With mandatory quarantines lifted, ferry and airline service resuming, and licenses renewed, casinos hope 2023 marks a new beginning for the world's preeminent gambling destination, Macao. The Macao government awarded six companies new 10-year concessions to operate their integrated casino resorts. This month, Macao has seen an increase in tourism from mainland China from visitors trying to get an mRNA Covid vaccine. A rise in Covid infections around China caused November gaming revenue in Macao to fall 23% from October and plummet 99% from November 2019 pre-pandemic levels, according to government data. Fitch estimates Singapore will achieve 80% of its pre-pandemic gaming revenue in 2022, and 95% in 2023.
MONTREAL/BOGOTA Dec 16 (Reuters) - Latin America is drawing early investment for jet fuel produced from materials like forest residues and palm oil as emission-conscious airlines scour emerging markets for less-polluting fuel to power flights, industry executives say. While most sustainable aviation fuel, or SAF, is produced in the United States, Europe, and Singapore, Latin America is emerging as a budding market. "Latin America right now is really a hot spot for Honeywell." Producing and distributing SAF in regions with faster-growing traffic like Latin America is key to meeting industry targets, said Landon Loomis, Latin America president for U.S. planemaker Boeing (BA.N). And Vibra Energia (VBBR3.SA) is working with Brasil BioFuels (BBF) to produce palm oil-based jet fuel in 2025.
EU agrees law to make airlines pay more to pollute

Airlines running flights within Europe currently have to submit permits from the EU's carbon market to cover their carbon dioxide emissions, but the EU gives them most of those permits for free. That will mean airlines will have to pay for their CO2 permits, providing a financial incentive for them to pollute less. Climate campaigners lamented that emissions from international flights would not be added to the carbon market sooner. "Average European families will continue to pay much more for their CO2 emissions than frequent long-haul flyers. EU countries and the bloc's Parliament both need to formally approve the law before it takes effect.

The Hang Seng index rose 4% while China's CSI 300 index, which tracks the largest largest mainland-listed stocks, rose almost 2%. "We have to unify around the importance of bringing all advanced air mobility vehicles and operating systems to market with airliner levels of safety, with air transport levels of safety, with commercial levels of safety," he said at ICAO's Remotely Piloted Aircraft Systems (RPAS) Symposium. "There is of course significant risk that in an event involving any one of these vehicles that the whole category of advanced air mobility will be subject to penalty." Allen said regulators must approach advanced air mobility on safety in the same manner as commercial transport if air taxis are to fly over crowded, urban areas. But he added that some air taxis are being lumped into categories such as general aviation where smaller aircraft have different stringencies than larger jetliners. "To us, the more important thing is consensus on commercial safety standards," he said.

This photograph taken on October 20, 2022 shows a view of the Cotai Strip in Macau. China's immigration bureau said mainland residents will be able to travel to Macao from Nov. 1 using an online visa system rather than in-person applications, a move that could increase travel to the world's largest gambling hub. In-person applications have been required for the past two and a half years due to Covid-19 restrictions. Authorities locked down the MGM Cotai casino resort owned by MGM China on Sunday with staff and guests ordered to stay inside until Nov 1. All of Macao's 700,000 residents are mandated to take rapid antigen tests daily during the period, the government said.
The 193-nation International Civil Aviation Organization's (ICAO) assembly, held every three years, is the first since COVID-19 put pressure on policymakers to speed up reforms. "We have to do something," Emile Nguza Arao, director general of Kenya's Civil Aviation Authority, told Reuters. Officials hope a global target will boost supplies of new Sustainable Aviation Fuel and encourage private investment. Even then, aviation is expected to remain in the cross-hairs of climate groups who see the exercise as a smokescreen. "A long-term emissions reduction goal with no enforceability plan is dead on arrival," said Jo Dardenne, aviation director at Brussels-based Transport & Environment.
