BRUSSELS (AP) — The leaders of Serbia and Kosovo held a long-awaited face-to-face meeting on Thursday in talks aimed aimed at improving their strained relations as calls mount for a change in the Western diplomatic approach toward them amid concern that their tensions could spiral out of control. Serbian President Aleksandar Vučić and Kosovo Prime Minister Albin Kurti are in Brussels for talks under the so-called Belgrade-Pristina dialogue process, supervised by European Union foreign policy chief Josep Borrell. Serbia and its former province of Kosovo have been at odds for decades. Their 1998-99 war left more than 10,000 people dead, mostly Kosovo Albanians. Kosovo unilaterally declared independence in 2008 but Belgrade has refused to recognize the move.

Ali Elshanti arrived in the flood-stricken city of Derna on Wednesday afternoon, part of an aid convoy he and his friends organized that left the city of Misrata in the west of Libya 15 hours earlier. What he saw when he arrived looked like something out of a Hollywood disaster film, he said on Thursday. Efforts to respond to the devastation resulting from the collapse of two dams in eastern Libya and the floods that followed, killing thousands, were unorganized and uncoordinated, said Mr. Elshanti, a 29-year-old sports broadcaster. “Unfortunately in Libya we suffer from a lack of crisis management. The operation on the ground is not organized.”

WASHINGTON (AP) — The White House Situation Room — a space of great mystique and even greater secrecy — just got a $50 million facelift. Behind that is the main conference room, known as the “JFK room." A room once taken up by computer servers has become a smaller conference room. That took place around the corner from the JFK room in a smaller conference room that no longer exists. While the area was closed for renovation, White House officials used other secure spots on the campus.

Republicans have criticized how Biden and the federal government responded to the Hawaii fires, though officials in the state praised the support they received from the White House. “I let each governor I spoke with know if there’s anything the states need right now, I’m ready to mobilize that support,” Biden said. Biden visited the island early last week, pledging sustained federal support for the island and its residents. Biden signed an emergency declaration Monday unlocking federal resources and said Tuesday he was in “constant contact” with authorities from Florida. CNN —Greek authorities have arrested dozens of people on arson-related charges as deadly wildfires – the largest ever recorded in the European Union – rage across the country. Wildfires in Mount Parnitha, north of the Greek capital Athens, are still out of control Friday, with more forest destroyed overnight. The biggest fire front line in Greece remains near the northeastern town of Alexandroupolis, in the Evros region. Alexandros Avramidis/ReutersGreek police have made 79 arson related arrests, Greek government spokesperson Pavlos Marinakis told public broadcaster EPT Friday. The Mütter Museum, a 19th-century repository of medical oddments and arcana at the College of Physicians of Philadelphia, attracts as many as 160,000 visitors a year. “Who could look at a two-headed calf without wanting to know how that happened? Biology is a marvel and better understood if you recognize that its complexities must inevitably lead to some ‘errors.’”The celebrity magician Teller, a Philadelphia native, called the Mütter a place of electrifying frankness. But, like museums everywhere, the Mütter is reassessing what it has and why it has it. Recently, the institution enlisted a public-relations consultant with expertise in crisis management to contain criticism from within and without.

The EU doubled its existing reserve fleet of firefighting aircraft in the past year, after devastating fires last summer in southern Europe exhausted its previous 13-craft capacity. That fleet comprises 28 aircraft, which the EU pays to lease from EU countries' own fleets or the market, to form a bloc-wide buffer during the wildfire season. The EU would finance the purchase of the 12 planes for its own fleet, while member states would pay for their own. EU countries are responsible for responding to wildfires, and request assistance from the EU reserve only when they need back-up. The bloc received 11 such requests in 2022 and has had four this year so far - including in Greece and Tunisia, where EU reserve planes are currently battling blazes.

Spectre of far-right hangs over close-run polls
  + stars: | 2023-07-23 | by ( ) www.reuters.com   time to read: +3 min
MADRID, July 23 (Reuters) - Spain heads to the polls on Sunday in a potentially close-run general election marked by ideological differences, the spectre of the far-right and irritation at being forced to vote during the summer holidays. Voting opens at 9 a.m. (0700 GMT) and closes at 8 p.m. (1800 GMT), when exit polls will be released. The final result is expected to be decided by fewer than a million votes and less than 10 seats in the 350-seat parliament, experts say. It has warned such rights could be stripped back if the anti-feminist, family values-focused Vox is part of the next government. The formation of a new government depends on complex negotiations that could take weeks or months and may even end in fresh elections.

The final result is expected to be decided by fewer than a million votes and fewer than 10 seats in the 350-seat parliament, experts say. Opinion polls show the election will likely produce a win for Alberto Nunez Feijoo's centre-right People's Party, but to form a government it will need to partner with Santiago Abascal's far-right Vox. This would be the first time a far-right party entered government since Francisco Franco's dictatorship ended in the 1970s. The postal service reported on Saturday that postal votes had set an all-time record of 2.47 million, as many people choose to cast their ballot from the beach or mountains.

U.N. investigators in 2012 concluded there were reasonable grounds to believe shabbiha militias committed crimes against humanity, including murder and torture, and war crimes such as arbitrary arrest and detention, sexual violence and pillaging. PAPER TRAILSome human rights scholars who have studied the role of the shabbiha in the Syrian war say the Assad regime initially used the groups to distance itself from violence on the ground. CIJA is a nonprofit founded by a veteran war crimes investigator and staffed by international criminal lawyers who have worked in Bosnia, Rwanda and Cambodia. While there is no international war crimes court with jurisdiction over Syria's conflict, there are a number of so-called universal jurisdiction cases in countries like the Netherlands, Sweden, France and Germany which have laws allowing them to prosecute war crimes even if they are committed elsewhere. Ghany said the documents were "necessary" pieces of evidence linking the shabbiha to the state in international justice cases.

CNN —The US State Department on Friday released its long-awaited Afghanistan After Action Review report, which found that both the Trump and Biden administrations’ decisions to pull all US troops from Afghanistan had detrimental consequences, and details damning shortcomings by the current administration that led to the deadly and chaotic US withdrawal from that country after nearly two decades on the ground. Sharper criticism of Biden admin actions than earlier White House documentThe State Department’s report contains much sharper criticism around the Biden administration’s actions than the White House summary document released in April. That added significantly to the challenges the Department and DoD faced during the evacuation,” the report said. The report noted that in the chaos, the State Department received an “overwhelming volume of incoming calls and messages to the Department from other government agencies, Congress, and the public inquiring about individual cases mostly with regard to at-risk Afghans,” which created an immense challenge. The report detailed 11 recommendations, mostly related to the Department’s crisis response and preparedness.

The tragedy sparked more awareness and positive change in corporate America, according to a new survey of Black executives conducted by CNBC, but the results from the survey show that there remains much work to be done. The survey, conducted by CNBC in partnership with the Executive Leadership Council, found 74% of Black executives saying they saw a positive change in hiring, retention and promotion of Black employees since Floyd was killed in May 2020. As many Black executives say organizational treatment of Black employees has remained the same (43%) or worsened (9%) since 2020, as those who say it has improved (48%). And exactly half say there are still less opportunities for Black employees than other employees at their organizations. More Black executives said that prior to 2020 their firms were "checking the DEI box" rather than taking a comprehensive approach.

Having postponed a February trip after a suspected Chinese spy balloon flew over U.S. airspace, Blinken is set to become the highest-ranking U.S. government official to visit China since President Joe Biden took office in January 2021. Particularly alarming for China's neighbors has been its reluctance to engage in regular military-to-military talks with Washington, despite repeated U.S. attempts. He said he would also be raising the issue of U.S. citizens detained in China on charges Washington sees as politically motivated. But U.S. officials in a briefing call previewing the trip earlier in the week played down any expectations of much progress. It could also set the stage for meetings between Xi and Biden at multilateral summits later in the year.

BRUSSELS, June 15 (Reuters) - The European Union hosts an international conference on Thursday to collect money for Syria where an earthquake earlier this year aggravated the already dire plight of people who have been caught in war since 2011. About 5.5 million Syrian refugees live in neighbouring Turkey, Lebanon, Jordan and Iraq as well as Egypt. The U.N. chiefs said they hoped for a similar level of pledges to the $6.7 billion offered for Syria and its neighbours at a similar conference last year. "Humanitarian funding for Syria is not keeping pace with rapidly increasing needs," said Janez Lenarcic, the conference host and the EU's top official for humanitarian aid and crisis management. CNN —Part of the summit of a mountain in the Austrian state of Tyrol has collapsed, sending more than 100,000 cubic meters of rock crashing into the valley below and triggering mudslides. The geologists have pinned the collapse on the thawing of permafrost, a long-term frozen layer of soil and rocks. When permafrost thaws it can have a destabilizing effect, said Marcia Phillips, permafrost research group leader at the WSL Institute for Snow and Avalanche Research in Switzerland. “Water can penetrate deep into rock masses through newly opened clefts, which were previously plugged with permafrost ice,” she told CNN, explaining that this can lead rocks to fracture. But, as human-caused climate change pushes up global temperatures, leading to thawing permafrost and melting snow and glaciers, rockfalls in this region look set to become more common.

In May, Samsung banned the use of generative AI tools after the company discovered an employee uploaded sensitive code to ChatGPT. This legal mindset persists, which is one of the reasons Ironclad moved forward with generative AI policy so swiftly. Singh said, "It truly needs to be a multi-stakeholder dialogue," including teams from policy, AI, risk and compliance and legal. Creating a generative AI policy is also a good opportunity for companies to scrutinize all of their technology policies, including implementation, change management, and long-term usage. It can also include using generative AI tools as foundational content for work due to the fact it creates inherent bias.

NEW YORK, June 12 (Reuters) - JPMorgan Chase (JPM.N) agreed to pay about $290 million to settle a class action lawsuit by Jeffrey Epstein's victims, resolving a large part of litigation over the bank's relationship with the disgraced financier. Monday's settlement came 3-1/2 weeks after Deutsche Bank (DBKGn.DE), where Epstein was a client from 2013 to 2018, agreed to pay $75 million to end a similar lawsuit by Epstein victims. "A settlement with Epstein's victims frees JPMorgan to begin to turn the page and change the narrative." The $290 million settlement amount was confirmed by David Boies, a lawyer for Epstein's victims.
