The United States had become the world’s leading exporter of natural gas, and no other country in history was pumping more crude. Then, in January, Mr. Biden paused new permits for export facilities for liquefied natural gas. That decision galvanized oil and gas companies against Mr. Biden, according to industry lobbyists, and will be an undercurrent at a fund-raising lunch set for Wednesday in Houston.

The technology typically uses chemical absorption to capture carbon dioxide emitted from the chimney of an industrial plant. "The economic viability of carbon capture and sequestration is a challenge today because the cost of building most plants in order to capture carbon dioxide are very significant," the executive said. About two-thirds of the industry's carbon dioxide emissions come from chemical reactions that occur when breaking down limestone. SLB this month announced a nearly $400 million investment in Aker Carbon Capture, a pure-play carbon capture company based in Norway, in an effort to accelerate deployment of the technology at commercial scale.

The rule issued by the Interior Department's Bureau of Land Management will tighten limits on gas flaring on federal lands and require that energy companies improve methods to detect methane leaks that add to planet-warming greenhouse gas pollution. It also regulates smaller wells that are now required to find and plug methane leaks. Venting and flaring activity from oil and gas production on public lands has significantly increased in recent decades. DUBAI, United Arab Emirates — Nearly 2,500 fossil fuel lobbyists are estimated to have been granted access to the COP28 climate conference in the United Arab Emirates, according to an analysis from advocacy groups, reflecting a sharp increase from last year. A report published Tuesday by the Kick Big Polluters Out coalition found that at least 2,456 fossil fuel lobbyists registered to attend the two-week long summit. That's more than almost every other country delegation, except for Brazil (3,081) and COP28 host the United Arab Emirates (4,409), the analysis said. While over the years the pipeline's start date has been moved further back, supply has kept coming.
