“We hit an obstacle with Google's contracts,'' Weinberg said in U.S. District Court in Washington. Google counters that it dominates the internet search market because its product is better than the competition. After a couple years, the company began positioning itself as a search engine that respects people’s privacy by promising not to track what users search for or where they have been. That's loose change for Google's parent company, Alphabet, which generated $283 billion in revenue last year. In court Thursday, Lehman said his best guess is that search engines will shift largely from relying on user data to relying on machine learning.

The absurd hat-phone, a particularly uncool version of the future, contained a secret tool known only to a small group of employees. The room went silent; the demo was underway. Mr. Leyvand turned toward a man across the table from him. Two seconds later, a robotic female voice declared, “Zach Howard.”“That’s me,” confirmed Mr. Howard, a mechanical engineer. But when the phone started correctly calling out names, he found it creepy, like something out of a dystopian movie.

On Wednesday, the EU Commission designated 22 services of the major tech companies as "gatekeepers" of online services. That means they will be required to make their messaging apps inter-operate with rivals and let users decide which apps to pre-install on their devices. APP STORES:Apple and Google will be forced to provide space for third-party app stores on their respective iOS and Android devices. For example, they may offer users a “choice screen” with a range of options upon setting up their device. MESSAGING:Under the DMA’s new interoperability rules, gatekeepers’ messaging apps will no longer be siloed off from others.

Meta, Facebook’s parent company, began rolling out the ban on Aug. 1 in response to a new Canadian law that requires tech companies to pay news outlets for using their content. CNN —Canadian Prime Minister Justin Trudeau blasted Facebook for “putting corporate profits ahead of people’s safety” as the social media platform continues to block news content while wildfires rage in Canada’s Northwest Territories and British Columbia. Also on Monday, Trudeau described the devastation wrought by the wildfires as “apocalyptic” and praised Canadians for stepping up to support evacuees. The Canadian legislation, known as Bill C-18 or the Online News Act, was given final approval in June. During his remarks Monday, Trudeau said Facebook’s move to block news content is “bad for democracy” in the long run. “But right now, in an emergency situation, where up-to-date local information is more important than ever, Facebook’s putting corporate profits ahead of people’s safety,” Trudeau said.

New York CNN —Anyone in the United States who had a Facebook account in the past 16 years has roughly one week left to file for payment in a data privacy settlement case. That includes roughly 70 million US-based users’ private Facebook data that was accessed by the political consulting firm Cambridge Analytica, which had been working for the Trump presidential campaign in 2016. That hearing is scheduled for September 7 at 1 pm PT, according to the Facebook user privacy settlement website. Facebook users were allowed to “opt out” of being in the settlement class and preserve their right to sue. By joining the “settlement class,” and claiming a payment, you will no longer be able to sue Facebook or join others’ lawsuits against Facebook for matters covered by the settlement.

‘Filter bubbles’ and democracySometimes the dangerous effects of social media are clear. As a result, they mostly share and see stories from people on their own side of the political spectrum. That “filter bubble” of information supposedly exposes users to increasingly skewed versions of reality, undermining consensus and reducing their understanding of people on the opposing side. “The ‘Filter Bubble’ Explains Why Trump Won and You Didn’t See It Coming,” announced a New York Magazine article a few days after the election. Changing information doesn’t change mindsBut without rigorous testing, it’s been hard to figure out whether the filter bubble effect was real.

The world’s most valuable tech company, which relies on the iPhone for half its sales, reported on Thursday that revenue fell 1 percent, to $81.8 billion, during the three months that ended in June. Profit increased 2 percent, to $19.88 billion. Apple’s financial results were the latest indication that tech’s biggest companies have found their footing after last year’s downturn. Last week, Facebook’s parent company, Meta, and Google’s parent company, Alphabet, reported double-digit growth in profits driven by a rebound in digital ad sales. Microsoft posted a record quarterly profit behind a surge in cloud-computing sales, and Amazon on Thursday posted nearly twice the profit expected by Wall Street.

Jordan, who sits atop the powerful House Judiciary Committee, has embarked on a fishing expedition at Facebook, demanding Zuckerberg turn over reams of internal documents that pertain to Meta’s content moderation decisions. In effect, Jordan is coercing Zuckerberg into turning over documents that will then be used to mendaciously smear the Meta chief’s company. Meta, for its part, had previously said it had already turned over thousands of pages of documents and was cooperating with the committee. Most news organizations gave Jordan’s “Facebook Files” entry little attention on Thursday. In this case, the awesome powers of the federal government are being weaponized to threaten Zuckerberg into handing the information over.

But the company said it offered its technology as open source software in an effort to accelerate the progress of A.I. Proponents of open-source software also say the tight controls that a few companies have over the technology stifles competition. And it is likely to become even more contentious because of what the researchers revealed in their report on Thursday. The researchers found that they could break through the guardrails of open source systems by appending a long suffix of characters onto each English-language prompt fed into the system. In similar ways, they could coax the chatbots into generating biased, false and otherwise toxic information.

The algorithms powering Facebook and Instagram, which drive what billions of people see on the social networks, have been in the cross hairs of lawmakers, activists and regulators for years. In the papers, researchers from the University of Texas, New York University, Princeton and other institutions found that removing some key functions of the social platforms’ algorithms had “no measurable effects” on people’s political beliefs. In one experiment on Facebook’s algorithm, people’s knowledge of political news declined when their ability to reshare posts was removed, the researchers said. At the same time, the consumption of political news on Facebook and Instagram was highly segregated by ideology, according to another study. Ninety-seven percent of the links to “untrustworthy” news stories on the apps during the 2020 election were read by users who identified as conservative and largely engaged with right-wing content, the research found.

New York CNN —Meta on Tuesday launched a highly anticipated “following feed” option in its Threads app as part of its latest batch of updates that could help the new social platform further chip away at Twitter’s position in the market. The option to see a reverse chronological feed of posts from only accounts a user follows had been one of the most requested features since Threads launched earlier this month. Meta has been steadily rolling out updates to Threads as it tries to keep users engaged in the new app. Threads had a hugely successful launch, topping 100 million sign-ups in its first week, but engagement has declined somewhat since then. Meta’s ongoing work on Threads comes as the chaos at Twitter continues.

CNN —A Chinese marketing firm likely organized and promoted protests in Washington last year as part of a wide-ranging pro-Beijing influence campaign, according to new research. One of the protests only attracted roughly a dozen people but it showed the scope and ambition of the pro-China efforts. The hired protesters, who included self-proclaimed musicians and actors in the Washington, DC, area, apparently had no idea they were being enlisted in a pro-China influence campaign, the Mandiant researchers said. Haixun, the Chinese firm, distributed videos of the protesters online to further the influence campaign, according to Mandiant. Liu Pengyu, a spokesperson for the Chinese Embassy in Washington, said he was unaware of the details of the research.

The investment into Mistral AI is just one of many this year by venture capitalists jostling for a seat aboard the AI rocketship. In the first six months of 2023, they plowed $15.2 billion into generative AI companies globally, according to Pitchbook data. The bulk of this sum comes from Microsoft (MSFT)’s $10 billion investment, announced in January, in OpenAI, the developer of popular generative AI chatbot ChatGPT. But even excluding Microsoft’s bumper deal, the value of VC investments in generative AI was up by almost 58% compared with the same period in 2022. “Buying a ‘dot-ai’ domain, and claiming to be an AI company… doesn’t really make you an AI company,” Jacobs told CNN.

Vertical mergers have historically received less attention from regulators and the courts, but Wednesday’s draft guidelines explicitly say that the US government may consider certain kinds of vertical mergers to be harmful to competition. Spurred by an executive order signed by President Joe Biden in 2021, Wednesday’s draft updates are the result of more than a year of development. (The new draft guidelines, a copy of which CNN reviewed, do not directly reference the consumer welfare standard.) And the Justice Department lost its appeal to block a multimillion-dollar merger between two major sugar producers in another closely watched case. “Unfortunately, things don’t always go our way,” Khan said in response to questions about whether the FTC has exceeded its authority.

Lawmakers tussle over GOP efforts to thwart ESG investing

WASHINGTON — House lawmakers clashed Wednesday over federally mandated environmental, social and governance disclosure requirements for companies rolled out amid concerns over growing climate disasters. The GOP majority committee members decried the disclosure rules as part of a broader push to discourage ESG investing nationwide. Democrats defended them as necessary to promote responsible investing to reduce inequities and curb climate change. "These politically motivated regulations not only discouraged private companies from going public but also hinder the competitiveness of American public companies." Democratic Rep. Maxine Waters, meanwhile, criticized Republicans' attempts to undermine what she called the federal government's responsibility to hold public companies accountable for ESG.

WASHINGTON – As Republicans in the House dig in to investigate environmental, social and governance, or ESG, investing, a major industry group that represents thousands of companies is urging them to make reforms. The letter is addressed to committee Chairman Rep. Patrick McHenry, R-N.C., and ranking member Rep. Maxine Waters, D-Calif. The letter underscores the business muscle behind the GOP's battle against policies that back ESG investing. ESG investing has become a heated policy battleground. Progressive Democratic lawmakers have pushed back, arguing that considering ESG makes investors more aware of potential risks and opportunities.

New York CNN —At the start of last year, Meta CEO Mark Zuckerberg was in the hot seat. But then, the attention of lawmakers, media and the tech world writ large abruptly shifted to another tech billionaire: Elon Musk. While Twitter users have lamented what Musk’s ownership has meant for the platform, it may be the best thing that could have happened for Zuckerberg. A billion-user opportunityThe distraction and chaos of Musk’s Twitter takeover could hardly have come at a better time for Zuckerberg and Meta. The Twitter-Threads battle has raised the stakes for another fight: a cage fight that Musk and Zuckerberg have spent the past several weeks planning.

The oversight board for Facebook’s parent company Meta Platforms on Thursday said Cambodian Prime Minister Hun Sen should be suspended from the social media site for six months for posting a video violating rules against violent threats. The board, which is funded by Meta but operates independently, said the company had been wrong not to remove the video after it was published in January. Meta, in a written statement, agreed to take down the video but said it would respond to the board’s recommendation to suspend Hun Sen after a review. Any suspension would silence the prime minister’s Facebook page less than a month before an election in Cambodia. Phil Robertson, deputy Asia director for Human Rights Watch, said Hun Sen had finally been called out for inciting violence.

Washington CNN —As demand for greater transparency in artificial intelligence mounts, Meta released tools and information Thursday aimed at helping users understand how AI influences what they see on its apps. These describe how Meta selects what content to recommend to users. Meta’s so-called “system cards” cover how the company determines which accounts to present to users as recommended follows on Facebook and Instagram, how the company’s search tools function and how notifications work. Previously, Meta had only offered the ability for users to tell Instagram to show less, not more, Clegg wrote. On both Facebook and Instagram, he added, users will now be able to customize their feeds further by accessing a menu from individual posts.

Dave Willner has had a front-row seat to the evolution of the worst things on the internet. He started working at Facebook in 2008, back when social media companies were making up their rules as they went along. It didn’t take long in the job before Mr. Willner found himself considering a familiar threat. “I am not surprised that it was a thing that people would attempt to do,” Mr. Willner said. “But to be very clear, neither were the folks at OpenAI.”For all of the recent talk of the hypothetical existential risks of generative A.I., experts say it is this immediate threat — child predators using new A.I.
