When he launched his political comeback in 2022, Lula told Time magazine that he thought both Russia and Ukraine were responsible for the conflict. Lula condemned Russia’s decision to invade its neighbor, but controversially claimed Ukrainian President Volodymyr Zelensky could have done more to avoid the conflict. Lula could not contemplate sending weapons – a step that would go far beyond Brazil’s traditional foreign policy, suggested the analyst. But he couldn’t do nothing, either – after all, Lula had promised to bring Brazil “back” to the world stage.

The consortium on the SeaMeWe-6 cable – which originally had included China Mobile, China Telecom, China Unicom and telecom carriers from several other nations – initially picked HMN Tech to build that cable. China Telecom and China Mobile pulled out of the project after SubCom won the contract last year and, along with China Unicom, began planning the EMA cable, the four people involved said.

WASHINGTON, Oct 17 (Reuters) - The U.S. Commerce Department said on Monday it had issued an order denying export privileges to Russian carrier Ural Airlines, citing what it said were ongoing export violations. The order terminates the right of Ural to participate in transactions subject to U.S. export regulations. President Joe Biden's administration has stepped up the crackdown against Russian airlines that followed the invasion of Ukraine, seeking to deny them access to spare parts, refueling and other services. To date, Commerce has issued 10 orders against Russia and Belarus’s biggest airlines, said Assistant Secretary of Commerce for Export Enforcement Matthew S. Axelrod. With the additions, there were 183 Boeing and Airbus aircraft on the list mostly operated by Russian airlines for apparent violations of U.S. export controls, the department said.
