CNN —Iranian authorities have warned that crocodiles are being forced from their natural habitats as floods devastate parts of the country’s southeast. Three road construction workers have died in the flooding, Iranian state news agency IRNA reported on Thursday, which came after a record-breaking storm hit the Middle East. In late March, after two years of withering attacks on Ukraine, Russia knocked out half of Ukraine’s power supply. Up to that point, Russia’s missiles and kamikaze drones had mostly targeted the Ukrainian substations that push electricity from power plants to consumers. But the global community must now draw bright lines for combatants in future conflicts — and strengthen the hand of future prosecutors — by codifying specific protections for power grids. The international community already attempts to do that for select infrastructure, including hospitals, dams and nuclear power plants, via the Geneva Conventions. It’s time to add power grids to that privileged roster.

Conscious of the weight of its illustrious history, Rome has managed to preserve an impressive number of archaeological monuments in its city center. The Colosseum, the Circus Maximus and the Roman Forum and Imperial Fora are just a few of the sites clustered in the city’s heart. As Rome, which will celebrate its 2,777th birthday on April 21, moves toward its third millennium, city leaders are promoting a new vision of this area as a giant, pedestrian-friendly public space that supporters say will promote Rome’s ancient past. Normally, the area is also crawling with tourists and those who cater to them, including tour guides, street vendors and street artists. Some streets in the area are already closed to traffic besides buses and cabs, but others are busy thoroughfares that link various neighborhoods with the downtown or with the road that winds alongside the Tiber River.

The Biden administration on Friday announced a regulation designed to turbocharge sales of electric or other zero-emission heavy vehicles, from school buses to cement mixers, as part of its multifront attack on global warming. Today, fewer than 2 percent of new heavy trucks sold in the United States fit that bill. The regulation would apply to more than 100 types of vehicles including tractor-trailers, ambulances, R.V.s, garbage trucks and moving vans. The rule does not mandate the sales of electric trucks or any other type of zero or low-emission truck. Options could include using technologies like hybrids or hydrogen fuel cells or sharply increasing the fuel efficiency of the conventional trucks.

CNN —Congestion pricing is coming to New York soon with transit officials officially approving the toll structure at a hearing on Wednesday. New York City will soon join other cities such as London, Stockholm and Singapore, with the new congestion pricing plan. Passenger and commercial vehicles will now pay $15 once they enter the “congestion relief zone,” which is below 60th Street in Manhattan. “One of the biggest goals of this is to finally attack congestion but the other side of the equation is to invest more in transit,” Lieber said.
