A helicopter with Iranian President Ebrahim Raisi on board "crashed upon landing" on Sunday, state media reported, with weather conditions complicating rescue efforts. "President Raisi was returning from a ceremony to open a dam on Iran's border with Azerbaijan when his helicopter crashed upon landing in Varzaqan region," it said. Iran's foreign minister, Hossein Amir-Abdollahian, was also traveling in the helicopter, along with East Azerbaijan's governor, Malik Rahmati, and Raisi's security detail, it said. State TV IRIB said the helicopter belonged to the Iranian Red Crescent, which Iran's interior minister Ahmad Vahidi said was part of a convoy. Under Raisi, Iran now enriches uranium at nearly weapons-grade levels and hampers international inspections.

For Mother’s Day, The Times asked readers to tell us about the mother figures in their lives. KELLY SANDOVAL, 48, SQUAMISH, B.C., CANADAI come from a multicultural background, but the Puerto Rican side of the family lived far away. When I showed up, Linda, my host mother, picked me up from the bus stop and made me tea and crumpets. If I had a nightmare and woke my mother up, she would tell me to climb into bed with Rita. During that year I also moved into my first apartment, away from the guidance of my mother.

CNN —A nearly 300-year-old settlement once submerged beneath a major dam in the Philippines has reemerged as sweltering heat and drought dry up the reservoir. Ezra Acayan/Getty ImagesSome visitors brave the extreme heat to see the dam, where parts of damaged structures still stand. But a drought currently affecting about half of the country’s provinces has pushed the dam’s water levels down, according to AFP. The town of Muñoz near the dam has seen heat index over 41 degrees (106 degrees Fahrenheit) the last five days. On Sunday the temperature felt like 47 degrees (117 degrees Fahrenheit) because of other contributing factors.

A dam collapsed in western Kenya early Monday, killing at least 40 people after a wall of water swept through houses and cut off a major road, the police said. The collapse of the Old Kijabe Dam, in the Mai Mahiu area of the Great Rift Valley region that is prone to flash floods, sent water spilling downstream, carrying with it mud, rocks and uprooted trees, a police official, Stephen Kirui, said. Vehicles were entangled in the debris on the roads, and paramedics treated the injured as waters submerged large areas. The rains in Kenya have caused flooding that has already killed nearly 100 people and postponed the opening of schools. Heavy rains have been pounding the country since mid-March, and the Meteorology Department has warned of more rainfall.

The House vote on Saturday to provide $61 billion in American aid to Ukraine was the clearest sign yet that at least on foreign policy, the Republican Party is not fully aligned with former President Donald J. Trump and his “America First” movement. But more Republicans voted against the aid than for it, showing just how much Mr. Trump’s broad isolationism — and his movement’s antipathy to Ukraine — has divided the G.O.P. Mr. Trump, the presumptive Republican nominee for the third time, had actually soft-pedaled his opposition to Ukraine aid in recent days as the dam began to break on the House Republican blockade. He stood by Speaker Mike Johnson of Louisiana, who assembled the complicated aid packages for Ukraine, Israel and America’s Asian allies, and against threatened efforts to bring down Mr. Johnson’s speakership and plunge the House back into chaos. And he stayed quiet on Saturday, declining to pressure Republicans to vote no.

Sopa Images | Lightrocket | Getty ImagesMining of critical minerals plays a crucial role in the global green transition, but the broader industry's bad reputation and other challenges present investment barriers, industry experts warn. Critical minerals include metals such as copper, lithium, nickel, cobalt and rare earth elements, and are important components in emerging green technologies such as wind turbines and electric vehicles. Speaking on a panel at Singapore's annual Ecosperity Week, which ended Wednesday, mining industry experts and investors said the growing demand from green tech makes it necessary to increase government support and capital flows into the critical mining sector. Many of the same companies that mine critical minerals also mine environmentally damaging fossil fuels like coal. One area that has seen recent strides and investments has been in the recycling of critical minerals, which cuts down the need of extraction.

The authorities in Pittsburgh closed several bridges as a precaution after 26 barges loaded with coal broke loose on the Ohio River late Friday, drifting miles downstream and damaging a marina, as a flood warning was in effect for the river. There is a risk that the barges could come into contact with the “substructure” of one of the bridges, the McKees Rocks Bridge, the McKees Rocks Police Department said in a statement early Saturday confirming its closure. While floating down the river, the barges caused “extensive damage” to a marina near Brunot Island, the city said. At least 11 barges were found and pinned against a riverbank near the island and held by a tugboat, the city said. But others continued downstream, with six going over the Emsworth Dam, about five miles farther.

The scale of the fraud was said to be equivalent to roughly 3% of Vietnam’s economy. Though widely considered ceremonial, the presidency is one of the top three positions in Vietnam’s political hierarchy after the CPV’s Secretary General, currently Nguyen Phu Trong. In fact, the International Monetary Fund expects Vietnam’s economy to grow by 5.8% this year, compared to 4.6% for China. Their fate remains unclear, given the highly secretive nature of Vietnam’s political system. But Vietnamese political experts said a permanent appointment would not end the instability.

Specialized search and rescue teams, underwater divers, cave experts and topographers were searching on Wednesday for four workers who were missing a day after an explosion at a hydroelectric plant near the northern Italian city of Bologna killed at least three people and injured five others. The explosion took place at a level of the plant that was underwater, and Mr. Cari said divers on Wednesday worked in conditions of “zero visibility,” as they searched among the rubble and debris of the explosion, moving sheet metal by hand with difficulty. The explosion at the Enel Green Power plant happened as the company was testing efficiency improvements that had been made to the facility, which generates power from the water of a nearby dam basin. The episode and the resulting deaths and injuries roused unions to call for a general strike protesting unsafe working conditions and work-related deaths. Political leaders, both in the center-right government and in the opposition, rushed to the site of the plant, about 43 miles south of Bologna.

Russia declared an emergency in the Orenburg region near Kazakhstan after the Ural River, Europe’s third longest river, swelled several meters in hours on Friday, and burst through a dam embankment in the city of Orsk. Some are also unhappy that the dam embankment built in 2010 was unable to defend their city. An aerial view shows the scale of flooding in the city of Orsk, Orenburg Region, Russia. Pakistani Prime Minister Shehbaz Sharif offered condolences for the death of the Chinese nationals during a visit Tuesday to the Chinese Embassy in Islamabad, where he met with Beijing’s ambassador. The blast Tuesday follows two militant attacks in recent days in southwest Pakistan, where China is investing billions in infrastructure projects. Half a year later, a separatist group attacked a luxury hotel in Gwadar, often used by Chinese nationals working at the port. In August last year, BLA militants opened fire on a Pakistani military convoy in Gwadar as it was escorting a delegation of Chinese nationals to a construction project. Two militants were killed and no harm was caused to any military personnel or civilians, according to the Pakistani military.

Their Pakistani driver was also killed in the attack. The Chinese laborers were working on the Dasu dam, a hydropower project on the Indus River in the northwestern province of Khyber Pakhtunkhwa. The convoy was moving from Islamabad to Dasu and came under attack around 1 p.m., officials said. This was the second-deadliest attack on Chinese working on the project, after a previous suicide attack on a convoy in 2021.

Read previewUkraine attacked Russia's oil infrastructure after US officials advised them against targeting Russian oil refineries, Bloomberg reports. Russia's oil infrastructure took another hit as drones targeted refineries in the Samara region. The targeted refineries, both part of Rosneft PJSC's Samara region group, play a crucial role in Russia's oil production landscape. The strikes have targeted refineries, storage depots, and other key sites, exacerbating economic pain and raising fears of further escalation. Indeed, the refineries targeted in the Samara oblast last night are over 800 miles from Kyiv.

But he added that the records were unsurprising, given that ocean heat is being supercharged by human-caused global warming, a series of marine heatwaves and El Niño, a natural climate pattern marked by higher-than-average ocean temperatures. Global ocean warmth can add more power to hurricanes and other extreme weather events, including scorching heat waves and intense rainfall. Ocean heat sets the stage for more ferocious hurricanes. “Measuring ocean warming allows us to track the status and evolution of planetary warming,” Schuckmann told CNN. But, she added, it’s currently impossible to predict when ocean heat will drop below record levels.
