Japanese Prime Minister Fumio Kishida, wearing glasses, and South Korean President Yoon Suk Yeol held a joint press conference Sunday. Photo: Yonhap News/Zuma PressSEOUL—The leaders of South Korea and Japan met Sunday, as the two U.S. allies continue rekindling cooperation to counter China’s regional aggression and North Korea’s nuclear threat. Japanese Prime Minister Fumio Kishida arrived in Seoul for a two-day trip, the first visit to South Korea by a Japanese leader since 2018. South Korean President Yoon Suk Yeol traveled to Tokyo in March for the first formal summit between the two countries in more than a decade.
SEOUL—Behind the Biden administration’s pledge to work more closely with South Korea on nuclear deterrence: an accelerated program by North Korea to build a more formidable atomic arsenal while the world was distracted by Covid-19 and the Ukraine war. Kim Jong Un ’s regime has carried out a spree of weapons tests unlike any in the country’s previous history, with a record number last year and a flurry at the start of this year. The tests have allowed the country to expand its capabilities faster than many weapons experts had expected.

Mr. Kim ordered the country’s space agency to launch the satellite on an unspecified date, North Korean state media said Wednesday. Mr. Kim visited the space agency on Tuesday accompanied by one of his children, daughter Kim Ju Ae, state media photos showed.

A North Korean propaganda village near the border with South Korea. SEOUL—South Korea released a new report detailing allegations of executions and torture in North Korea as President Yoon Suk Yeol attempts to put more pressure on Pyongyang over its human rights record. The accounts in the report released Thursday include allegations that six teenagers were executed by firing squad in 2015 for watching South Korean videos and using opium; a pregnant woman was executed in 2017 for pointing her finger at a portrait of the country’s founder, Kim Il Sung ; and the leaders of an underground church were executed in 2019.
SEOUL—North Korean leader Kim Jong Un called for expanding the production of nuclear material to boost the country’s arsenal exponentially, saying his weapons program was aimed at defending the country. Photos released by North Korean state media on Tuesday showed Mr. Kim inspecting new tactical nuclear warheads, called “Hwasan-31,” for the first time. Around 10 red and green nuclear warheads were displayed alongside short-range ballistic missiles and long-range cruise missiles. He also reviewed plans for a nuclear counterattack and was briefed on a nuclear-weapons management system called “Haekbangashoe,” which means nuclear trigger, state media said.
North Korean leader Kim Jong Un last week expressed his will to make the U.S. and South Korea ‘plunge into despair’ for holding joint military exercises. SEOUL—North Korea fired two short-range ballistic missiles Monday, a day before a U.S. aircraft carrier is set to arrive in South Korea for military exercises. The missiles were launched between 7:47 a.m. and 8 a.m. local time from Junghwa County, south of the capital Pyongyang, and traveled about 230 miles before landing in waters between Korea and Japan, Seoul’s military said. The missiles reached an altitude of about 30 miles and landed outside of Japan’s exclusive economic zone, Japan’s Defense Ministry said.
