DENVER—This city’s mounting homeless crisis is dominating a crowded mayoral election set for Tuesday, with over a dozen candidates offering competing plans on how to tackle an issue that has left residents sharply divided. Here, as with other communities across the country, the homeless population grew during the pandemic—in size and visibility. Tent encampments, once tucked from view under bridges or along the South Platte River, have sprouted up downtown and in residential neighborhoods where they line sidewalks near newly constructed condominiums. The one-two punch of Denver’s growth and rising housing costs has fueled the problem, advocates for people without housing say.
The nation’s drug-overdose crisis is taking a heavy toll on homeless people, with data from hard-hit places such as Los Angeles and New York showing a surge in deaths, especially since the Covid-19 pandemic. The potent synthetic opioid fentanyl is a major factor, heightening the overdose risk among homeless drug users who researchers say are often disconnected from treatment and other health services. New national data also show that overall deaths among homeless people, who have for years suffered a higher mortality risk than the broader population, climbed markedly during the pandemic.
Santa Fe, N.M.—Within the world of devoted French-horn players in the U.S., Elliott Higgins was a pioneering figure. As a young hornist in the 1970s, he helped launch the first French-horn soloist competition in America, inspired by the performances of European players. He conducted the Albuquerque Philharmonic, and started a renowned annual French-horn workshop that drew top talent from across the country. And during summers, Mr. Higgins, with his wisps of white hair and crimson cheeks, could be found teaching aspiring players at his family’s music camp tucked away in the Jemez Mountains of New Mexico.
Pediatric emergency-department cases requiring psychiatric care have roughly tripled in the past 10 years at the University of Wisconsin-Madison’s health system. Governors and lawmakers in a number of states are pushing for billions of dollars in funding increases for mental health this year, as Republicans and Democrats alike say that a shortage of available services has reached crisis levels. The budget proposals seek to address the nationwide scarcity of mental-health workers, the mental-health needs in schools and growing demand for emergency services. They represent a rare bipartisan point of agreement for more government action and underscore how dire many think the problem has become.
MONTEREY PARK, Calif.—An eleventh person shot last weekend at a dance ballroom in Monterey Park, Calif. died Monday, officials said, as authorities continued to investigate why a 72-year-old man carried out the attack on a roomful of people celebrating the Lunar New Year. Law-enforcement officials named Huu Can Tran as the gunman. Tran took his own life Sunday morning after officers surrounded his vehicle in a shopping-plaza parking lot in Torrance, Calif., about 30 miles from where the shooting took place.
Nearly a year after it began, the worst avian-influenza outbreak in U.S. history is continuing to decimate poultry flocks across the Midwest and Colorado, frustrating efforts to keep the virus from affecting the nation’s egg prices and supply. In South Dakota, the highly contagious bird flu, typically transmitted by the feces, mucus and saliva of wild birds, first hit commercial poultry farms in March 2022 and has continued to affect flocks. Within the last month, egg-laying hens and turkeys at several local farms were infected, leading to the deaths of more than 1.3 million poultry over that period, according to U.S. Department of Agriculture data. Nearly four million poultry have died in the state since the start of the outbreak.
Investigators said a confidential witness implicated a former Republican candidate for the New Mexico state legislature in a series of drive-by shootings targeting Democratic officials, according to details of the arrest warrant. Solomon Peña , 39, who lost his race for state representative to his Democratic opponent in November, was arrested Monday, Albuquerque, N.M., police said. Before the shootings, Mr. Peña showed up uninvited at the homes of some of the Democratic lawmakers, claiming to have evidence of election fraud, they said.
A former Republican candidate for the New Mexico state legislature was arrested Monday for his suspected involvement in a string of recent drive-by shootings at the homes of several Democratic elected officials. Solomon Peña , 39, who lost his race for state representative to his Democratic opponent in November, helped orchestrate the shootings and participated in at least one of them, Albuquerque police said. The homes of two county officials and two state legislators, including the New Mexico House speaker, were hit in the drive-by shootings, according to police. Nobody was hurt in the incidents, which took place over the past several weeks, though the homes sustained damage.
The 19-year-old alleged Islamic extremist charged with attacking three New York City police officers with a sword is the latest example of what law-enforcement officials say continues to be one of their most challenging threats: attacks by people acting alone. The mother of accused attacker Trevor Bickford called police near their home in Maine in early December after her son, who had recently converted to Islam, expressed a desire to go to Afghanistan and join the Taliban, said Thomas Galati , NYPD’s chief of intelligence and counterterrorism. The Federal Bureau of Investigation interviewed him, requested that he be prevented from traveling overseas and continued to investigate, Mr. Galati said.

When homicides surged across America during the pandemic, murders of Black women and girls rose more dramatically than other groups. At the same time, the proportion of those killings solved by police fell faster than other demographics in nearly two dozen cities. Some 2,077 Black women and girls were killed in 2021, a 51% increase over 2019 and the largest jump of any racial or gender group during that period, according to the Centers for Disease Control and Prevention. Overall, the number of killings nationwide increased 34% during that time frame.
