Northern Ireland has been without a power-sharing government for over a year due to a dispute about post-Brexit trade rules, leaving Britain's minister for the region to set a budget and civil servants to make the subsequent spending decisions. "This will provide some protection to front line public services in Northern Ireland from having to take the most severe reductions. However, difficult decisions remain in order to live within the funding available," he said in a statement.
