The security aid bill includes $61 billion for Ukraine as it battles a Russian invasion, $14 billion for Israel in its war against Hamas and $4.83 billion to support partners in the Indo-Pacific, including Taiwan, and deter aggression by China. Polish Prime Minister Donald Tusk said on social media that Republican senators should be ashamed for blocking the Ukraine aid package, saying former President Ronald Reagan would be "turning in his grave." Senator Chris Murphy, one of the three negotiators on the border deal, told Reuters the biggest potential risk to the Ukraine bill would be opposition by Trump. "Once he got loud on the immigration bill, the thing fell apart ... if he turns his flamethrower on Ukraine, I wonder how it survives," Murphy said in an interview on Wednesday.

WASHINGTON (AP) — How it began: President Joe Biden was urgently seeking more money from Congress to aid Ukraine and Israel. On Dec. 12, the White House dispatched senior officials, including Homeland Security Secretary Alejandro Mayorkas, to join the negotiations. It was never entirely clear what the White House strategy was to advance the border compromise in the House should it make it out of the Senate. With that, the deal that the White House and many in the Senate thought would pass was headed for failure. And Biden allies are intent on making Republicans take the hit for any further scenes of chaos at the border.

The United States has had a porous border with Mexico for decades, and the situation has worsened in the past few years, with more than 10,000 people entering the U.S. on some days. Mayors, governors, and immigration experts — as well as voters — have long urged Congress to fix the problem. And for anybody who has grown cynical about Washington, the plan offered reasons for both surprise and further cynicism. The surprising part is that productive bipartisanship seems to be alive, even on an issue as divisive as immigration. So do the editorial boards of The Washington Post, which leans left, and The Wall Street Journal, which is deeply conservative.

A core group of negotiators have been laboring for nearly two months over changes to U.S. border and immigration policy and hoped to unveil the legislation later this week. However, the emergency funding package has been delayed months in Congress after Republicans insisted that border policy changes also be included in the package. It remains to be seen whether the border policy changes, which have been negotiated in private with top White House officials, will be enough to satisfy most Republican senators. The group has mostly reached agreements on policy changes, but on Monday was working with Senate appropriators to determine funding levels for the programs. Democrats have bemoaned the Republican decision to tie Ukraine aid with border policy changes.

WASHINGTON (AP) — New Speaker Mike Johnson finds himself leading House Republicans with a majority in name only. Approaching his first 100 days on the job, Johnson faces daunting choices ahead. “The House Republicans have the second-smallest majority in history," he said. Johnson and Trump talk often, but some of Trump’s strongest allies in the House are those conservatives pushing the speaker rightward and denying him a governing majority. “Speaker Johnson is in a 24-hour survival mode," said Sen. Friday's phone call came one day after Netanyahu said that he has told U.S. officials in plain terms that he will not support a Palestinian state as part of any post-war plan.
