BISMARCK, N.D. (AP) — Only a week into the job, the North Dakota Republican Party's executive director has resigned after a media outlet publicized some of his social media posts that were demeaning toward women and dismissed concerns raised by Black people about racism. The party announced the resignation Monday of Dave Roetman, who previously worked for the South Dakota GOP. But they also included crass comments, such as replying “she seems nice” to several posts of women in revealing clothing, and responding unfavorably to a woman in a plus-sized swimsuit. She said the search committee “looked at everything,” and that the disparaging posts were "kind of buried.”Sanford said Roetman resigned after they talked about his posts following the Forum article. Roetman had succeeded Samantha Holly, who resigned in September as executive director, citing “several obstacles that have made it difficult for me to continue working here” in her resignation letter.

BISMARCK, N.D. (AP) — A former North Dakota police officer fired for badly injuring a 63-year-old man during an arrest has been sentenced to probation after dropping his not-guilty plea. The Bismarck Tribune cited court documents in reporting that former Bismarck Officer George Huff entered an Alford plea on Oct. 12 to a misdemeanor charge of simple assault. The plea means Huff didn't admit guilt but acknowledged there was enough evidence to support a conviction. Huff, 26, was accused of striking Keith Erlandson several times in the face while holding handcuffs during an arrest on March 9. Bismarck police and the North Dakota Bureau of Criminal Investigation investigated, and Police Chief Dave Draovitch fired Huff on May 21.

The National Weather Service warned of hazardous travel on snowy mountain passes and ice on some highways when snow initially melts and then freezes as road temperatures drop. The snow was then forecast to spread across northern Idaho, Montana, northwestern Wyoming and North Dakota into Friday. Some higher elevations in the northern Rockies could see snow totals of 2 feet (61 centimeters) or more. Central Montana will see the worst of the snow, said Matt Ludwig, a meteorologist with the National Weather Service in Great Falls. Northwestern Wyoming, including Yellowstone National Park, was also under a winter storm warning, the National Weather Service said.

BISMARCK, N.D. (AP) — A federal judge in North Dakota has denied a request from supporters of congressional age limits to temporarily allow out-of-state petition circulators as they seek to advance their proposed ballot measure. The measure's backers sued over state constitutional provisions and laws that require that initiative petition circulators be North Dakota residents. Out-of-state petition circulators are currently subject to misdemeanor penalties of up to nearly a year’s imprisonment, a $3,000 fine, or both. Political Cartoons View All 1202 ImagesThe precedent case he cited held that North Dakota laws requiring petition circulators to be state residents are constitutionally sound. Measure supporters want to use out-of-state petition circulators to help gather more than 31,000 signatures of valid North Dakota voters by a February deadline to prompt a June 2024 vote.

At least 22 states have now enacted laws restricting or banning gender-affirming medical care for transgender minors. “His depression, his anxiety had pretty much dissipated because he was receiving the gender-affirming care,” Thurow said. In North Dakota, the law allows treatment to continue for minors who were receiving care before the law took effect in April. Providers there have simply stopped gender-affirming care, said Brittany Stewart, a lawyer at Gender Justice, which is suing over the ban in the state. But there's one key difference: gender-affirming care is ongoing.

“The hike in fuel price has caused a scarcity of passengers,” Hanwa, 50, added. “Before the hike in fuel price, Abuja to Kano was 5,500 ($7.26) but is now 8,500 ($11.22),” he said. Successive governments had carried on with fuel subsidy since its introduction in the 1970s but had also mooted deregulating the country’s oil sector. Along with soaring transport fares, food prices and costs for other essentials have skyrocketed across the country. Russia is painting some of its warships with camouflage stripes, an open-source analyst said. The ship might also appear smaller thanks to the dark paint against the water. In his own analysis, Sutton noted how dark the water often appears in such imagery, making it an effective camouflage for dark paint. The use of naval camouflage would be an interesting return for a tactic more associated with World War 1 and World War 2. The British navy pioneered the use of "dazzle" stripes and patterns in World War 1, as seen below on the USS Minneapolis, which were intended to confuse onlookers as to the speed and direction of vessels.

Abuja, Nigeria CNN —Nigeria was forced Wednesday to delay plans to replace its banknotes with a redesigned currency after chaotic scenes at ATMs as millions of people struggled to get their hands on the new cash. The new naira notes are, however, “fortified with security features that make them difficult to counterfeit,” President Buhari said last year. Across the country, banks have increasingly become targets of mounting anger over the frustrating search for the new naira notes. Angry Nigerians vandalise Bank premises over frenzy of new naira notes. Nigerians are desperately relying on their banks to distribute new bills after the February 10 deadline to exchange the old currency saw many scrambling to deposit their old notes.

Books containing “sexually explicit” content — including depictions of sexual or gender identity — would be banned from North Dakota public libraries under legislation that state lawmakers began considering Tuesday. Though supporters of North Dakota’s bill repeatedly called the sexual content “obscene,” opponents said the material in question is not actually considered legally obscene. Library Director Christine Kujawa at Bismarck Veterans Memorial Public Library said the library has a book with two little hamsters on the cover. Bills to restrict mature content in school libraries became laws last year in Tennessee, Utah, Missouri, Florida and Oklahoma. The investigation followed a complaint by the ACLU and appeared to be the first based on a nationwide movement to ban school library books dealing with sexuality and gender.
The U.S. Department of the Interior announced Thursday that it has given new names to five places that previously included a racist term for a Native American woman. The renamed sites are in California, North Dakota, Tennessee and Texas, completing a yearlong process to remove the historically offensive word “squaw” from geographic names across the country. She called the word “harmful.”Haaland, who took office in 2021, is the first Native American to lead a Cabinet agency. In September, the Interior Department announced its final vote on proposals to change the names of nearly 650 sites that contained the word. The Interior Department ordered the renaming of places with derogatory terms for Black and Japanese people in 1962 and 1974, respectively.

The hunt for the Titanic was cover for a secret Navy mission to investigate two submarine wrecks. It was also part of a psychological warfare game the US was playing with the Soviets, Ballard revealed in a 2021 book. But his most recognizable discovery was the British passenger ship Titanic that sank in the North Atlantic on April 15, 1912, ending more than 1,500 lives. "I wanted to do a bang-up job for the Navy, but I was also constantly thinking about how to find Titanic," Ballard wrote. "There it was, one of 29 boilers that had created steam for Titanic's engines," Ballard wrote in his book.
While the Northeast and New England contend with the winter storm on Friday, parts of the Plains entered their third day in a row of blizzard conditions. The cold won’t stop there. This cold outbreak will last into next week and expand south and east with time. Looking at the week leading up to ChristmasThe week leading up to Christmas could have two big weather stories. The second story, which has the lower confidence but is likely to garner the bigger headlines, is a potential winter storm for the East.
CNN —An atmospheric river event, bringing ample amounts of moisture to the West this weekend, will gradually move across the country and bring hazardous weather to millions. The blockbuster storm will begin in the West with heavy snow, gusty winds, and coastal flooding, then move eastward, threatening potential blizzard conditions in the Midwest and tornadoes in the South. More than a dozen western states are under winter weather alerts this weekend as the potent storm system moves across the region. Heavy rain will also be notable up and down the West Coast, particularly in California, where flooding concerns exist through Sunday. Similar to a fire hose, it shoots moisture into one area for an extended period of time, resulting in very heavy rain or snow.
