for this purpose,” a second senior administration official added. Deputy Pentagon spokesperson Sabrina Singh emphasized that the solution to aid to Gaza remains the land crossings.

Conille has been UNICEF's regional director for Latin America and the Caribbean since January 2023 and previously served as Haiti's prime minister from October 2011 to May 2012 under then President Michel Martelly. He replaces Michel Patrick Boisvert, who was named interim prime minister after Ariel Henry resigned via letter in late April. He worked for several years at the United Nations before Martelly designated him as prime minister in 2011. It also accused the council of not being transparent while choosing a new prime minister, saying it did not publicly share the criteria used or the names submitted, among other things. CNN —Haiti’s Transitional Presidential Council has tapped former Prime Minister Garry Conille to return to the position during the government’s transition period, council president Edgard Leblanc Fils said Tuesday. Conille briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly. His appointment is a key step in the reconstruction of Haiti’s government, following the ouster of former Prime Minister Ariel Henry earlier this year. The new prime minister and the nine-member council must also select a cabinet and eventually lead Haiti to new elections. That foreign mission, led by Kenya, is now expected to arrive sometime in June.

An experienced international aid official, Garry Conille, was unanimously appointed prime minister of Haiti by a Presidential Transition Council on Tuesday, which tasked him with leading the country out of its current crisis until elections for a new president can be held. Mr. Conille will take on his new role just as a U.N.-backed security mission led by Kenyan police is scheduled to begin operations in the violence-torn Caribbean nation, which is battling to restore political stability and tackle armed gangs who control large parts of the capital, Port-au-Prince. Fluent in English, French and Creole, Mr. Conille’s credentials include a 25-year career working for the United Nations and other aid agencies. He also briefly led Haiti as prime minister over a decade ago during another period of crisis following the devastating 2010 earthquake. But Mr. Conille has spent many of the last few years outside the country, and his perhaps rusty domestic political skills are sure to be tested by the highly volatile situation he will encounter as prime minister.
