☆ Kamala Harris Leads Push to Shore Up Democratic Support From Black Voters

Vice President Kamala Harris made a new effort to energize Black voters in battleground states on Monday, visiting Atlanta for the kickoff of a national economic tour that will highlight how the Biden administration says its policies are helping a constituency that will be vital to Democrats’ success in November. Speaking to a largely Black crowd of about 400 people, Ms. Harris laid out ways that she and President Biden have sought to improve Black Americans’ upward mobility and help them realize their business ambitions. A chief objective of the tour, she said, was to let Black business owners and entrepreneurs know about the resources available to them. “I need the help of the leaders who are here to get the word out so people know what is available to them,” she said during a conversation at the Georgia International Convention Center with Rashad Bilal and Troy Millings of the financial literacy podcast “Earn Your Leisure,” which offers business advice to its more than two million listeners, a majority of whom are Black. Explaining how government policies have widened the racial wealth gap over the years, Ms. Harris pointed to the Biden administration’s attempts to try to narrow it, including small-business grants and efforts to forgive student loans.

CNN —Donald Trump will make his most concentrated effort yet to turn his criminal trial into a political asset in the next two days, heading from the courtroom to the campaign trail and back again. Not surprisingly, a majority of Democrats feel that Trump is being treated more leniently than others, while a majority of Republicans think the opposite. But there’s also a risk Trump’s loose tongue out on the trail could get him into trouble following his alleged violations of Merchan’s gag order. They were also tied in Pennsylvania, a third swing state Biden flipped from Trump four years ago. Trump is following a similar playbook as he fuses his criminal defense as a supposed victim of partisan persecution with his political offensive for a White House comeback.

CNN —A stricter abortion law is set to take effect in Florida on Wednesday — dropping the state’s 15-week ban to a six-week ban — and it will likely affect thousands of people seeking abortion care within the first month alone. In Texas, the number of abortions provided within the formal health-care system dropped by about half after a six-week abortion ban took effect in 2021, and there were thousands more births than expected in the following year. Florida will join Georgia and South Carolina with a six-week ban. The Tampa Bay Abortion Fund anticipates that at least 90% of people who call their hotline will be impacted by a six-week abortion ban and will need to seek abortion care outside of Florida. The six-week ban will only exacerbate those barriers in the cruelest fashion,” Kris Lawler, president of the Tampa Bay Abortion Fund Board said in a statement.

CNN —House Speaker Mike Johnson pushed to pass a major foreign aid package over the objections of hardline conservatives. Looming over Johnson as lawmakers come back to Washington is the question of whether he will face a vote over his ouster. A number of conservatives, however, opposed the legislation — and sending further aid to Ukraine in particular. So far, two other House Republicans have publicly backed the effort — Reps. Jim Pillen's support of a bill that would change the state's system of allocating electoral votes from one determined by individual congressional districts to one that would award the state's five electoral votes to the statewide victor. Nebraska Democrats vehemently fought back against this electoral change before the legislative session ended earlier this month and the measure didn't advance. If Nebraska went through with its change, Trump would likely win the state's entire share of electoral votes, given its strong GOP orientation. But if Maine also switched to a winner-take-all system before the 2024 election, Biden would be heavily favored to win all of that state's electoral votes and would thus win the Electoral College (270 to 268). Maine Democrats — who control the state legislature — had generally not spoken of tweaking their electoral allocation system ahead of 2024.
