But the de minimis rule also has powerful defenders. China's exports grew only 0.6% last year, but the bright spot was cross-border e-commerce, which includes but is not limited to the de minimis packages. In a January meeting with Mayorkas, the National Council of Textile Organizations complained about unfair trade practices, including the de minimis rule. It is unclear how much fentanyl and other illicit drugs may be slipping undetected into the country in the small packages. On a recent Friday morning at Chicago's O'Hare airport, small parcels that had arrived by mail from overseas were on conveyor belts going through X-ray machines for inspection.

The Houthis have spent the past few months lobbing missiles and drones at ships off Yemen's coast. War experts say these attacks are giving Iran and the rebels, Tehran's proxies, valuable data. War experts say the rebels and Iran, their main backer, have been learning key information from the ongoing attacks in the Red Sea and Gulf of Aden. US Central CommandThe Houthi rebels boast a sizable arsenal of one-way attack drones, anti-ship cruise missiles, and anti-ship ballistic missiles, the latter of which had never been used in combat until recently. Earlier this week, for example, a Houthi anti-ship ballistic missile hit a bulk carrier, forcing its crew to issue a distress call and abandon the vessel.

By Jonathan AllenNEW YORK (Reuters) - Lawyers representing New Yorkers facing eviction and living in shelters sued New York City Mayor Eric Adams on Wednesday to try to force him to comply with new local laws expanding access to rental assistance. The lawsuit by the Legal Aid Society comes after the mayor unsuccessfully vetoed the new laws expanding access to vouchers for low-income New Yorkers. The New York City Council, which had voted to override the mayor's veto last July, will soon join Legal Aid in suing the mayor after making the unusual move last week. More than 36,000 households already receive housing vouchers from the city, according to Adams' office. A spokesperson for the mayor said his office was reviewing the lawsuit and that his administration would focus on working with the city council to build more affordable housing across the city.

The US Congress has already asked DoD to develop a plan to equip the Peshmerga with air defenses. Iraqi Kurdistan expects the US to appreciate such stances and provide air defenses, given the high stakes for the autonomous region. Turkey may not object to an American air defense provision to Iraqi Kurdistan under certain conditions. There's broad agreement that some kind of public comment time management is necessary in Virginia's sessions, which generally run no longer than 60 days. Washington CNN —A US military strike on Wednesday in Baghdad killed a Kataib Hezbollah commander who was responsible for attacks on American forces in the region, according to US Central Command. A US official said the strike was part of the response President Joe Biden authorized last week in response to the Jordan attack. As of Tuesday, there had been at least 168 attacks on US and coalition forces in Iraq, Syria and Jordan. In addition to the three soldiers killed in the Jordan attack, three other service members were medically evacuated to Landstuhl Regional Medical Center in Germany. The Iraqi government said the US’ strikes killed at least 16 people, including civilians.

Gavin Newsom last year vetoed legislation that would have decriminalized the possession and personal use of several plant-based hallucinogens, including psychedelic mushrooms. Colorado and Oregon have already decriminalized psychedelic mushrooms and establish regulated systems for therapeutic use of the substances. In California, San Francisco, Oakland and Santa Cruz have effectively decriminalized possession of psychedelic mushrooms, meaning a person cannot be arrested or prosecuted for possessing limited amounts of plant-based hallucinogens. California already has “a massive network" of underground therapists who provide psychedelic therapy, Wiener said. Touted as a mind-bending drug in the 1960s, psychedelic mushrooms have been used in religious or spiritual practices in some cultures for centuries and possibly thousands of years.

UNITED NATIONS (AP) — Russia accused the United States on Monday of aggression against Iraq and Syria aimed at preserving its global dominance and salvaging the Biden administration’s “image” ahead of U.S. elections. Many council members expressed fears of a growing Mideast conflict and urged de-escalation and stepped-up peace efforts. Wood stressed that the United States doesn’t want more conflict in a region where it is “actively working to contain and deescalate the conflict in Gaza." Washington CNN —President Joe Biden plans to issue an executive order targeting violent Israeli settlers in the West Bank whom he has said have undermined stability in the area, a US official and source familiar with the matter told CNN. Officials said they had compiled evidence they said offered proof of the individuals’ role in the West Bank violence that would withstand judicial review, including information from public reporting. The State Department can apply the policy to both Israelis and Palestinians who were responsible for attacks in the West Bank, Blinken said at the time. Dozens of Palestinians were killed in the West Bank in the weeks immediately following the Hamas attack as settler violence intensified. An estimated 700,000 Israeli settlers live in the West Bank.

The enemy drone followed the American drone as it approached, but it is not clear whether the enemy drone intentionally followed the American one or if it was a coincidence, one of the officials said. US officials are also still assessing the enemy drone’s point of origin. The Wall Street Journal first reported the confusion over the enemy drone. A US official told CNN that there have been six attacks since Friday, including Sunday’s drone attack and a multi-rocket attack on Patrol Base Shaddadi in Syria on Monday morning. The consensus is that an Iran-backed militia group is behind the deadly drone attack, though the US is still working to determine which group specifically is responsible.

CNN —Three US Army soldiers were killed and at least two dozen service members were injured in a drone attack overnight on a small US outpost in Jordan, US officials told CNN, marking the first time US troops have been killed by enemy fire in the Middle East since the beginning of the Gaza war. The killing of three Americans at Tower 22 in Jordan near the border with Syria is a significant escalation of an already-precarious situation in the Middle East. Officials said the drone was fired by Iran-backed militants and appeared to come from Syria. US officials have repeatedly said they do not want to see the increasingly high tensions across the Middle East broaden into a regional war.
