LOS ANGELES (AP) — Former Los Angeles Deputy Mayor Raymond Chan was convicted Wednesday of racketeering, bribery, fraud and giving false statements to investigators in a sprawling pay-to-play corruption scandal at City Hall. The federal jury reached the guilty verdict less than 24 hours after lawyers finished closing arguments, the Los Angeles Times reported. Horrified and scared, Mr. Fidrya did the only thing he could think to do: He held on tight to the bathroom door, which didn’t lock, trying to protect the group in case the assailants came to find them. “While we could hear shooting and screaming, I stood the whole time holding the bathroom door shut,” Mr. Fidrya, an academic, said in a phone interview from Moscow. “The others were standing in the corner so that if someone started shooting through the door, they wouldn’t be in the line of fire.”

The appalling attack on the vast Crocus City Hall concert venue and shopping complex near Moscow – claimed by ISIS – left more than 100 people dead. This is hardly the stability and security for which so many Russians voted for Putin. For years, the Kremlin strongman has been cast as a leader able to guarantee order in this vast, turbulent country. But now, the focus is firmly on the apparent reappearance in Russia of jihadists, unrelated to the Ukraine war or domestic opposition to the Kremlin. But for a leader who has promised security and stability to Russians, a large-scale terror attack on home soil is a powerful blow to his image.

The governor of Moscow region, Andrey Vorobyov, said Saturday that the victims of the terror attack would receive financial compensation from the region and city governments. “Children registered in the Moscow region whose father or mother died in the tragedy will also receive monthly payments.

Isis has claimed responsibility for the attack. Two sources familiar with the American information said that since November there had been a steady stream of intelligence that ISIS-K – an affiliate of ISIS that is active in Afghanistan and the surrounding region – was determined to attack Russia. Moscow has intervened tellingly in Syria’s civil war, to the support of President Bashar al-Assad and against ISIS. A US official said Friday that Washington had no reason to doubt ISIS’ claim that it was responsible for the latest attack. On Friday, following reports of the Crocus City Hall attack, the US embassy advised US citizens not to travel to Russia.

A group of unidentified individuals opened fire at the Crocus City Hall, a music venue located on the western edge of Moscow, on Friday evening. The Ministry of Emergency Situations told the Russian news agency that a third of Crocus City Hall was engulfed. If ISIS-K is confirmed to have carried out the attack, the group may have done so on Friday simply because they were ready, Byman said. The warning was partly based on intelligence that indicated an ISIS-K presence in Russia, two US officials told The Washington Post. Three days before the attack, Russian President Vladimir Putin dismissed the warnings, calling them "provocative."
