CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

HALF MOON BAY, Calif. (AP) — Police in California arrested a man for allegedly stealing a small aircraft before crashing onto a beach and leaving the scene on Thursday. Deputies received a report of a small airplane landing “near or on a beach” in Half Moon Bay around 5 p.m., the San Mateo County Sheriff's Office said in a news release. Police said officers found the aircraft, intact but unoccupied, on the sand south of Poplar Beach, which is about 30 miles (48.2 kilometers) south of San Francisco. Deputies located a man matching the description of a person seen landing the plane and walking away, police said. The San Mateo County Sheriff’s Office is investigating the theft with the Palo Alto Police Department.

The Latino experience will be a focus of Carnegie Hall’s coming season, the presenter’s leadership announced on Wednesday, with a festival inside and beyond the hall’s walls called “Nuestros Sonidos” (“Our Sounds”) and a slate of concerts featuring artists with ties to Latin America. Clive Gillinson, Carnegie’s executive and artistic director, said in an interview that the festival was meant to respond to the underrepresentation of Latino people and Hispanic culture in American classical music. He will have a growing presence in New York next season: Aside from his Carnegie appearances, he will lead several weeks of programming with the New York Philharmonic, where he takes over as music and artistic director in 2026. BOGOTA (Reuters) - The government of Colombia and the National Liberation Army (ELN) guerrillas have not yet agreed to extend their bilateral ceasefire for another six months, the rebel group said on Monday. The government of President Gustavo Petro restarted peace talks with the ELN in 2022 as part of a policy of 'total peace', to end Colombia's six-decade conflict, which has left more than 450,000 dead. An initial six-month ceasefire expired last week and was extended for five days, a measure that will end on Monday night. "Measures are being taken to resolve factors of crisis factors and add new elements of commitment to be fulfilled by both parties, with the purpose of agreeing on an extension of another six months of this temporary and national bilateral ceasefire," the ELN delegation said in a statement. The statement was released ahead of the close of a sixth cycle of talks between the rebel group and the government in Cuba's capital, Havana.

Machado insisted throughout the campaign that she never received official notification of the ban and said voters, not ruling-party loyalists, were the rightful decision-makers of her candidacy. CNN —Colombia declared a disaster situation on Thursday due to wildfires raging across several parts of the country, as the president warned the conditions could get worse. Colombia’s President Gustavo Petro declared a “situation of disaster and calamity,” telling reporters that funds previously approved for other purposes are being redirected to deal with the crisis. The government is also seeking international help, he said, adding that the United States, Chile, Peru and Canada, “which has enormous experience [fighting fires],” have responded to the call.
