BOGOTA, April 16 (Reuters) - Dissident FARC rebels who rejected a landmark peace agreement in 2016 said on Sunday they are ready to set up a dialogue with the government on May 16 to begin peace talks to bring their group, the Estado Mayor Central (EMC), out of the armed conflict. The group, made up of 3,530 people - 2,180 combatants and 1,350 auxiliaries - has maintained a bilateral ceasefire with the Colombian government since the beginning of the year. The other dissident FARC faction is the Segunda Marquetalia, which in August 2019 returned to the armed struggle, claiming that the state failed to comply with the peace agreement. Petro's government reestablished peace talks with the rebels of the National Liberation Army (ELN) and the two parties seek to advance towards a bilateral ceasefire agreement in a third round of talks to begin soon in Cuba. MEXICO CITY, April 15 (Reuters) - Mexico's Navy and the United States are searching for three American sailors who were last seen on April 4 in the northwestern Mexican state of Sinaloa, the U.S. Coast Guard said. The three sailors reportedly left the port city of Mazatlan en route to San Diego and were due to stop in Cabo San Lucas on April 6 for provisions and to report in, but they never made it. "There was no record of them arriving in Cabo San Lucas or a report in of their location," the U.S. Coast Guard said in a statement published late on Friday. "Urgent marine information broadcasts have been issued over VHF radio requesting all mariners to keep a lookout for the missing persons and vessel," the U.S. Coast Guard said. The disappearance of the sailors comes about a month after the high-profile kidnapping of a group of Americans in the border town of Matamoros.

MEXICO CITY, April 15 (Reuters) - Argentina is considering how to persuade the International Monetary Fund to further ease the economic targets embedded in the country's $44 billion IMF loan program, a source said, as a severe drought hits exports and threatens to push the economy into recession. Work will be done on the program," said a source familiar with the IMF program and discussions between Argentina and the IMF. IMF Deputy Managing Director Gita Gopinath said on Saturday she held a "good meeting" with Argentina's Economy Minister Sergio Massa to discuss the program. Some analysts say that the economic targets baked into the program look overly optimistic, especially in light of Argentina's deteriorating macroeconomic outlook. In March, retail prices increased by 7.7%, above analyst expectations, as Argentina's annual inflation rate soared to 104.3%.

QUITO, April 15 (Reuters) - At least 12 inmates were killed in an Ecuadorian jail amid a new clash between gangs, the SNAI prison agency said on Saturday, in the latest chapter in the South American nation's prison violence. The confrontation occurred on Friday in the prison known as La Penitenciaría, in the city of Guayaquil, one of the country's most dangerous. The entity added that the prosecutor's office and the police are in the prison for the identification of the dead bodies. Last year, a United Nations delegation found that the violence in Ecuador's prisons was caused by years of state neglect of the penitentiary system. Friday's clash follows the murder of three female prison officers outside the prison in Guayaquil.
